I have left a phone message for you to call me not knowing whether you are working today. However, since I will be out of town Wed, Thurs and Fri this week, and the Hearing on this is Thursday, as I wait I'm taking to email to advance some of my thoughts. The first question I have is to whom or where I should submit written comments to be considered? To you, a Hearing Examiner, the City Council, to all ? I have placed several questions and comments in a draft letter. May I submit this letter for consideration by email, regular mail or both? My biggest concern, after the tree issue, is how lightly construction impacts are being considered. I am a Civil Engineer and have been around construction work in some manner for more than 30 years. I don't think the potential severity and disruptiveness of 6 months of 5 days/week, 7am to 7pm noise has been recognized. I think some controls and limits beyond "normal code allowances" for noise is needed. I am slightly confused by the setback descriptions I find in the Staff Report on page 6 of 13. My understanding from information elsewhere is there would be a 15' setback along the entire length of original south property line of the subdivided parcel. The proposed lots 4 and 3 share this south property line. The staff report is written as follows and appears to reference a 15' Rear Setback to Lot 1 and not to Lot 3: Lot 1: Street Setback (20 feet): From the northern property line and from the portion of the eastern property line adjacent to the City right-of-way. Side Setbacks (5 feet): From eastern and western property lines. Rear Setback (15 feet): From the southern property line. Lot 2: Side Setback (5 feet): From all property lines. Lot 3: Side Setback (5 feet): From all property lines. Lot 4: Side Setback (5 feet): From all property lines. Lot 5: Street Setback (20 feet): From the northern property line and from the curved northwestern property line where adjacent to the City right-of-way. Side Setback (5 feet): From eastern and western property lines. Rear Setback (15 feet): From southern property line.
