Please two (2) sets of revised plans/documents with a written response to each of the items below to an engineering technician. Please do not resubmit reports that have no changes. Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall. Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon. City of Edmonds handouts, standard details and development code can be referenced on the City website. GENERAL 1. 3.5.19 Not Received. Please provide an itemized engineers cost estimate for both on -site and off -site (right-of-way) improvements, including all utilities, traffic control, NGPA fencing and restoration/enhancement plantings. Use the King County Site Improvement Bond Quantity Worksheet and utilize the "write-in" sections where appropriate. • At a minimum, a bond is required to be placed for all erosion control measures and right-of- way improvements. If you intend to post a bond in order to record the subdivision and ahead of constructing the required improvements, the bond amount shall be based on the entire scope of the project. The amount of the bond will be based on 120% of the City approved estimate. The City will inform you of the appropriate bond amount after review of the cost estimate. Please obtain the appropriate subdivision improvement bond forms from the City — available on the City website. • Inspection fees for this project will be calculated at 3.3% of the 100% City approved estimate for all improvements. 2. 3.5.19 Not done. Please lighten the existing conditions a shade or so. 3. 3.5.19 Not Done. Please add a note to plans stating "A separate right-of-way construction permit is required for all work within the city right-of-way." Please note, a ROW permit application with contractor's signature shall be provided to the city prior to issuance of civil construction plans. 4. 3.5.19 Not Received. Please provide a written response from the geotech that the civil plans are consistent with the geotech report. 5. Where plan corrections affect multiple plan sheets, please update all. 6. Done. 7. 3.5.19 Not Received. The location of the mailbox requires a portion of the public sidewalk to be over private property. A pedestrian easement shall be granted to the city for this area. The approval of such shall be brought before City Council. The first step is a Council Committee process and the second step is approval before the full Council. The following shall be provided by the applicant: a. Vicinity Map b. Site Plan showing improvements and location of easement; and/or c. Site Plan showing public right-of-way dedication The next available meeting date is Deeeffiber-1201S April 2, 2019 The above requested information shall be submitted by March 22 in order to be added to the April 2 to meet this Council Committee date. Following the Council committee meeting, the item will be placed on the Council consent agenda on the next available meeting date. The next available Committee Meeting would be May 7th, documents are to be received by April 22nd to be added to the agenda for that meeting. The civil review phase will not be approved without, at minimum, submittal of the required documents for the easement. Sheet C0.1— COVER SHEET 1. 3.5.19 Not done. Please revise general note #1 to reference the applicable versions of the WSDOT/APWA and the SWMMWW. It is either 2005 or the 2012/2014 version. 2. 3.5.19 Not done. Revise general note #19. There is no detention system being installed for stormwater on this project. 3. 3.5.19 Not done. Provide Utility/Service Purveyor title and section. Move all contact info to the section and also add Stormwater: City of Edmonds. 4. 3.5.19 Not done. The documents refer to "Edmonds" 2-Lot short plat. Is Clear Vision no longer the name of the short plat? If not, the owners name shall be the short plat name. Please revise plans. "Edmonds" is not differentiating it from any other short plat. Sheet C0.2 -- CSWPPP AND DEMO PLAN SHEET 1. 3.5.19 Not done. Please provide a separate copy of sheet C 0.2 with a demolition permit application. 2. 3.5.19 Not done. Will a chain link fence be installed during construction? If so, please show location of fencing on private property. Sidewalk along 220th St SW property frontage shall remain open except as needed to perform specific activities such as sidewalk replacement and utility connections. 3. 3.5.19 Not done. Show job shack location, if any. 4. 3.5.19 Not done. Only the areas where frontage improvements are to be constructed can be cleared. Tree protection measures are to be shown on this plan. A rock construction entrance has been shown in the location of the existing driveway. This area is the NVA, please put construction entrance at the north end of the site where the future driveway will be. Done. Sheet C2.1— PAVEMENT AND UTILITY SERVICES 1. Done. 2. 3.5.19 Add note to plans: Existing sewer line to be connecting to at clean out shall be inspected by the Sewer Division to determine if it is in acceptable condition for reuse. If not, a new 6" lateral from the main to the property line will be required. 3. 3.5.19 Add note to plans: If existing sewer lateral is not proposed for reuse, it shall be cut and capped at the property line. 4. 3.5.19 Add note to plans: Cleanouts: required at property line, at edge of easement and at the end of the run. Locking Cl lamphole covers with 1/2" hexbolts shall be installed at property line and when located in hard surfaces. Add this to plans. 5. 3.5.19 Not done. Cleanouts shall be placed a maximum of 100' apart when the lateral length exceeds 100 feet. Add another clean out. 6. 3.5.19 Not done. Sewer lines are doubled and it appears as though there are three different stub outs. Please clean up lines to clearly show 2 stub outs. 7. 3.5.19 Not done.
