Please make these comments a part of the record the Hearing Examiner considers in rendering a decision on this application. We live at 7420 - 201st Street SW in Lynnwood. This is a dead end street about one block north and two blocks east of the applicant's site. Even though we are two cities, our neighborhood includes the property in question. Our access to the non -cyber world is 76th Avenue W, right where the applicants' site is located. We are concerned that the proposal moves commercial uses into this part of our neighborhood. Between 208th Street SW and 196th Street SW, where 76th Avenue W is a 2 -lane street, there are no commercial or business -type uses. We recognize the 196th Street SW/76th Ave W intersection commercial complex extends south of 196th (which, is also 4 -lane), and we also know there is a church and two schools between these streets, but we are speaking of the general character of the neighborhoods between these two intersections. We are concerned about the policy implications of allowing the proposed use in an area that is entirely single and multi -family residential, except for the schools and the church. We believe this area should remain a residential area. In saying this, we understand it is typical for single family homeowners to oppose things like multi -family proposals. We do not. We understand the area of Edmonds across 76th Ave W from where we live is zoned for multi family uses, and we believe that is the appropriate zoning. We also believe that is the type of land uses that should be allowed in this area. Medical uses in our area have been concentrated between 208th Street SW and 220th Street SW. We knew that when we moved here in 1973, given the location of Stevens Hospital and the Edmonds Care facility. We believe that before these kinds of uses are allowed in our neighborhood, there needs to be a demonstration that space or facilities are not available in the area where these uses are already present. We know that the Edmonds Professional Center is advertising for tenants. So is the building just to the south of Stevens Hospital. We also know there is vacant property between 220th Street SW and Stevens Hospital that can presumably can be use for medical purposes. We recognize alternatives like this may be more expensive for the applicants, but we believe that before you allow an intrusion of this kind of use into the proposed neighborhood, there needs to be a demonstration that reasonable alternatives are not available. Again, while we do not oppose this application a priori, we believe that its approval needs to be accompanied by a showing that cannot be made. That showing is that there are no reasonable alternatives to the proposed use.
