During review of the above noted application, it was found that the following information,
corrections, or clarifications are needed. Please submit revised plans/documents with a written
response to each of the items below to a permit coordinator.
Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall.
Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon.
City of Edmonds handouts, standard details and development code can be referenced on the City
website.
GENERAL
1. Provide an itemized engineers cost estimate for both on -site and off -site (right-of-way)
improvements, including traffic control and all utility installations. Use the King County Bond
Quantity Worksheet (available on the county website) and utilize "write-in" sections where
appropriate.
a. The amount of the bond will be based on 120% of the City approved estimate for the off -
site improvements.
b. A 3.3% inspection fee is calculated for the project based on 100% of the City approved
estimate for the entire project improvements.
2. Please add a note to plans stating "A separate right-of-way construction permit is required for all
work within the city right-of-way." Please note, a ROW permit application with contractor's
signature shall be provided to the city prior to issuance of civil construction plans.
3. Please note, additional comments not included in this review may be produced after reviewing
the next submittal.
Sheet X of X — COVER SHEET
1. Revise General Construction Notes. Refer to sample on City website.
a. Revise year of DOE stormwater version to 2014
b. Revise date of APWA/WSDOT to 2020
c. Add Edmonds Notes #19, 21, 31, and 35. Revise as needed to reflect work.
2. Provide civil plan sheet index.
3. Provide Utility Purveyor information. See Engineering Handout E28 for more information.
4. Provide a vicinity map and a haul route. Haul route will be Main turning into 212th St SW to
Highway 99.
Sheet C1.0 — GRADING/DEMO/TESC
1. Will a chain link fence be installed during construction? If so, please show location on the
plans.
2. Sidewalk along property frontage shall remain open except as needed to perform specific
activities such as sidewalk replacement and utility connections.
3. Show job shack location, if any.
4. Note regarding removing sidewalk to nearest joint can be removed on 6th. The entire sidewalk
will be replaced.
5. The hatching used at the alley is not included in the legend. Please add.
6. Add note to plans that the existing alley shall be maintained as long as possible during the
course of construction.
7. Show stockpile location and indicate requirements to keep it covered.
8. Add note: Install and maintain all TESC measures according to approved plans, City of
Edmonds standard details, and all other measures that may be required during construction.
9. Add note: All disturbed areas to be compost amended per 2014 SWMMWW BMP T.5.13.
SHEET C1.1— TESC AND DEMO DETAILS
1. Please replace all standard details with City of Edmonds standard details.
2. Add note to tree protection detail regarding what will be used instead of stakes to stabilize the
fencing.
SHEET C2.0— GRADING AND DRAINAGE
1. Include Hard Surface Area chart on the plans. Provide a breakdown for hard surfaces and roof
tops and the type of stormwater management system being installed to manage each.
2. The City of Edmonds does not allow private force mains to connect directly to the public catch
basin (or in the right of way). Revise design to show a gravity connection from property line to
catch basin.
3. The invert elevations provided for the storm line from the pump to the catch basin appear to
conflict with the placement of the water and fire lines. Please revisit to review elevations of line
placement.
SHEET C2.1— GRADING AND DRAINAGE DETAILS
1. Remove standard details and replace with Edmonds standard details.
SHEET C3.0— UTILITIES AND PAVING
1. Show 3-hr parking signage on 6' Ave. Existing signs should be saved and reused on new posts
per City standards.
2. As mentioned above, there appear to be some utility conflicts in the area where the storm and
water are connecting to the public mains. Please provide a detailed elevation of the area.
3. Each water service and the fire line shall have individual connections to the public main.
(also, water meters shall be placed at back of curb within the "streetscape zone".)

4. Does the existing DCVA have a 4" meter?
5. Add a note to the plans stating existing failing, damaged or non-ADA compliant frontage
improvements shall be removed and replaced as determined by the City Engineering Inspector.
This applies to the alley as well. The engineering inspector shall make that determination on
site.
6. Add notes stating that new concrete for sidewalks shall match closely in color to the remaining
existing sidewalk.
3. Add note: Sidewalks shall be scored to match existing.
4. Where will garbage and recycling be picked up? Show on plans.
5. Utility patches with less than 20-feet of separation shall be combined and full width or half
width overlay will be required depending on the extent of disturbance. Where utility patches
fall entirely within one travel lane, the overlay shall extend to the centerline of roadway. Where
utility patches extend into both travel lanes then a full width overlay is required.
6. On the 6th side of the building there appears to be a door that is to open on to the sidewalk.
Opening the door over the sidewalk would interfere with the pedestrian clear path and would
necessitate the relocation of the power pole.
7. Please add clean out to the existing building connection at the alley and for the new building
connection in the alley near the parking spaces. Clean outs shall be called out as 6" with 12"
Cast Iron Lamphole covers with 1/z" hexbolts.
8. Add note that City will TV sewer main prior to final acceptance.
9. An irrigation Sprinkler Permit shall be required. Please contact Public Works Cross

10. Fire Line connection may require installation of valve cluster for service connections to City
system, refer to Edmonds Standard Details.
Sheet X of X — DRY UTILITIES
1. Underground Wiring Requirements of ECDC 18.05 shall be followed. All utility services shall
be installed underground.
2. Show location of pad mounted transformer, if proposed; to be located on private property.
3. Show location of dry utilities and required utility separation (5-feet from City utilities within the
ROW and 3-feet from water/sewer/storm utilities on private property).
4. Is overhead power in proximity of new structure? If close, then need to confirm with PUD that
their separation requirements can be met.
Sheet X of X — TRAFFIC CONTROL
1. Please submit a traffic control and haul route plan for review and approval. Individual plans
shall be provided for all elements of work to be completed both in 6th and in Main St.
2. Disruption fees will be charged for closure of parking stalls and sidewalk areas. Clearly specify
areas of closure and indicate the timeframe for which you request the closure.
Sheet X of X — LANDSCAPE PLAN
1. Add Note: "A separate irrigation permit must be obtained from the City Public Works
Department. Prior to final acceptance provide a copy of the backflow test report to the City's
Cross -Connection Control Specialist. Test reports can be faxed to 425.744.6057 or e-mailed to
jef£koblykgedmondswa.gov. Backflow testing will be required on an annual basis thereafter."
2. Scoring on public sidewalk shall match existing sidewalk and standard detail.

3. Street trees shall be 3" caliper with 7 ft branching height. Please revise information on plan.
TRANSPORTATION ENGINEER REVIEW
1. Please revise traffic impact worksheet to reflect all new and existing uses as specialty retail.
