Project: Dynasty Homes - Single Family Residence
Project Address: 18109 Homeview Dr.
During review of the above noted application, it was found that the following information,
corrections, or clarifications are needed. Please submit revised plans/documents including a written
response to each item below.
Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall.
Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon.
City of Edmonds handouts, New updated standard details with new reference numbers, application
and other forms, and development code may be referenced on the City website:
www.edmondswa.gov under Services/Permits and Development.
GENERAL
1) Please provide two plans: A tesc/grading plan and a utility/drainage plan.
2) Due to the complexity of the plan, 1:10 scale would be preferred.
3) No Standard details have been provided. Please note that all standard details have been
updated and have new reference numbers. Review the changes on the city website and
update plans with all appropriate standards.
4) Submit ROW Permit Application form
5) Submit Side Sewer Permit Application form
6) Include construction sequence. Refer to sample on City website.
7) Include General Construction Notes. Refer to sample on City website. Please change the
WSDOT/APWA version to the current year.
8) A Stormwater Covenant is required to be recorded against the property based on the
proposed stormwater facilities for the project. Please complete the covenant, including
notarization and any required exhibits and submit to the city. Ensure the stormwater
covenant meets Snohomish County Record Drawing requirements. The document must be
complete, but will not be recorded prior to permit issuance. Prior to construction, final
location of facilities are to be verified (by field inspection and asbuilt) and then the covenant
will be recorded.
9) Show all City utilities that are adjacent to the site. Include pipe size and material. All this
information is available on the City GIS map on our website.
10) Add note to utility plan: "Utility patches shall be combined and full width or half width
overlay will be required depending on the extent of disturbance. Where utility patches fall
entirely within one travel lane, the overlay shall extend to the centerline of roadway. Where
utility patches extend into both travel lanes then a full width overlay is required."
11) Please provide a written response from the geotech that the civil construction plans are
consistent with the geotech report and recommendations. (this would address erosion
control measures, pipe anchors, etc.)
12) Please note: additional comments not included in this review may be produced after
reviewing the next submittal.
TESC and GRADING PLAN
1) Show filter fence on the plans and incorporate and reference New City standard detail..
2) Show construction entrance on the plans and incorporate and reference New City standard
detail..
3) Please show and add a note to the plans that filter socks will be added to any catch basins
downstream from the construction site. Incorporate and reference New City standard detail.
4) Orange protective barrier fencing shall be placed at the drip line of trees to remain and
around areas proposed for low impact development techniques, such as rain gardens,
infiltration systems, etc., to protect the area from compaction.
5) Please provide the location of the temporary stockpile. Add a note that the stockpile is to be
covered within 24 hours
6) Please add a note to the plans that all disturbed soils will be compost amended per BMP
T5.13.
7) Add note: Install and maintain all TESC measures according to approved plans, City of
Edmonds standard details, and all other measures that may be required during construction.
8) It appears that the retaining wall will be carrying a surcharge. Please provide engineer
approved structural calculations for the wall confirming it can handle a surcharge.
9) Clearly label each contour within the road. It is unclear what the contours are currently on
the plan.
10) Consistent with Edmonds Community Development Code 18.80.060, driveway slopes shall
not exceed 14% slope. Applicant indicates a driveway slope greater than 14% and shall
submit a driveway slope waiver request consistent with code requirements.
11) Please indicate this requirement on the plans.
12) Please label the driveway as asphalt from the paved road to the property line. Once on
private property the driveway may be any material, please label.
UTILITY AND DRAINAGE PLAN
WATER
1) As indicated by the Fire Department, a fire sprinkler system is required for this property.
Typically if there is an existing water service line from the watermain to the meter, the water
service line/meter will not be the appropriate size and a new tap will be required. The
applicant will be required to pay for the new tap on the main and the new meter. Please
revise plans to include the following:
a. Please add a note that a 1" meter is to be installed
b. Show the water meter located in the right-of-way, such that the back of the meter is
on the property line. The water meter shall not be located within the driveway.
c. Please show a 1-1 /2" water service line to be installed from the back of the meter to
the house (as required for a combination fire and domestic service).

d. Please label the pipe material and note tracer wire to be installed on the water service
line.
2) Show power, phone, gas, cable, etc.
3) Please add a note to the plans that all final restoration shall be completed by the contractor
not the City of Edmonds.
SEWER
1) At 6" cleanout at the property line, please add a note that the 6" cleanout at the property line
shall have a 12" cast iron lamphole cover with'/z" hexbolts.
2) Show a cleanout located within 2' of the house, at any 90' bend, when there is less than 3'
between two 45' bends, and when there is more than 100' between cleanouts.
3) Provide invert elevations at the main and at the house so that a minimum 2% slope and
minimum 2' pipe coverage can be verified. If the slope of the pipe exceeds 20% the pipe
will need to be anchored.
4) If a new sewer lateral is proposed and the connection will be core drilled, show the
connection at the sewer main per City standards and with a Romac Inserta-tee. If the sewer
connection will be cut in, please show a wye to be installed. Core drill is preferred unless
specific reasons it is not possible.
DRY UTILITIES
1) Show all dry utilities and required utility separation. Please add a note that a minimum of 3'
separation is required between the dry utilities (power, gas, phone, cable, etc.) and sewer,
water, and storm and 5' from any City main lines.
STORM
1) Impervious Areas chart: Provide a breakdown for all the impervious surfaces.

5) Provide invert elevations for all pipes at catch basins ( 5, 7 and 9) and manholes. Please
note that a minimum of 2' of cover is required for all pipes located under driveable surfaces
and 1' of cover under landscape areas.
6) Road appears to be graded to the center but the catch basins are placed at the west side of the
road. Please revise so that all of the runoff from the road will be captured.
7) Please add a note to the plans that if the rim to invert elevation exceeds 5-feet then a type II
manhole will be required.
