During review of the resubmittal, it was found that several items are still needed. Please submit
revised plans/documents with a written response to each of the items below to a permit coordinator.
All City Standard Details have been revised and renumbered. Please replace ALL city standard
details with the new revised details.
GENERAL
1. 9/4/18 Received - Under Review. Provide an itemized engineers cost estimate for both on -site
and off -site (right-of-way) improvements, including traffic control and all utility installations.
Use the King County Bond Quantity Worksheet (available on the county website) and utilize
"write-in" sections where appropriate.
a. The amount of the bond will be based on 120% of the City approved estimate for the off -
site improvements.
b. A 3.3% inspection fee is calculated for the project based on 100% of the City approved
estimate for the entire project improvements.

3. 9/4/18 Submittal prior to plan approval. Olympic View Water and Sewer District shall have
their own approval block on pages specific to their review and approval. The applicant will be
required to obtain OVWSD project approval and provide plans with OVWSD signature to the
city prior to final approval of the civil plans.
4. 9/4/18 The overlay of 244th will be completed prior to October 1, 2018. A moratorium on
cutting in the right of way will be in effect until one year from that date. Row cuts will be
reviewed and approved by applications submitted for a ROW permit in 2019. Application can
be submitted beginning June 2019. No ROW work shall be approved at this time.
Please note*** the City will be overlaying 244th around June of 2018, therefore it is necessary
for all roadwork to be completed prior to that. Cuts are prohibited in new asphalt for the first
year after paving, and fines are accrued for any cuts for the next four years. Please add this
information to the plans prominently.
SHEET S1— SITE PLAN and SHEET C1.0 COVER SHEET
5. 9/4/18 Not completed on Sheet C1.0. Please remove the existing conditions from this plan so
final proposal is clear.
6. 9/4/18 Not completed on Sheet C1.0. Add the City of Edmonds as the purveyor of stormwater
system.
7. Please revise plans to be consistent with the following comments.
9/4/18 New comment 1: Please revise the access easement language to reference the "public
pedestrian easement" and move the note and use an arrow or something to show where that
easement will be located.
9/4/18 New comment 2: Remove the back of sidewalk line that shows the 5 ft sidewalk along
frontage and the transition areas.
SHEET C�� C2.0— GRADING and TESC PLAN

replacement.
12. 9/4/18 Show this as part of the project disturbance area on Sheet C2.0. Show sawcut area for
installation of sewer, water and other utility connections. Utility patches shall be combined and
full width or half width overlay will be required depending on the extent of disturbance. Where
utility patches fall entirely within one travel lane, the overlay shall extend to the centerline of
roadway. Where utility patches extend into both travel lanes then a full width overlay is
required.

20. 9/4/18 Clarification: The easement exhibit and document is required prior to issuance. The
approval process through the City Council is not required prior to issuance. Please submit the
documents with the next submittal. Please find template attached. A clear pedestrian path of 5'
in width shall be provided around mailbox. If sidewalk bump out on to private property is
required, an easement will need to be granted to the City. (The City has a basic template for this
kind of easement. The process requires that the easement be approved by the city council. This
will not hold up issuance of the permit.)

to Pole 1 if allowed by PUD.
d. Pole 3 is not shown on the proposed plan (or maybe shown under a proposed sfr). While
power is shown as being routed underground, the current pole appears to provide service
to properties to the west of the site. Please provide additional information regarding
what is proposed for this pole. .
e. Pole 4 is shown on the plans but there is no information regarding its proposed status.

27. 9/4/18 Add a note on Sheet 4.0 indicating the meters to the west of the property will need to be
relocated behind the sidewalk if in conflict with the transition panel. Water meters for Lots 1
and 11 shall be moved behind the sidewalk.

approved by Olympic View Water and Sewer District and an approved signed drawing(s) shall

Sheet C7.0 TRAFFIC CONTROL
30. 9/4/18 Taper at east end of Phase 1 starts over sidewalk, please revise. Please submit a traffic
control and haul route plan for review and approval.
31. 9/4/18 Pedestrian traffic control measures are not shown. Refer to MUTCD. Disruption fees
will be charged for closure of sidewalk/parking areas. Clearly specify areas of temporary
closure, show pedestrian traffic control measures, and indicate the length of time anticipated for
the closure.
Sheet L-1 -- LANDSCAPE PLAN
32. 9/4/18 Utility information is not consistent with current plan submittal. Remove water meter
note and existing conditions. The landscaping along the rear property line is located in the
where a dispersion trench is now located. Please remove stormwater improvements shown on
plans. They are not consistent with the civil plans.

Tree is shown at location of sidewalk bump out/mailbox location. Please move back to
accommodate the bump out, the other tree shall be moved to match.
