Please redline plans or submit two (2) sets of revised plans/documents with a written response to each of the items below to an engineering technician. Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall. Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon. City of Edmonds handouts, standard details and development code can be referenced on the City website. GENERAL 1. 3/22/19 Under review. Please provide an itemized engineers cost estimate for both on -site and off -site (right-of-way) improvements, including all utilities, traffic control, NGPA fencing and restoration/enhancement plantings. Use the King County Site Improvement Bond Quantity Worksheet and utilize the "write-in" sections where appropriate. • At a minimum, a bond is required to be placed for all erosion control measures and right-of- way improvements. • Please note, if you intend to post a bond in order to record the subdivision and ahead of constructing the required improvements, the bond amount shall be based on the entire scope of the project. • The amount of the bond will be based on 120% of the City approved estimate. The City will inform you of the appropriate bond amount after review of the cost estimate. Please obtain the appropriate subdivision improvement bond forms from the City — available on the City website. • Inspection fees for this project will be calculated at 3.3% of the 100% City approved estimate for all improvements. 2. Please add a note to plans stating "A separate right-of-way construction permit is required for all work within the city right-of-way." Please note, a ROW permit application with contractor's signature shall be provided to the city prior to issuance of civil construction plans. 3. Provide all Utility Purveyor information. Add Stormwater: City of Edmonds. See Handout E28 for the list of purveyors. 4. Street trees are required for properties along 196 h. Please show two street trees located behind the sidewalk at approximately 30' on center. Add note: Species to be determined by Park Manager. 5. Provide signed approval from post master for mailbox location. Sheet 2 — GRADING AND SWPPP PLAN 1. The general notes used on this plan are an older version that no longer includes correct information. Please Refer to sample on City website. For example #21, Linda Murphy hasn't worked for the City for years. 2. Also two revisions are necessary to the current version: a. Please revise general note #1 to reference the applicable versions of the WSDOT/APWA and the SWMMWW. b. Revise general note #19. There is no detention system being installed for stormwater on this project. SHEET 4 ROAD AND DRAINAGE NOTES 1. The speed on 1961h is high usually as cars climb the hill and reach the top. It would be preferable to install an approach that was 14' in width rather than 12' as shown. SHEET 5 ROAD AND DRAINAGE NOTES AND DETAILS 1. This sheet includes an extruded curb detail. Where is extruded curb to be installed? SHEET 7 WATER AND SEWER PLANS AND NOTES 1. Note that 6" cleanout required at the property line with 12" lamphole cover with '/2" hexbolts. 2. Add note: Existing lateral shall be inspected by the Sewer Division to determine if it is in acceptable condition for reuse. If not, a new 6" lateral from the main to the property line will be required. 3. Add note: If re -using existing side sewer: property owner must have condition verified. Provide report to the City's Public Works Dept. 4. Add note: The City will TV sewer main prior to final acceptance. 5. Cleanouts shall be placed a maximum of 100' apart when the lateral length exceeds 100 feet. Stretch across Lot 1 exceeds 100'. 6. Add note to plans: "Utility patches shall be combined and full width or half width overlay will be required depending on the extent of disturbance. Where utility patches fall entirely within one travel lane, the overlay shall extend to the centerline of roadway. Where utility patches extend into both travel lanes then a full width overlay is required." Revise plans as needed. 7. Call outs for new water line and underground dry utilities say "assumed". These utilities need to be extended the Lot 2 property line with the short plat construction. Not to mention, they are shown under the road that will be paved during the construction. Call out water line size, material, and length. I suggest putting at min 1 '/2" line to meet sprinkling requirements. Either that or lay conduit. Sheet X of X — TRAFFIC CONTROL 1.
