Please submit revised plans/documents with a written response to each of the items below to a permit coordinator. Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall. Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon. City of Edmonds handouts, standard details and development code can be referenced on the City website. GENERAL 1. Provide an itemized engineers cost estimate for both on -site and off -site (right-of-way) improvements, including traffic control and all utility installations. Use the King County Bond Quantity Worksheet (available on the county website) and utilize "write-in" sections where appropriate. a. A 3.3% inspection fee is calculated for the project based on 100% of the City approved estimate for the entire project improvements. 2. Please add a note to plans stating "A separate right-of-way construction permit is required for all work within the city right-of-way." Please note, a ROW permit application with contractor's signature shall be provided to the city prior to issuance of civil construction plans. 3. City standard details have been updated and renumbered. Please refer to City website and reference and incorporate new details into plan set. 4. As noted during design review, a right-of-way dedication will be required at the building permit phase of this project to clear up an existing right-of-way/parcel boundary discrepancy. Please provide a site plan, meeting Snohomish County recording requirements, that shows the specific dedication area. This will accompany the ROW dedication document. Once receiving the site plan, City staff will present the topic at a Council committee meeting. Following that meeting and approval at the committee level, the item will be placed on the council consent agenda. Recording of the dedication will take place following that. A Stormwater Covenant is required to be recorded against the property based on the proposed stormwater facilities for the project. Please complete the attached covenant, including notarization and any required exhibits and submit to the city. The document must be complete, but will not be recorded prior to permit issuance. Prior to construction final, the location of facilities are to be verified (by field inspection and asbuilt) and then the covenant will be recorded. Sheet F-0.4 — TESC NOTES 1. Replace the following erosion control details with City standard details: CB protection, construction entrance, and filter fabric fence. Sheet F-0.5 — TESC NOTES 1. Revise construction sequence similar to that found on City website and adjusted as needed to fit specific project. Refer to sample on City website. 2. Revise General Construction Notes as follows: Refer to sample on City website. a. Update Note 1 on the plan set to reflect 2018 standards b. General Note #13 as shown on the City website has been removed from the plan set. Please provide at least a variation of this note that is applicable to the proposed project. c. General Note #21 as shown on the City website has been removed from the plan set. Please insert this note which addresses the need for an irrigation permit from the City Public Works Department. d. General Note 423 as shown on the City website has been removed from the plan set. Please insert this note which addresses compost amended soils. Sheet F-1.1 - LAYOUT PLAN 1. Layout Note 42 states "see civil drawings for storm drainage and other general notes". There does not appear to be a separate civil plan set and instead civil type plan sheets have been included within the F-series sheets. Please revise note accordingly. 2. It does not appear as though Layout Note 14 has been referenced in plan view. Please revise accordingly. 3. Sheet F-1.3 indicates a new storm line from CB #1 to the existing CB in the ROW, which will run through City sidewalk. Please show limits of sidewalk restoration on this plan sheet. In addition, refer to Sheet F-1.3 comments for storm line layout. 4. Plans indicate a "Curb Cut at Sidewalk" for replacement of the curb ramps at the driveway approach on 2161h St SW. Thank you for referencing Note #20 which provides additional info. Please revise note to more clearly indicate curb ramp replacement and add leader to show replacement of both curb ramps is required. Sheet F-1.2 — GRADING PLAN 1. It does not appear as though Grading Note 413 has been referenced in plan view. Please revise accordingly. Sheet F-1.3 — DRAINAGE PLAN 1. It does not appear as though Drainage Note 416 has been referenced in plan view. Please revise accordingly. Page 2 of 3 2. The storm pipe shown between CB #1 and the existing CB within 216th St SW right-of-way has been shown at a severe angle through the right-of-way. Please adjust CB 41 on site to allow for a more perpendicular crossing through the ROW to the existing CB. Sheet F-1.4 — IRRIGATION PLAN 1. Will new irrigation system tie into existing irrigation system? If so, please indicate where. Sheet F-2.5 indicates a point of 2. Indicate location of irrigation meter and backflow assembly. All comments below were provided as preliminary comments under PLN20180014. Review Comments: 1. The pervious pavements may remain as modelled (50/50) provided that any underdrain is elevated above the bottom of base course to promote infiltration. 2. The applicant has verbally stated that no work to add impervious surfaces that were not fully permitted and mitigated through the City has occurred; it is believe that the retrofit requirement will not impact the project, but the applicant must still provide written documentation of this. 3. Grading and drainage plans must be stamped and signed by the overseeing civil engineer prior to construction approval (electrical engineer needs to sign electrical plans too). 4. CB #13 now appears to be just barely over 5' from invert to top; add notes or update plans as needed to reflect need for Type 2 if invert found to be more than 5' from rim elevation (or conduct pothole prior finalizing design). Low impact development includes site planning and design to reduce alterations of natural soil and vegetation cover, minimize impervious surfaces, and specific practices that help to replicate natural hydrology such as permeable pavements, green roofs, soil amendments, bioretention systems, and dispersion of runoff. 3. The Owners shall maintain the size, placement, and design of the LID BMP as depicted on the approved site plan, Exhibit B, and design details shall be maintained and may not be changed without written approval either from the Engineering Division of the City of Edmonds or through a future development permit from the City of Edmonds. Chemical fertilizers and pesticides shall not be used where LID BMP is located. All costs of maintenance and repair shall be the sole responsibility of the Owners. 4. The Owners shall inspect LID BMPs annually for physical defects. After major storm events, the system shall also be checked to ensure that the overflow system is working properly. The Owners also shall maintain all LID BMPs so they function as designed on a year-round basis. 5. The City of Edmonds is hereby granted by the Owners the right, but not the obligation, to enter upon the Property described on Exhibit A at all reasonable times for the purpose of inspecting the private stormwater LID BMP facility. If, as the result of any such inspection, the City of Edmonds determines that the LID BMP is in disrepair, requires maintenance or repair, or is otherwise not functioning as provided in the BMP site plan, the City Engineer or his designee shall have the right, but not the obligation, to order the Owners to maintain or repair the same. 6. If the City of Edmonds determines that the LID BMP requires maintenance or repair pursuant to Section 5, the City of Edmonds shall provide notice to the Owners of the deadline within which such maintenance or repair must be completed. Said notice may further advise that, should the violator fail to perform required maintenance or make repairs within the established deadline, the work may be done by the city or a contractor designated by the City Engineer and the expense thereof shall be charged to the Owners. The City's officers, agents, employees, and contractors shall have the right, which is hereby granted by the Owners, to enter upon the Property described on Exhibit A in order to perform such work. The Owners shall bear the cost of all work performed. 7. The Owners shall indemnify, defend and hold harmless the City of Edmonds, its officers, officials, employees and agents from any and all claims, demands, suits, penalties, losses, damages, judgments, attorneys' fees and/or costs of any kind whatsoever, arising out of or in any way resulting from the approval of the LID BMP(s), the installation and presence of the LID BMP(s), and the acts or omissions of the Owners, their officers, employees, contractors, and agents relating to the construction, operation and maintenance of the LID BMP(s) on the Property, except for the City's intentional and willful tortious acts, and waive and release the City of Edmonds from any and all claims for damages and injunctive relief which the Owners may themselves have now or in the future, by reason of the construction, maintenance and operation of said LID BMP(s). 8.
