Project Address: 639 2nd Ave W (formerly 118 Caspers)
During review of the above noted application, it was found that the following information,
corrections, or clarifications are needed. Please submit revised plans/documents including a written
response to each item below.
Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall.
Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon.
City of Edmonds handouts, New updated standard details with new reference numbers, application
and other forms, and development code may be referenced on the City website:
www.edmondswa.gov under Services/Permits and Development.
GENERAL
1) Submit ROW Permit Application form
2) Submit Side Sewer Permit Application form
3) Include construction sequence. Refer to sample on City website.
4) The General notes on the plans are an older version. Please add current notes. Refer to
sample on City website. Please change the WSDOT/APWA version to the current year.
5) A Stormwater Covenant is required to be recorded against the property based on the
proposed stormwater facilities for the project. Please complete the covenant, including
notarization and any required exhibits and submit to the city. Ensure the stormwater
covenant meets Snohomish County Record Drawing requirements. The document must be
complete, but will not be recorded prior to permit issuance. Prior to construction, final
location of facilities are to be verified (by field inspection and asbuilt) and then the covenant
will be recorded.
6) Show all City utilities that are adjacent to the site, include size and material.
7) Add note to plan: Utility patches shall be combined and full width or half width overlay will
be required depending on the extent of disturbance. Where utility patches fall entirely
within one travel lane, the overlay shall extend to the centerline of roadway. Where utility
patches extend into both travel lanes then a full width overlay is required.
FRONTAGE IMPROVMENTS
1) Show the sidewalk along Caspers to be replaced with concrete sidewalk.
2) Four foot transitional concrete sidewalk panels at the end of the new frontage sidewalk are
required to adjust between ADA compliant sidewalks and existing conditions. Please add a
four ft panel on Caspers extending beyond the property frontage and also on 2nd Ave
extending beyond the property frontage.
3) Please add the full WSDOT detail for one directional curb ramps to the plans (it includes all
the pertinent notes etc.). Add call out on plan to refer to detail.
4) It appears there is an entry error of the elevation points on the sidewalk along 2nd Ave. At
the elevation point 38.62 on the west point of the sidewalk and 38.34 on east side, it results
in a cross slope over 5%. Please revise to show the cross slope as 2% or less and check
other elevation points for accuracy.
5) Show crosswalk striping in heavy pen weight to indicate it will be repainted with project.
WATER
1) As indicated by the Fire Department, a fire sprinkler system is required for this property.
Typically if there is an existing water service line from the water main to the meter, the
water service line/meter will not be the appropriate size and a new tap will be required. The
applicant will be required to pay for the new tap on the main and the new meter. Please
revise plans to include the following:
a. Please add a note that a 1" meter is to be installed
b. Show the water meter located in the right-of-way, such that the back of the meter is
on the property line or just behind the sidewalk.
c. Please show a 1-1/2" water service line to be installed from the back of the meter to
the house (as required for a combination fire and domestic service).
d. Please label the pipe material and note tracer wire to be installed on the water service
line.
2) Show that there is a minimum of 3' of horizontal separation between the water service and
dry utilities (i.e. power, phone, gas, cable, etc.). Currently the gas is too close to the
proposed water service line.
3) A minimum of 10' of horizontal separation is required between water and sewer lines. In
this case, because the water meter will be replaced the current line can be noted to "cut and
cap" and the new service can be shown in a location meeting the separation requirement.
4) Please add a note to the plans that all final restoration shall be completed by the contractor
not the City of Edmonds.
SEWER
1) Label pipe material and size. The sewer lateral (from the main to the property line shall be
6". Once on private property the sewer may reduce to 4".
2) Label cleanout at the property line as 6" with 12" cast iron lamphole cover with %2"
hexbolts. Label size of clean out at house.
3) Provide invert elevations at the main, the cleanout at the property line and at the house so
that a minimum 2% slope and minimum 2' pipe coverage can be verified. If the slope of the
pipe exceeds 20% the pipe will need to be anchored.
4) If the existing side sewer is to be reused. Please add a note that the existing side sewer will
need to be TV'd by the contractor and video must be submitted to the City for review and
approval to re -use.

5) If the existing sewer lateral (main to property line) is proposed to be reused, the City's
Public Works Department will need to TV the lateral to determine if it is acceptable to re-
use. Add notes to the plans to contact Edmonds Public Works Sewer Division, 425-771-
0235, to schedule inspection.
6) If a new sewer lateral is proposed and the connection will be core drilled, show the
connection at the sewer main per City standards and with a Romac Inserta-tee. If the sewer
connection will be cut in, please show a wye to be installed.
DRY UTILITIES
1) Show all dry utilities and required utility separation. Please add a note that a minimum of 3'
separation is required between the dry utilities (power, gas, phone, cable, etc.) and sewer,
water, and storm and 5' from any City main lines.
