Subject:ADB-2006-88 Design Review Extension
On December 1, 2008 we received an ADB extension request from Carolyn Belanich (Attached)

for the property at 7508 210 Street SW, Edmonds (known as the “Belanich Duplexes”). The
project was reviewed under file number ADB-2006-88 which included the design review of two
buildings containing two townhomes each and eight enclosed parking spaces in the Multiple
Residential (RM-2.4) zone. A follow-up email from the applicant cites reasons why the project
has not yet been completed (Attached).
Approval of file ADB-2006-88 was issued on September 8, 2006 and ECDC 20.11.050(A) states
that approved design review permits shall be valid for 18 months from the date of approval,
which is generally adequate time to file proper building permits. Within the required timeframe,
the applicant applied for and obtained building permits for the project (BLD-2006-1298 and
BLD-2006-1299). Staff has determined that the applicant has therefore “acted on” the original
ADB approval.
The building permits for this project expired on December 1, 2008, and the applicant is aware
that they will need to apply for new building permits for this project if they wish to proceed. The
Director has determined that unless there are substantial design changes to this project, the
design review approval for file ADB-2006-88 will still be valid. If upon building permit review
staff determines that there are substantial design changes proposed, then an all new design
review process compliant with ECDC 20.11 (General Design Review – Administrative Review)
and ECDC 20.13 (Landscaping) will be required, including all new design review fees.
Attached you will find the applicant’s request for an extension, as well as a follow-up email
explaining the circumstances.

Thanks for your help with this.
We do still live at 15314 28th Dr SE in Mill Creek, and yes the Belanichs do still live and receive mail at 7508
210th St SW in Edmonds.
We did make substantial progress in meeting the ADB's requirements, as we incorporated all of them into our final
design, which was subsequently approved by both the ADB and the building department. We were unfortunately
unable to complete the actual construction of the improvements in a timely manner as the current market
conditions have precluded our ability to secure construction financing. I would assume that the fact there are no
lenders currently making loans on this type of project would qualify as extenuating circumstances beyond our
control. As far as when we see this situation turning around, our hope is that a gradual improvement in both the
real estate and credit markets, combined with the Federal Government's ongoing efforts to compel lenders to free
up capital, will cause construction lenders to re enter this market sometime in the Spring.
