Please submit revised plans/documents including a written response to each item below. Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall. Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon. City of Edmonds handouts, standard details, application and other forms, and development code may be referenced on the City website: www.edmondswa.gov under Services/Permits and Development. Comments in bold were authored on March 9, 2018. GENERAL 1) OK Include construction sequence. Refer to sample on City website. 2) See note below as site plan has had significant changes. Please note: additional comments not included in this review may be produced after reviewing the next submittal. PARKS AND TRANSPORTATION IMPACT FEES 3) It is understood that the project will no longer be a temporary structure. As such, traffic impact fees will be applied. Edmonds Community Development Code (ECDC) Chapter 3.36 — Impact Fees, requires assessment of Parks and Transportation Impact Fees with the construction of a new residential unit. It is understood that the intended use of the structure is temporary, however, a certificate of occupancy is required to be issued for the structure and all facets of construction would indicate the structure has a permanent use. Given the situation, the City would accept for review, an independent fee calculation (ECDC 3.36.130) prepared by a qualified consultant, addressing the temporary use and potential reduction in required fees. A fee of $240 is collected for review of an independent fee calculation. SHEET A1.00/A1.01 4) OK Please show the grading and clearing limits. 5) Please add the note below. The owner/contractor will be responsible for preventing construction stormwater from entering City Stormwater Systems. Please add a note that straw waddles and/or silt fence will be used to prevent construction stormwater from reaching the public stormwater system as necessary. 6) OK Please add a note to the plans that filter socks will be added to any catch basins downstream from the construction site. Incorporate and reference City standard detail E1.3. 7) OK Please add a note to the plans that all disturbed soils will be compost amended per BMP T5.13. 8) OK Please label on the plan which water service line is existing and which water service line(s) are proposed. 9) OK The proposed modular unit will require a splash block at the base of the modular home's downspout. Please show the downspout on the plan and indicate the splash block requirement. 10) No gas, telephone, or cable was shown on the plan, indicating they are not proposed. Therefore, the City will operate under the above assumption. If one or more of the utilities is desired, please show the utility location on the plans. Please confirm that no gas, telephone, or cable is proposed to connect to the modular home. If they are proposed, please show the respective utility on the plan. 11) The below comment was not found on the plans. Please add/clarify the note location. Please add a note to the plans that all final restoration shall be completed by the contractor not the City of Edmonds. 12) The plans show a new property line along the eastern side of the existing church. Please note that the Lot Line Adjustment will not be approved under this permit. The Lot Line Adjustment will require a separate permit. Please contact your planning reviewer for any questions you may have regarding this comment. 13) The proposed sewer line will cross onto the future adjacent property (per the Lot Line Adjustment comment above). As such, a sewer utility easement would be required to be recorded against the future property. 14) Please clarify the intent of installing a sewer service down the middle of the adjacent property. Is the intention to provide a future service for a future development? If so, make sure the sewer service is large enough to serve the number of future dwellings. See informational handout #E71 on the City of Edmonds website for further information. 15) The minimum diameter for a sewer service is 4". Please revise the sewer service size. 16) Please show the existing traffic and channelization striping in the parking lot. Include the parking locations. Ensure there is appropriate ingress and egress for the new parking locations. 17) Provide a detail of the new parking area. Ensure there is enough turnaround area available. It appears there is not enough impervious area to maneuver a vehicle to park in the east parallel parking stall assuming the west parallel parking stall is occupied. Page 2 of 2
