Please submit revised plans/documents including a written response to each item below. Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall. Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon. City of Edmonds handouts, New updated standard details with new reference numbers, application and other forms, and development code may be referenced on the City website: www.edmondswa.gov under Services/Permits and Development. GENERAL 1) Plan submission shall show short plat infrastructure as existing in lightght pen. Only that portion of construction necessary to construct the house on Lot 3 and hook up to the utility stub outs (created by the short plat process) shall be shown on this plan. All utilities between the stub outs and the residence shall have length, pipe width and type labeled along with inverts at connections. No "existing to be removed" items shall be shown on the plans. 2) Remove section of Lot 1 impervious surface removed information. 3) Please lighten line for all information for the other two lots. Only darken lines for the new construction to Lot 3. 4) Submit Side Sewer Permit Application form 5) Include a City Engineering Division approval block on all plan sheets. Refer to sample on City website. 6) Include construction sequence. Refer to sample on City website. 7) Include General Construction Notes. Refer to sample on City website. Please change the WSDOT/APWA version to the current year. 8) Add City of Edmonds standard details for all tesc, storm, sewer, driveway, and access road etc. information. 9) Add Olympic View Water Sewer District standard details for the water meter and connection. 10) A rockery is shown along the access road. The City of Edmonds does not review or approve rockeries. Construction of rockeries is prohibited within the City of Edmonds under certain circumstances and in certain situations per Edmonds Community Development Code 18.40.020. Rockeries are prohibited from carrying a surcharge as shown on this plan though without topos it is not clear if this wall is higher or lower than the road. Please revise location of rockery north of the access driveway. A retaining wall may be allowed if there is structural engineering provided to show it can handle a surcharge. Top and toe elevations for the wall will be required at each end of the wall and at every two feet of change. 11) A Stormwater Covenant is required to be recorded against the property based on the proposed stormwater facilities for the project. Please complete the covenant, including notarization and any required exhibits and submit to the city. Ensure the stormwater covenant meets Snohomish County Record Drawing requirements. The document must be complete, but will not be recorded prior to permit issuance. Prior to construction, final location of facilities are to be verified (by field inspection and asbuilt) and then the covenant will be recorded. 12) Show all private easement information for this lot only within the plan set submittal. 13) Show the short plat proposed frontage improvements as existing. Remove from the plan everything that is existing to be removed. 14) Add a note to the plans stating existing failing, damaged or non-ADA compliant frontage improvements shall be removed and replaced as determined by the City Engineering Inspector. 15) Label the material of the access road. 16) Please note: additional comments not included in this review may be produced after reviewing the next submittal. TESC-You can use a copy of the tesc plan from the short plat -just add a copy to each set of drawings in each permit. 1) Show filter fence on the plans and incorporate and reference New City standard detail. 2) Show construction entrance on the plans and incorporate and reference New City standard de. 3) Please show and add a note to the plans that filter socks will be added to any catch basins downstream from the construction site. Incorporate and reference New City standard detail Ems. 4) Orange protective barrier fencing shall be placed at the drip line of trees to remain and around areas proposed for low impact development techniques, such as rain gardens, infiltration systems, etc., to protect the area from compaction. 5) Please provide the location of the temporary stockpile. Add a note that the stockpile is to be covered within 24 hours 6) Please add a note to the plans that all disturbed soils will be compost amended per BMP T5.13. 7) Add note: Install and maintain all TESC measures according to approved plans, City of Edmonds standard details, and all other measures that may be required during construction. SEWER 1) Label pipe material and size. The sewer lateral, (from the main to the edge of easement, shall be 6". Once on private property, or in this case out of the easement, the sewer may reduce to 4". 2) Provide invert elevations at the main, the cleanout at the easement line and at the house so that a minimum 2% slope and minimum 2' pipe coverage can be verified. If the slope of the pipe exceeds 20% the pipe will need to be anchored. Page 2 of 3 STORM 1) No stormwater system is shown on this plan. Add the stormwater mitigation system and connections. 2) Show where the footing drains will discharge to. 3) Show where the retaining wall drainage will discharge to. 4) Provide invert elevations for all pipes at catch basins and manholes. Please note that a minimum of 2' of cover is required for all pipes located under driveable surfaces and 1' of cover under landscape areas. 5) Please add a note to the plans that if the rim to invert elevation exceeds 5-feet then a type II manhole will be required.
