During review of the above noted application, it was found that the following information,
corrections, or clarifications are needed. Please submit revised plans/documents including a written
response to each item below.
Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall.
Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon.
City of Edmonds handouts, standard details, application and other forms, and development code
may be referenced on the City website: www.edmondswa.gov under Services/Permits and
Development.
GENERAL
1) A right-of-way permit is required to perform work within the City right-of-way (ROW). A
ROW Permit Application shall be completed by the contractor and submitted to the City
prior to issuance of the building permit.
2) Submit Side Sewer Permit Application form
3) Include construction sequence. Refer to sample on City website.
4) If a stormwater management system is constructed on the site, a Stormwater Covenant will
need to be recorded against the property. This item will be reviewed in more detail once the
entirety of these comments have been responded to.
5) Show entire private easement area throughout the plan set. Reference Auditors File Number
for and specify what the easement is for. The information provided with the building permit
submittal indicates a 21-ft wide easement.
6) Consistent with Edmonds Community Development Code 18.80.060.D, driveway slopes
shall not exceed 14% slope unless authorized by the public works director in accordance
with certain criteria contained within the aforementioned code section. An email was
included with the permit submittal stating that a variance of 20% is requested; however, the
criteria listed within the code was not addressed. Please submit a letter addressed to the City
Engineer, Rob English, specifically addressing the code criteria. Upon receipt of the letter,
staff will review the proposal with the police and fire departments to obtain their
concurrence, which is one of the criteria to be met.
7) Due to the house being setback from the ROW, a fire/aid address sign will be required at the
driveway approach. The City's Public Works Operations and Maintenance Department will
fabricate fire/aid address sign. Add a notes to the civil construction plans stating: The City's
Public Works Operations and Maintenance Department to fabricate fire/aid address sign.
The contractor/owner shall contact the Engineering Division by email at
en ing eeringpermits e,edmondswa. og_v 2-weeks in advance of the requested sign fabrication.
A sign fabrication fee will be collected prior to permit issuance. Fire/Aid address signs are
$75 per sign.
8) Please provide a written response from the geotech that the civil construction plans are
consistent with the geotech report and recommendations.
SHEET C1— COVER SHEET
1. Revise General Construction Notes to state the current year for WSDOT/APWA specifications.
2. Update Utility Contacts as follows:
a. Revise spelling of Edmonds under water, sewer and storm
b. Replace telephone utility with Frontier, the provider within the City of Edmonds.
SHEET C2 — EROSION CONTROL PLAN & NOTES
1. A silt fence is currently shown along the high side of the lot. Clearing limits should be clearly
marked in the field as several trees are remaining on the site, but this should be done with an
orange barrier fence or something similar, not a silt fence. Please revise plans as needed.
2. The plan sheet reference for Detail 8 states C2.1. Please revise to C3.
3. A force main has been called out for pumping from the sediment trap to the sediment tank.
Callout pipe material, size, pump requirements, etc. Also provide a key for the line type.
4. Relocate sediment tank to private property.
5. Label edge of pavement.
6. Add note: All disturbed areas to be compost amended per 2014 SWMMWW BMP T.5.13.
SHEET C3 — EROSION CONTROL DETAILS
1. The complete, approved City standard details shall be provided in the plan set. Remove and
replace details as needed.
SHEET C4 — GRADING AND UTILITIES PLAN
1. Label roof drain tightline and footing drains. Show point of connection to the storm outfall
pipe. Please note, the roof drain tightline and footing drains shall not tie together at the home.
Connection shall be at least 10-ft away from the home.
2. Show footing drains, as required, for the retaining wall. Where will the footing drains connect
to the storm outfall pipe?
3. A 6" cleanout with 12" cast iron lamphole cover is required on the sanitary sewer line, on the
right-of-way side of the property line. Show on plans.
4. Show all dry utilities and required utility separation. Please add a note that a minimum of 3'
separation is required between the dry utilities (power, gas, phone, cable, etc.) and sewer, water,
and storm and 5' from any City main lines.

5. Utility patches shall be combined and full width or half width overlay will be required
depending on the extent of disturbance. Where utility patches fall entirely within one travel
lane, the overlay shall extend to the centerline of roadway. Where utility patches extend into
both travel lanes then a full width overlay is required.
6. Please add a note to the plans that all final restoration within the right-of-way shall be
completed by the contractor not the City of Edmonds.
7. Note W2 indicates a 1" water service is to be installed. Are you also requesting a 1" meter or
will you only need a 3/4" meter. It doesn't look like there's a requirement for a fire sprinkler
system, but should this become a requirement, then a minimum 1" meter and 1 1/2" water service
line will be needed.
8. Please label all pipe material — water, sewer & storm.
9. Both the sewer and storm systems have pipe sections proposed at over 20% slope. Pipe laid at
over 20% slope shall be anchored. Due to the storm pipe connecting to a catch basin at one end
of the run, if the pipe run is limited to two sections of pipe then anchoring will not be required.
10. The following comments pertain to the storm pipe crossing in the City right-of-way:
a. Storm pipe located within the City right-of-way shall be 12" in diameter, with 2-feet of
cover. Where less than 2-feet of cover, ductile iron pipe shall be used.
b. A catch basin will need to be placed at the edge of pavement on the west side of Pioneer
Way. The private 6" storm pipe will connect to this CB.
c. The new 12" run in the ROW can extend from the new CB to existing CB#10038 if
feasible.
d. Refer also to comments from Stormwater Engineer.
11. Label edge of pavement.
12. Standard detail TR-546 is referenced for the driveway approach. Please include standard detail
in the plan set.
13. Provide a cross section of the driveway showing the following:
a. Retaining wall & edge of pavement
b. Utility locations and depths
c. Cross slope in the driveway — how will storm water flows be directed to CB D7?
14. Update Utility Notes as follows:
S 1 — Update standard detail reference to SS-200 and include detail within the plan set.
S3 & S5 — Update standard detail reference to SS-200
S7 — Update standard detail reference to SS-202 and include detail within the plan set.
15. Provide a surface area chart for the site, including the following:
Type of area
Square footage
Stormwater Facility
Lawn and Landscape
Roofs
Hard surfaces
