During review of the above noted application, it was found that the following information,
corrections, or clarifications are needed. Please submit revised plans/documents with a written
response to each of the items below to a permit coordinator.
Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall.
Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon.
City of Edmonds handouts, standard details and development code can be referenced on the City
website.
GENERAL
1. 6/18/19 See highlighted areas on attached bond worksheet. Provide an itemized engineers cost
estimate for both on -site and off -site (right-of-way) improvements, including traffic control and
all utility installations. Use the King County Bond Quantity Worksheet (available on the county
website) and utilize "write-in" sections where appropriate.
a. The amount of the bond will be based on 120% of the City approved estimate for the off -
site improvements.
b. A 3.3% inspection fee is calculated for the project based on 100% of the City approved
estimate for the entire project improvements.

TRANSPORTATION ENGINEER REVIEW
Refer to plan review comments by City Transportation Engineer, Bertrand Hauss. Please
contact Bertrand directly at 425-771-0220 or by email at bertrand.hauss(a edmondswa.2ov
with any specific questions you may have regarding his comments.
The current placement of the curb ramp at the corner of 234th and Highway 99 will push
pedestrians out into the highway instead of across 234th. The current design is very
dangerous. One possibility is to use a one directional ramp. The sidewalk on 234th would
need to curve towards the north, landing at the top of the ramp. The ramp will then be
located behind the current location of the power pole so to accommodate this design, the
proposed power pole location will need to shift. Please see the rough sketch attached
showing a similar application of this option as it was used in another location.
Sheet C6.00 — WATER & SEWER PLAN
6/18/19 Applicant will provide. The city shall receive water and sewer plans approved and
signed by Olympic View Water and Sewer District prior to the final city engineering review of
the project.
Sheet X of X — TRAFFIC CONTROL
1. 6/18/19 Revise plans as noted below. Please submit a traffic control and haul route plan for
review and approval. Individual plans shall be provided for all elements of work to be
completed on Highway 99 and 234th
Electric Work Under Sidewalk Area Traffic Control Plan
a. Three signs are not necessary on local street 230th. Only Road Work Ahead needed.
b. Speed limit 45 mph on this section of Highway 99. Traffic usually travels faster. Please
use the appropriate tapering and sign spacing etc. for this speed.

c. Add the three set of signs (that are shown on 230t") to the west and to the east on 234th
where traffic will be impacted by the closure.
d. TMA appears to be indicated but also a Protective vehicle is required. Should be located
in closed lane where the taper reaches the full lane width.
e. There are two sign stands on the west side of Hwy 99 south of 230th with no associated
signs.
Demo/Shoring Traffic Control Plan
a. Change sign spacing to the 45 mph spacing.
b. There are no lane closures indicated on this plan. Please remove Type C Steady Burn
Lights notes. Add to other plan if intending to use them and indicate whether they will
be placed on all barrels or indicate specific area.

d. A flagger is shown on this plan?
Sidewalk Closure Traffic Control Plan
a. It is not acceptable to keep the sidewalk closed the full length of the project. This is a
heavily used road and with the crossings so far away, pedestrians will cross in between
the controlled intersections. One or two people a month are killed crossing this road
between intersections. Please consider options and revise plan.
2. 6/18/19 See comment above. Disruption fees will be charged for closure of parking stalls and
sidewalk areas. Clearly specify areas of closure and indicate the approximate timeframe for
which you request the closure.

The restoration requirement shall include the total cost for all TESC as a minimum, not a maximum. In addition, corrective work, both on- and off -site needs to be included.

guidance. Curb is not considered adequate to redirect an errant vehicle.
Design Clear Zone distances are given in feet, measured from the edge of traveled way.
*When the fill section slope is steeper than 4H:1V, but not steeper than 3H:1V, the Design Clear Zone distance is
modified by the recovery area formula (see Exhibit 1600-4) and is referred to as the recovery area. The basic
philosophy behind the recovery area formula is that the vehicle can traverse these slopes but cannot recover
(control steering); therefore, the horizontal distance of these slopes is added to the Design Clear Zone distance to
form the recovery area. Provide a minimum of 10 feet at the toe of all traversable, non -recoverable fill slopes.
