Please submit revised plans/documents including a written response to each item below. Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall. Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon. The subject property has a 10-ft utility easement across the western and southern boundaries of the property. This easement is granted to the public (the City of Edmonds) and the City does not allow structures, such as the recently built stairs, to be built within public utility easements. The subject building permit has been submitted for the demolition of the recently built stairs. In addition, upon a recent site visit, it was determined that a recently constructed fence runs parallel to the southern property line and within the 10-ft utility easement. The fence is located approximately 4-ft off the southern property line and has not been approved to be located within the easement. Additional block walls and stairs have also been located within the easement. The stairs to the north of the lift station, as well as the fence, will also need to be removed. Please address the following and resubmit a plan(s) to the city for review and approval prior to demolition: 1) Revise the site plan to include the fence that is to be removed. Clearly label the fence as "to be removed". 2) Clearly label the stairs to the west of the lift station wet well as "to be removed". 3) Block wall and stairs shown below will need to be removed from the easement: 4) Some erosion has occurred from within the landscaped area to the north of the city utility easement. This appears to have been from the on -site irrigation system. Please provide washed rock on the north side of the fence as needed to prevent this type of washout from occurring. Page 2 of 4 5) A drain pipe has been installed on private property and daylights towards the sewer easement area (shown below). The location of this outfall needs to be directed away from the lift station and in addition shall not be placed on the top of the slope where the potential for erosion would be created. 6) A gravel area to the west of the lift station was removed with the installation of the stairs and will need to be re-established. This area is necessary for City crews to perform required maintenance and/or repairs within the wet well. The photo below has been marked up to show the limits of the area to be re-established with gravel. This area shall be level (flat) with the top of the wet well and then slope to the west from the red line shown below. Page 3 of 4 7) Restoration to the slope to west side of the lift station wet well shall meet Planning Division requirements and notes shall be added to the plans stating the following: a. The area of the stairs and area where vegetation was removed shall be restored and planted with native species. b. Prior to replanting, jute mat shall be installed to prevent erosion and until native vegetation is re-established. 8) Other areas on -site shall be restored so that no exposed soils remain. 9) Show all City easements. Easement documents have been included for your reference. 10) Additional comments may follow these regarding the recording of a private walkway easement in the same area as the City utility easement, along the southern property line of the subject property.
