Please submit revised plans/documents with a written response to each of the items below to a permit coordinator. Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall. Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon. City of Edmonds handouts, standard details and development code can be referenced on the City website. GENERAL 1. Provide an itemized engineers cost estimate for both on -site (private) and off -site (right-of-way) improvements, including traffic control and all utility installations. Use the King County Bond Quantity Worksheet (available on the county website) and utilize "write-in" sections where appropriate. a. The amount of the bond will be based on 120% of the City approved estimate for the off - site improvements. b. A 3.3% inspection fee is calculated for the project based on 100% of the City approved estimate for the entire project improvements. 2. Please note, additional comments not included in this review may be produced after reviewing the next submittal. Sheet CVR-1— COVER SHEET 1. Include General Construction Notes. Refer to sample on City website. Sample notes may need to be revised to reflect current APWA/WSDOT version and add year of DOE Stormwater Manual as 2012/2014. Sheet D 2.0 — TESC 1. Chain link fencing is not an option for the sewer trench through the neighboring property. That is the entrance to their property. Please revise. 2. Show job shack location, if any. 3. Please show a rock construction entrance. Add standard detail. 4. Filter fencing and chain link fencing shall be relocated behind the public sidewalk. Add note to plans that the existing sidewalk frontage improvements shall be maintained as long as possible during the course of construction. 5. Add note: Install and maintain all TESC measures according to approved plans, City of Edmonds standard details, and all other measures that may be required during construction. 6. Revise note #17: All disturbed areas to be compost amended per 2014 SWMMWW BMP T.5.13. SHEET C —1.0 SITE IMPROVEMENT PLAN 1. At minimum 10 of the key call outs are incorrect. 2. Key H — Flush curb shall be removed. Lipped curb is described in the driveway standard detail. 3. Please add a note to the plans that states the painted fogline and centerline will be restriped, as required, prior to project completion. 4. High pressure gas line disappears near the south end of the corner curb ramp. Please show the entire line adjacent to this property. 5. Add a note to the plans stating any existing failing, damaged or non-ADA compliant frontage improvements shall be removed and replaced as determined by the City Engineering Inspector. 6. When was street overlaid? Penalty fees shall apply to cuts made in streets that have been overlaid within the last 5-years. Refer to City map to verify status of street and use the calculator in Permit Trax (ROW permit) to determine specific fee based on the size of the cut and the year in which it was overlaid. The fee to cut into a street was overlaid within the last year has a multiplier of 5 times the fee. A street overlaid within the last 2 years has a multiplier of 4 times the fee, and so forth. 7. Add note to plan: Utility patches with less than 20-feet of separation shall be combined and full width or half width overlay will be required depending on the extent of disturbance. Where utility patches fall entirely within one travel lane, the overlay shall extend to the centerline of roadway. Where utility patches extend into both travel lanes a full width overlay is required. 8. Underground Wiring Requirements of ECDC 18.05 shall be followed. All utility services shall be installed underground. 9. Show location of pad mounted transformer, if proposed; to be located on private property. 10. Show location of dry utilities and required utility separation (5-feet from City utilities within the ROW and 3-feet from water/sewer/storm utilities on private property). 11. Is overhead power in proximity of new structure? If close, then need to confirm with PUD that separation requirements can be met. Sheet C-3.0 — WATER & SANITARY SEWER 1. In the Legend, the same standard detail is called out for the fire line, the water meter and the sewer connection. Revise and review all other legend items and key items for accuracy. 2. Not all of the standard details referenced are included in the plan sheets. 3. Add note that City will TV sewer main prior to final acceptance. Page 2 of 5 4. In covered parking garages - oil/water separator shall connect to sanitary sewer. Storm water runoff shall tie into sewer. Show slopes at both sides of the trench drain at the east entrance of the garage. No stormwater should enter the sewer. 5. Please provide a detail for a trench drain that contains an oil water separator. 6. Meters shall be placed against the sidewalk. 7. Meter sizes need to be determined and add to the plan. 8. Show location of backflow assembly. If RPBA is required, then RPBA shall be located in a hot box just after the water meter. 9. An irrigation Sprinkler Permit shall be obtained from Public Works Cross Connection Control Specialist — Jeff Koblyk. Phone: 425-771-0235 or email jeff.koblyk(a,edmondswa.gov. 10. Fire lines 4" or larger require double check detector valve assembly (DCDVA). See City of Edmonds standard details. 11. Show blue reflector required in the street ROW identifying fire hydrant locations. Refer to City standard detail ET 1. UTILITY ENGINEER COMMENTS Water CB2.1 • Callout for removal of old fire vault and appurtenances is missing. Add note so ends of pipe that were connecting to existing vault will be abandoned in place and shall be cut and capped. • Clarify - Old fire service to be abandoned shall have branch valve closed and 6" plug installed. Abandoned main shall have 6" cap installed. CB3.1 • Alignment of water pipe in relation to new fire vault are not a straight line for the pipe coming in and exiting the vault. Piping and fire hydrant need to be adjusted so that things line up properly and clearances in vault are met. When the adjustments are made, work/items in regard to existing utility separations, like the gas service, need to be also factored in. • Provide callout for actual vault make and model to be used so that designer can ensure that structure and all nearby items will fit in the landscaped area. Standard detail only gives minimum measurement guidelines and outline on plan reflects only that. Make sure outline of vault reflects actual vault dimensions after make and model are finalized. • Ensure that LW Hatch vault lids can be poured integrally with the concrete top slab. Some manufacturers can't do it. If this happens a separate top slab would be needed. This will deepen the overall structure or make it so that the structure juts out of the ground. A separate top slab is not acceptable. • Finish grading around fire vault is such that if a flat top is used as called out, the eastern face of the fire vault will be above grade by at least one foot. Based on the current grading of that area it may not be possible to mitigate this even with a sloped top slab. Verify if this can be somehow mitigated. If not, coordinate with parks and city for options to mask this fact or if this becomes something that is just left as is or how much the vault can stick out of the ground and still be something acceptable. • Clarify - Meter verbiage makes it look like service will be replaced. Only Meter will be replaced/swapped out. Meter box, setter and service from meter to main to remain. Pipe after meter shall be new. • Verify that proximity between watermain tees will work in relation to their separation and the fitting types needed. Currently fitting type shown does not make sense in relation to parts shown. Page 3 of 5 In the current configuration, the tee should be FL so that the FLxMJ gate valves can attach to the tee. The runs that don't get valves will need FLxMJ adapters and those two adapters will be connected by a spool of 8" DI pipe. • Pump in vault, electrical appurtenances, and associated discharge pipe needs to be as designed by consultant to make sure it is sized properly, fits in the structure and discharges at an appropriate location. • Provide Buoyancy calculations to verify that Double check vault will not be affected by groundwater. As discussed, assume groundwater at finish grade, since this area is subject to flooding. CB3.2 • Revise detail 5 so that floor drain and items relating to this drainage are deleted. Otherwise groundwater will intrude in the structure. Sewer CB3.1 • Provide Buoyancy calculations for grease interceptor. Assume structure is empty and groundwater is at finish grade, since this area is subject to flooding. • Grease interceptor is not per city standards. Grease interceptor needs to be concrete per city standards. See details SS-260 to SS-263 to select the appropriate size. Make sure lids are traffic rated, since this is in a drive aisle and since some of the smaller sized are not traffic rated. Vault lid detail will need to be modified by the design team if the structure needed does not have a traffic rated lid. Make sure storage size is appropriate or larger than minimum requirements. • Provide sizing calculations so that the minimum size of the grease interceptor can be checked and confirmed. • Provide to scale/graphically accurate representation of grease interceptor to ensure that it will fit at the location currently shown on the plans. Storm CB3.1 • What is the size of the yard drains? Detail needs to be provided so that Public Works Operations can review and ensure that this is maintainable and acceptable, especially if it is something that has not been used by the City before. Also, grate needs to be per ADA standards. Sheet X — TRAFFIC CONTROL 1. Please submit a traffic control, pedestrian control, and haul route plan for review and approval. Individual plans shall be provided for all elements of work to be completed both in 238th and in Edmonds Way. 2. Disruption fees will be charged for closure of parking stalls and sidewalk areas. Clearly specify areas of closure and indicate the timeframe for which you request the closure. Sheet X— LANDSCAPE PLAN 1. No landscape plan was received. Please submit with resubmittal.
