Please submit revised plans/documents with a written response to each of the items below to a permit coordinator. Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall. Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon. City of Edmonds handouts, standard details and development code can be referenced on the City website. GENERAL 1. Provide an itemized engineers cost estimate for both on -site and off -site (right-of-way) improvements, including traffic control and all utility installations. Use the King County Bond Quantity Worksheet (available on the county website) and utilize "write-in" sections where appropriate. a. The amount of the bond will be based on 120% of the City approved estimate for the off - site improvements. b. A 3.3% inspection fee is calculated for the project based on 100% of the City approved estimate for the entire project improvements. 2. Please add a note to plans stating "A separate right-of-way construction permit is required for all work within the city right-of-way." Please note, a ROW permit application with contractor's signature shall be provided to the city prior to issuance of civil construction plans. 3. A Stormwater Covenant is required to be recorded against the property based on the proposed stormwater facilities for the project. Please complete the covenant, including notarization and any required exhibits and submit to the city. The document must be complete, but will not be recorded prior to permit issuance. Prior to construction final location of facilities are to be verified (by field inspection and asbuilt) and then the covenant will be recorded. 4. Please note, additional comments not included in this review may be produced after reviewing the next submittal. SHEET COI TESC PLAN 1. General Construction Notes. a. Note #1: Please revise 2016 to 2018 for the WSDOT/APWA Standards b. Note #19: A detention system is not proposed, please revise note. 2. Provide Utility Purveyor information. Use City of Edmonds handout #E28 as a guide. SHEET CO2 GRADING PLAN 1. Under General Notes, please revise the note to state walkways will slope a maximum of 2% to meet ADA requirements. SHEET CO3 FRONTAGE IMPROVEMENTS 1. Add note to plans that the existing sidewalk frontage improvements shall be maintained as long as possible during the course of construction. 2. Extend landscape strips to the edge of the 24'driveway entrance. 3. Show a minimum 4 ft sidewalk transition section on either side of the project area, on the outside of the property line (in front of adjacent properties). 4. Please label the 4ft measurement across the street. 5. It looks like there is a curb running along the back of the sidewalk? Please remove. SHEET C04 DRAINAGE AND UTILITY PLAN 1. Revise General Note 3 to remove "where possible". 1) Please add note: Utility patches shall be combined and full width or half width overlay will be required depending on the extent of disturbance. Where utility patches fall entirely within one travel lane, the overlay shall extend to the centerline of roadway. Where utility patches extend into both travel lanes then a full width overlay is required. 2. FYI in case you need to make changes, storm drain is not required to be a minimum of 2% slope, only sewer has that requirement. 3. There must be a sewer connection/clean out for each condo unit. 1) Add note to plan: If the existing sewer lateral is proposed to be reused, the City's Public Works Department will need to TV the lateral to determine if it is acceptable to re -use. Add notes to the plans to contact Edmonds Public Works Sewer Division, 425-771-0235, to schedule inspection. 4. Add note to plan: The existing side sewer will need to be TV'd by the contractor and video must be submitted to the City for review and approval to re -use. 5. A 6" sewer cleanout required at the property line with 12" lamphole cover with %2" hexbolts. 6. Provide invert elevations at the main, the cleanout at the property line and at the house so that a minimum 2% slope and minimum 2' pipe coverage can be verified. If the slope of the pipe exceeds 20% the pipe will need to be anchored. The inverts for the sewer manholes in the alley are available on the city's gis map found on the city website. 7. As indicated by the Fire Department, a fire sprinkler system is required for this property. Typically if there is an existing water service line from the watermain to the meter, the water service line/meter will not be the appropriate size and a new tap will be required. The applicant will be required to pay for the new tap on the main and the new meter. Please revise plans to include the following: a. Please add a note that a 1" meters are to be installed b. Please show a 1-1/2" water service lines to be installed from the back of the meter to the building (as required for a combination fire and domestic service). Page 2 of 3 c. Please label the pipe material and note tracer wire to be installed on the water service line. 8. Add note that drywells shall have traffic rated lids. 9. Show location of pad mounted transformer, if proposed; to be located on private property. 10. Show location of dry utilities (cable, electric, etc) and required utility separation (5-feet from City utilities within the ROW and 3-feet from water/sewer/storm utilities on private property). 11. It is unclear where permeable pavers are being used. Please label areas. Sheet X of X — TRAFFIC CONTROL 1. Please submit a traffic control and haul route plan for review and approval. 2. Disruption fees will be charged for closure of parking stalls and sidewalk areas. Clearly specify areas of closure and indicate the timeframe for which you request the closure. Sheet X of X — LANDSCAPE PLAN 1. Street trees shall be a caliper of 3" with a 7 ft branching height. Please revise plans. 2. Add Note: "A separate irrigation permit must be obtained from the City Public Works Department. Prior to final acceptance provide a copy of the backflow test report to the City's Cross -Connection Control Specialist. Test reports can be faxed to 425.744.6057 or e-mailed to jef£koblykkedmondswa.gov. Backflow testing will be required on an annual basis thereafter."
