Please submit revised plans/documents including a written response to each item below. Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall. Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon. City of Edmonds handouts, new updated standard details with new reference numbers, application and other forms, and development code may be referenced on the City website: www.edmondswa.gov under Services/Permits and Development. October 25, 2018 Comments November 5, 2018 Comments December 13, 2018 Comments January 28, 2019 Comments SITE PLAN 1) ok 2) December 13, 2018: The water line for the ADU shall not be tapped from the existing water meter. The water line serving the ADU can be routed through the existing structure or can be tapped from a different spot along the existing water service line closer to the existing structure; two water service lines shall not be approved at the meter. October 25, 2018: The water line shown from the existing water meter ends to the east of the existing asphalt driveway. Show the entire water line to the existing residence on the plans. 3) ok 4) ok 5) ok 6) December 13, 2018: This comment was not addressed. Please clarify which portion of the side sewer is existing and servicing the house, and which portion is the new side sewer serving the ADU. a. Please show a cleanout for the ADU on the plans. b. A 6" cleanout shall be required at the property line. If this cleanout already exists, please note on the plans. October 25, 2018: Note the existing sewer line and cleanout(s) on the plans. Note which of the sewer lines are existing and which are proposed for the ADU. If a new side sewer line will be installed to connect to the proposed ADU, a cleanout shall be located within 2' of the proposed ADU exterior and shall be no more than 1 foot below grade (if not brought to final grade). Please show on the plans. 7) December 13, 2018: Parking has now been indicated on the site plan, with three tandem parking spaces, which is not approved. a. The limits of the existing driveway are unclear. Please indicate on the plans if any new hard surfaces will be added to accommodate the three parking spaces required for the addition of the ADU. b. Parking for the ADU shall be located on private property. Please show the location of the property line in the driveway and proposed parking spot for the ADU on the plans. c. Please provide dimensions of the existing driveway relative to the property line. Please note, the parking spot for the ADU shall be required to have a 20 foot paved approach from the edge of 206th St SW. d. Please refer to the November 5, 2018 comment below. November 5, 2018: As described per comments addressed by Planning, three parking spaces shall be required with the addition of the ADU. Please revise the site plan to clearly show where these three parking spaces will be located on site. e. The three parking spaces shall be located on private property. f. The parking spaces shall be a minimum of 8 t/2 feet wide by 16 t/2 feet long. g. Given traffic volume on 206th St SW, an on -site turnaround may be beneficial. 8) January 28, 2019: Based on review by the Building Department, the existing 3/4" water meter will not provide sufficient capacity to feed the existing single-family residence and proposed ADU. For this reason, the existing meter will need to be upsized to a 1" meter, which will require a new tap by the City on the City's water main. The applicant will be required to pay for the new tap on the main and the new meter. Fees are as outlined below: • Installation of a 1" water meter is $2,970 • With the installation of a larger meter, general facility charges (GFC) will also be required in the amount of $7,574. (The GFC for the 1" meter is $12,624. A credit for the existing 3/4" meter GFC is $5,050.) • Therefore, the total for the 1" water meter installation will amount to $10,544. Please note, the City of Edmonds is currently evaluating GFC's for ADUs. If you would like to proceed toward issuance of this permit at this time, the fee for the 1" water meter is $10,544. If you would like to wait until a decision has been made on the GFC's, which may affect the total cost, that is an option as well. 9) Please revise plans to include the following: • Please add a note that a 1" meter is to be installed. Page 2 of 3 Show the water meter located in the right-of-way, such that the back of the meter is on the property line. Please label the pipe material and note tracer wire to be installed on the water service line. Page 3 of 3
