Right -of Way Dedication for Public Streets: a) A cul-de-sac within the plat shall be paved, classified and dedicated to the City of Edmonds as a public street. The right-of-way width shall be a X minimum of a 37 foot radius. (8 feet along back of right of way will be an exclusive easement granted to the City) 2. Public Street Improvements & Access (Asphalt, curb, gutter and sidewalks). b) Curb and gutter shall be provided along property frontage on 215th PI W X as required to comply with City standards and requirements. 9) 5 ft sidewalk shall be provided along property frontage on 215th PI W as X required to comply with City standards and requirements. h) Sidewalk shall not be required along the frontage on 98 Ave W. The street is classified as local and therefore only requires sidewalk to be constructed on one side of the street. Sidewalk has already been X established on the west side of 98th Ave W. j) Cross slope of public road shall not exceed 2% X k) Lots 5 through 10 shall take access off 215th PI W via cul-de-sac. Lots 1 X through 4 shall take access off 98th Ave W via separate driveways. i. Driveway curb cuts shall be constructed to meet City standards and ADA requirements. ii. Individual driveway access points shall meet sight distance requirements set forth by the American Association of State Highway and Transportation Officials (AASHTO). 3. Private Access Requirements & Improvements: a) Lots 6 and 7 shall share a private driveway, and Lots 8 and 9 shall share a private driveway. Both access from 215th PI W. X i. Shared private drives shall be paved to a minimum of 12.0-feet in width, plus 18" asphalt thickened edge or 6-inch concrete extruded curb may be used to direct storm flows. ii. Slope of private access road and driveways shall comply with City Codes and standards. iii. Cross slope of private access road shall not exceed 2% c) Driveway entrance for each point of access shall be provided to City standards X f) Slope of private access road and driveways shall comply with City codes and standards. Street Turnaround: b) Construct cul-de-sac at end of 215th PI W to City standards X 5. Easements (City utilities, private access, other utilities): a) Provide all easements as required - access, utility, etc. X b) An exclusive 8 foot easement shall be granted to the City of Edmonds X extending from the back of curb of the cul-de-sac. The easement shall be 5 ft for public sidewalk and 3 ft for water and sewer utilities. c) Lot 6 through 8 shall take access off private access drives. Water System Im rovements (COE): a) Applicant must meet requirements set forth by City of Edmonds for connection to public water system. X b) Install 8" ductile iron pipe water main in proposed public street. X c) Public hydrant spacing shall meet requirements of ECDC 19.25. X d) Provide water service stub to each Lot X e) Connect to public water system. X X Q Install storz adapter on existing fire hydrant, as required. X 9. Sanitary Sewer System Improvements (COE): a) Applicant must meet requirements set forth by City of Edmonds for connection to public sewer system. X b) Install 8" sewer main in proposed public street with manholes as required. X c) Provide new 6" service lateral from City's sanitary sewer main to development with 6" cleanout behind sidewalk in the water and sewer X easement. i. Provide new 4" side sewer to individual lots. X ii. Where side sewer is shared by more than one lot, it shall be 6". X d) Connect to public sewer system. X X 10. Stormwater System Improvements: a) Provide a Stormwater Management Report and Site Plan that shows compliance with ECDC 18.30, Stormwater Addendum and 2014 X Department of Ecology Stormwater Manual. i. Stormwater management design shall account for proposed short plat improvements and future lot development. ii. Stormwater management system to be located on private property. b) Construct privately owned and maintained stormwater management system.. X e) Connect to public storm system or manage stormwater on site if soils allow. X X f) Storm catch basins shall be installed in gutter flow line, as required. 11. Underground Wiring (per Ord. 1387 : a) Required for all new services. 12. Excavation and Grading (per IBC a) Submit a grading plan as part of engineered site plan.
