During review of the above noted application, it was found that the following information,
corrections, or clarifications are needed.
Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall.
Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon.
City of Edmonds handouts, standard details and development code can be referenced on the City
website: edmondswa.gov.
The application submission indicates that work that has been completed without an approved permit
and required inspections. Site work has been performed in the wet weather season, October 1st to
April 30th, which is prohibited in the ESLHA without obtaining approval from the Building
Official. Please reference Edmonds Community Development Code (ECDC) 19.10.080 for more
information. On 12/5/17 a stop work order was issued. If disregarded, work shall be subject to
Enforcement Procedures pursuant to ECDC 18.30.100 and 23.40.240.
Geotechnical engineer shall supervise installation of temporary erosion and sediment control
measures. Monitoring reports shall be provided as required per ECDC 19.10.080.
This property is located within the Earth Subsidence and Landslide Hazard Area. The Engineering
Division cannot approve a permit that does not fully address the stabilization of the disturbed areas.
The disturbed area shall include the adjoining open space area.
Please submit a SWPPP Drawings and Report consistent with the 2014 Stormwater Manual
and the City's Stormwater Addendum. Stormwater Checklist #3, located in the Edmond's
Stormwater Addendum, shall be used as a guide and included with resubmittal. The report
shall be provided by the geotechnical engineer.
2. Please provide a plan showing final stabilization and restoration of the site and adjoining
disturbed areas. Block wall is described as temporary, please include the permanent
stabilization for the area when the block wall is removed. Top and bottom elevations for the
wall shall be noted on the plans. The final stabilization requirements shall be addressed in
the Geotechnical report.
3. Quarry spall is consider an impervious surface. Please identify the square footage area of
the gravel area. Please note that an addition of 2000 or more square feet of new impervious
surface is subject to ECDC 18.30 Stormwater Management and the 2017 Stormwater
Addendum.
4. Where is the drainage from the block wall being discharged? Please note that infiltration
and dispersion of collected ground water or runoff are prohibited in the ELSHA. See
Stormwater Addendum -- Appendix B regarding infeasibility.
5. The submitted plan shows a new catch basin has been installed. Please indicate the source
of runoff connecting to the catch basin. Note that ground water cannot be directed to the
existing Lorian Woods detention system. Show the existing plat stormwater system directed
to the detention system. Any ground water that is collected (wall drainage, hill drainage,
etc.) shall be disconnected from the system leading to the plat detention system. Ground
water runoff may be connected to the plat bypass drainage system. Storm pipe
length/material/size and inverts at all catch basins and manholes shall be noted on the plans.
This includes all of the stormwater systems on and off site.
6. Existing and proposed utilities (water, gas, sewer, etc.) in the road and on private property
shall be shown on the site plan.
7. A letter from the geotechnical engineer shall be provided stating that the plans are consistent
with the geotechnical recommendations for this site.
