During review of the above noted application, it was found that the following information,
corrections, or clarifications are needed. Please submit revised plans/documents including a written
response to each item below.
Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall.
Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon.
City of Edmonds handouts, New updated standard details with new reference numbers, application
and other forms, and development code may be referenced on the City website:
www.edmondswa.gov under Services/Permits and Development.
GENERAL
1) Please note that all standard details have been updated and have new reference numbers.
Review the changes on the city website and update all plan sheets.
2) Submit ROW Permit Application form
3) Submit Side Sewer Permit Application form
4) Include construction sequence. Refer to sample on City website.
5) Include General Construction Notes. Refer to sample on City website. Please change the
WSDOT/APWA version to the current year.
6) Site Plan Sheet 1/1 is not to 1:20 scale as noted and is close to 1:10 scale but still off. Please
correct.
7) A Stormwater Covenant is required to be recorded against the property based on the
proposed stormwater facilities for the project. Please complete the covenant, including
notarization and any required exhibits and submit to the city. Ensure the stormwater
covenant meets Snohomish County Record Drawing requirements. The document must be
complete, but will not be recorded prior to permit issuance. Prior to construction, final
location of facilities are to be verified (by field inspection and asbuilt) and then the covenant
will be recorded.
8) Show haul routes.
9) Show all existing and proposed frontage improvements. Provide width of landscape strip
and sidewalk. Sidewalk shall be a minimum of 5' in width.
10) Show private sidewalk beyond the property line connecting with the public sidewalk.
11) Add note that curb/gutter shall also be removed and replaced if it has existing damage or is
damaged during the construction process.
12) Please show the driveway approach beyond the property line connecting with the alley.
Note that a sawcut will be required to create a neat seam at the connection.
13) Provide width of driveway and provide width of adu parking stall.
a. If parking stalls are provide within a garage, please indicate as such on the site plan.
b. If parking is provided outside the garage, please show minimum parking stall
dimensions of 8 1/2 ft x 16 1/2 ft can be met.
c. Only two parking spaces can be tandem.
14) Add note to plans: Utility patches shall be combined and full width or half width overlay
will be required depending on the extent of disturbance. Where utility patches fall entirely
within one travel lane, the overlay shall extend to the centerline of roadway. Where utility
patches extend into both travel lanes then a full width overlay is required.
TESC
1) Incorporate and reference New City standard detail for filter fence.
2) Regular gravel cannot be used for the construction entrance. Please call out construction
entrance on the plans and incorporate and reference New City standard detail.
3) Orange protective barrier fencing shall be placed at the drip line of trees to remain and
around areas proposed for low impact development techniques, such as rain gardens,
infiltration systems, etc., to protect the area from compaction.
4) Please add a note to the plans that all disturbed soils will be compost amended per BMP
T5.13.
5) Add note: Install and maintain all TESC measures according to approved plans, City of
Edmonds standard details, and all other measures that may be required during construction.
DEMO
1) Show the existing sewer line from the main to the house.
2) If the existing side sewer is to be re -used, the line must be cut and capped a minimum of 20'
3) If existing side sewer is not proposed for re -use then the sewer shall be cut and capped at the
property line. Please revise the plans accordingly.
4) If the existing water service line is to be re -used, the line must be disconnected at the meter
during construction. Please install a hose bib with an AVB at the meter during construction.
WATER
1) If the house will be over 3000sf, then it is likely that this will apply. Please review the
following and revise plans as needed.
If indicated by the Fire Department, a fire sprinkler system is required for this property.
Typically if there is an existing water service line from the water main to the meter, the
water service line/meter will not be the appropriate size and a new tap will be required. The
applicant will be required to pay for the new tap on the main and the new meter. Please
revise plans to include the following:
a. Please add a note that a 1" meter is to be installed
b. Show the water meter located in the right-of-way, such that the back of the meter is
on the property line. The water meter shall not be located within the driveway.
c. Please show a 1-1/2" water service line to be installed from the back of the meter to
the house (as required for a combination fire and domestic service).

d. Please label the pipe material and note tracer wire to be installed on the water service
line.
2) Show that there is a minimum of 3' of horizontal separation between the water service and
dry utilities (i.e. power, phone, gas, cable, etc.).
3) Please add a note to the plans that all final restoration shall be completed by the contractor
not the City of Edmonds.
SEWER
1) Label pipe material and size. The sewer lateral (from the main to the property line shall be
6". Once on private property the sewer may reduce to 4".
2) Show a 6" cleanout at the property line (on the right of way side of the p/1). Please add a
note that the 6" cleanout at the property line shall have a 12" cast iron lamphole cover with
'/2" hexbolts. Note invert.
3) Show a cleanout located within 2' of the house, note invert.
4) If reusing existing sewer, Please add a note that the existing side sewer (from property line
to house) will need to be TV'd by the contractor and video must be submitted to the City for
review and approval to re -use.
5) If the existing sewer lateral (from main to property line) is proposed to be reused, Please add
note: the City's Public Works Department will need to TV the lateral to determine if it is
acceptable to re -use. Add notes to the plans to contact Edmonds Public Works Sewer
Division, 425-771-0235, to schedule inspection.
6) If a new sewer lateral is proposed and the connection will be core drilled, show the
connection at the sewer main per City standards and with a Romac Inserta-tee. If the sewer
connection will be cut in, please show a wye to be installed.
DRY UTILITIES
1) Show all dry utilities and required utility separation. Please add a note that a minimum of 3'
separation is required between the dry utilities (power, gas, phone, cable, etc.) and sewer,
water, and storm and 5' from any City main lines.
