Below is a list of the comment response documents addressing the comments and requests: Engineering Comments, Mitch Boyd January 5, 2018: GENERAL 1) Submit ROXV Permit Application form Response: ROW permit will be processed under separate cover. 2) Submit Side Sewer Permit Application form Response: Side sewer permit will be processed under separate cover. 3) A Stonnwater Covenant is required to be recorded against the property based on the proposed stortmwater facilities for the proiect. Please complete the covenant, inchiding notarization and any required exhibits and submit to the city. The document must be complete, but will not be recorded prior to permit issuance. Prior to construction final location of facilities are to be verified (by field inspection and asbuilt) and then the covenant will be recorded. Response: See attached Stormwater Covenant. SITE DEVELOPMENT P1,AN 4) Please include the permit number BLD20171659. Response: Permit number has been revised on all sheets. 5) Consistent with Edmonds Community Development Code 18.80.060, driveway slopes shall not exceed 14% slope. Please indicate this requirement on the plans. Response: Maximum driveway slope of 14% has been added to sheet 1. 6) Please label the driveway as asphalt from the edge of existing asphalt to 20 feet from the edge of existing asphalt. Response: Asphalt and concrete driveway combined for a total of 20 ft and meets City code requirements. 7) Utility patches shall be combined and full width or half width overlay will be required depending on the extent of disturbance. Where utility patches fall entirely within one travel lane, the overlay shall extend to the centerline of roadway. Where utility patches extend into both travel lanes then a full width overlay is required. Response: Okay, additional overlay is not anticipated for the project. 8) Please show the existing sewer connection. Response: Sewer connection shown on sheet 1. The sewer lateral from the main to the property line shall be 6". Once on private property the sewer may reduce to 4". Response: Sewer pipe material and size is shown on sheet 1. 10) If the existing side sewer is to be re -used, the line must be cut and capped a minimum of 20' from existing and/or proposed foundation whichever is closest to the property line. If the existing side sewer is not proposed for re -use then the sewer shall be cut and capped at the property line. Please revise the plans accordingly. Response: Sewer connect note added to sheet 1. 11) Please show the existing sewer services for the residences at 7918, 7926, 7923, and 7929 203`d St SW. Response: Existing sewer services along 203rd St SW added to sheet 1. Page 2 of 4 12) Please provide the invert elevation of the footing drains at the discharge location and surrounding the proposed residence. Response: Additional footing drain information added to sheet 1, detail added to sheet 2. 13) The proposed location for the storm main is too close to the existing gas main and sewer main. It is recommended that the storm main be placed near the center of the right-of-way. Please note that due to site constraints, the project has been approved to install the storm main within 8' (horizontally) of the sewer main. Response: The existing gas main location was corrected to south side of existing sewer main. The proposed location of the new storm main north of the existing sewer main has been determined to be the best location for the new storm line. Plans have been updated showing the existing gas line on the south side of the existing sewer main. 14) Show all dry utilities and required utility separation. Please add a note that a minimum of 3' separation is required between the dry utilities (power, gas, phone, cable, etc.) and wet utilities (sewer, water, and storm). Response: Utility separation note added to sheet 1. TES(: PLAN 15) Add a note that the stockpile is to be covered within 24 hours. Response: Stockpile 24 hour cover note added to sheet 3. DEMOLITION PLAN 16) Show the existing sewer connection. Response: Sewer connection shown on demolition plan. 17) If the existing side sewer is to be re -used, the line must be cut and capped a minimum of 20' from existing and/or proposed foundation whichever is closest to the property line. If the existing side sewer is not proposed for re -use then the sewer shall be cut and capped at the property line. Please revise the plans accordingly. Response: Cut and cap, and existing sewer line removal notes have been added to the demolition plan. 18) Add a note to the plan that the temporary erosion and sediment control from associated building permit BLD20171659 must be installed throughout the project. Response: Note added to demolition plan 19) Revise TESC Note I to "Temporary erosion control will be required..." Stormwater Report: It is unclear that bio-retention has been adequately determined infeasible; qualitatively determined poor infiltration rates alone may not be sufficient for infeasibility. Revise report to address infeasibility per the criteria in Edmonds Addendum Appendix A (bio-retention portion attached) or implement BMP as appropriate. See updated geotechnical evaluation letter providing additional infeasibility determination for LID BMPs. 2. SP-01: Update plans to add notes, line -work, hatching, and callouts as needed to reflect impacts to, and site/pavement restoration requirements for, the right-of- way disturbed for the storm drain extension in 203rd St SW and proposed driveway. a. Show any required saw cuts and trench repair limits and reference details as needed. Response: Saw cut and trench repair limits have been added to sheet 1. b. It appears the edge of pavement include a thickened edge for drainage control; ensure thickened edge is maintained in post construction condition (at proposed driveway too). Response: Note to resort the pavement and thickened edge for drainage control have been added to sheet 1. c. Identify existing improvements within the right-of-way (mail boxes, water meters, vegetation, etc) and provide realistic direction to (1) protect, (2) remove & replace, or (3) relocate improvements as needed. i. Give direction as needed to ensure trees near proposed CB-1 are not negatively impacted. Response: Tree protection note has been added to sheet 1 and 3. ii. It also appears there are a row of hedges along the adjacent property which should be noted and direction provided. Response: Hedge no longer exists. d. Engineer shall confirm, in written response, that alignment is believed to be constructible as shown, including excavation limits required for installation; it is difficult from plan graphics to gauge proximity and impacts to unscaled features (water meters, trees, etc). Response: The proposed offsite storm alignment was reviewed and assessed with the applicant's contractor. The proposed alignment was determined to be the best option. This signed letter and design plans confirms the design constructability given the available information. A note to verify and maintain existing utilities has been added to sheet 1. 3. SP-01: Reviewer could not located footing drain recommendation in geotech report; update plans or report as needed to clarify recommendation location and/or remove reference to geotechnical recommendation. Response: Geotechnical reference removed from footing drain drywell. SP-01: Add a note/callout (and details as needed) to reflect the amended soils requirement for all disturbed pervious surfaces per BMP T5.13. Response: Soil amendment notes and requirements added to sheet 1 and 3.
