The civil plans and reports have been revised accordingly to address the City's comments shown in the letter. Additionally, the applicant has since submitted another building permit application for a building remodel and associated site improvements to the existing Mazda Sales & Service building to convert it to Hyundai Sales & Service. Permit review for both applications are being completed concurrently. We are doing our best to coordinate site improvements with both applications as the design/review process proceeds. The City's comments have been copied below. Comment responses and a description of plan updates has been added after each comment as applicable. Please review and verify that we have adequately addressed each comment. GENERAL 1. Please confirm on the King County Site Improvements Worksheet that all improvements in the right of way are included in the correct column, for example, the hydrant and fire connection work is in the right of way. As it is now, all water improvements are listed under private improvements. RESPONSE: Please note that the 76th frontage improvements have been captured in the Mazda Sales project. The frontage improvements will be installed concurrently, so we do not anticipate replacing curbs/sidewalks twice. We reviewed for items that should be in the "public" column and found a few utility items such as water and storm, as well as associated pavement patching etc. We also made another pass, for accuracy, at onsite items, for review. An updated bond quantity worksheet is attached. 2. Please review Traffic Impact Handout E82. Complete the worksheet for the Change in Use section noting the increase in square footage of the structure or provide an independent calculation. Mazda Service Center Response to Review Comments 2 February 18, 2019 RESPONSE: Traffic handout prepared by Gibson Traffic is attached with this resubmittal package. The traffic memo references "Doug's Lynnwood Mazda Addition;" however, we have confirmed this applies to the Service Center project as the added square footage and date the memo was prepared implies. 3. Fire/Aid address sign required at 76th. Note on plans should require 2-23kk minimum notice to PW Sign Shop at (425) 771-0235. RESPONSE: A note has been added near the access gate from 76th. See sheet C1.01-2. 4. The Edmonds Community Development Code states that parking lots shall be paved. The city engineer may allow gravel parking for temporary parking lots, or where parking is primarily long term. Please show the lot as paved or provide information that supports the area as being primarily long term. RESPONSE: The gravel parking area is intended for inventory storage only. All required parking stalls are paved and striped per City code. A note has been added to sheet C2.00-2 and C2.01-2 indicating "VEHICLE INVENTORY STORAGE AREA." 5. All parking lots shall have an approach that is a minimum of 20-foot paved. Show that this is met *if the argument for keeping the lot gravel is approved. RESPONSE: The gravel parking area is intended for inventory storage only. We assume parking area requirements do not apply since public will not have vehicle access to this area. However, there is a 30' wide entrance with blockout striping shown on the north side of the gravel storage area for access, see sheet C201-2. 6. Add note: Utility patches with less than 20-feet of separation shall be combined and full width or half width overlay will be required depending on the extent of disturbance. Where utility patches fall entirely within one travel lane, the overlay shall extend to the center line of roadway. Where utility patches extend into both travel lanes then a full width overlay is required. RESPONSE: Note added to sheet C2.01-2 and C3.00-2. SANITARY SEWER 1. Please note that sewer cleanout shall have a 12" lamphole cover with %" hexbolts. RESPONSE: Note for cleanout cover revised on sheet C3.00-2. Also, detail for smaller cover on sheet C3.21-2 has been deleted. 2. Callout size of existing sewer. Mazda Service Center Response to Review Comments 3 February 18, 2019 RESPONSE: The existing side sewer size has been labeled on sheet C3.00-2. If this is a new connection to this sewer line then the line must be TV'd to verify condition for reuse. The lateral will also need to be TV'd by the city's Operations Division to verify condition for its reuse. If either the existing private sewer line or lateral is not approved for reuse, they will need to be replaced. Add these notes to the plans if this is s a new connection otherwise note that the pipe is just being replaced. RESPONSE: See added "Side Sewer Notes" on sheet C3.00-2. We look forward to hearing a response to see if the engineering comments have been addressed. We will do our best to coordinate, as needed, between the multiple permits and projects.
