The comments provided below are based upon review of the preliminary civil plans &
documents for the subject short plat. Additional information is requested from the applicant
at this time in order to continue review of the application and provide preliminary approval of
the short plat. Please ask the applicant to provide a written response to each of the comments
below and revise and resubmit plans accordingly.

4. June 20, 2019 — The driveway for existing lot 1 has been shown to cross the adjacent
parcel (parcel # 00507000002200). Is there an existing access easement across this
property?
12/6/2018 comment - Show existing access easement areas and existing pavement areas
on one plan sheet. Will the existing and proposed pavement areas fall within existing
easement areas?

6. June 20, 2019 — Pavement width shall be a minimum of 12-feet given only 2 lots will
be taking access from the existing private road on the west side of the development.
Revise the preliminary development plan to show required road widening.

STORMWATER ENGINEER REVIEW
Refer to attached plan review comments by City Stormwater Engineer, Zachary
Richardson. Please contact Zack directly at 425-771-0220 or by email at
zachary.richardson(a,edmondswa.gov with any specific questions you may have
regarding his comments.
As noted under comment #3 in the attached stormwater comments, the geotech aspect of
the subject plan review will be sent out for peer review due to the steep slope, critical area
nature of the project. The peer review fee will be pass through to the applicant. As of the
writing of the stormwater comments, it has since been decided that the peer review is will
be placed on hold until all review comments provided by the City Planning Division have
been addressed.

Recommendation: I recommend that PLN20180064 be withheld until the comments
below are adequately addressed.
Review Comments:
1. Please identify the overflow routes for both the pump system and infiltration
system in the event of failure; address or mitigate impacts as need to avoid
creating erosion or flooding nuisances issues.
2. Update plans to address the retrofit requirements of ECDC 18.30.060.D.5.b.i for
any existing unmitigated impervious surfaces to remain; please provide a
developed conditions exhibit to identify which areas are included for mitigation
and show & sum the retrofit and new plus replaced areas separately.
a. Appendix A suggests that all BMPs are infeasible for the existing roadway,
however, is appears the propose CB could easily be located in a location
which would collect a portion of the existing access road and the proposed
driveway (or add a second CB) and the same BMP can serve both
surfaces.
3. Additional concerns for the proposal of infiltration in this critical geotechnical area
have been raised and additional geotechnical review is being requested. Please
address all comments provided by the geotechnical reviewer (consultant).
