318 Howell Way — 2 lot Short Plat
The Engineering Division has found that the subject 2-lot short plat meets the requirements
established for civil subdivision improvements in accordance with Edmonds Community
Development Code (ECDC) 20.75.
Preliminary plat approval was issued by the Planning Division on May 8, 2019. Typically,
Engineering Requirements are established during preliminary review of a subdivision to
clearly define conditions of approval. As the subject short plat is being completed following
the recent construction of a duplex at the site, all engineering requirements were addressed
with the approval of building permit BLD20170882. As such, there are no engineering
requirements and civil construction plans were not required prior to the applicant submitting
for final plat approval. All improvements that were required as a condition of approval under
BLD20170882 have been constructed and accepted by the City Engineering Division on April
8, 2019.
As a condition of development the subject plat will dedicate a 5-foot strip of property as
public street to the City of Edmonds along Howell Way. The dedication was approved by the
City Council during their May 28, 2019 meeting.
Consistent with ECDC 18.30.090, a permanent access easement has been granted to the City
of Edmonds for access to private stormwater facilities located on Lots A & B that may now,
or in the future, contain stormwater management facilities. Access is for inspection purposes
to ensure that stormwater facilities are properly operated and maintained in accordance with
City of Edmonds Code.
