Good Morning,
As you are aware, Chris and I performed a final inspection on the two sites yesterday. Unfortunately, the list is quite
long. One of the bigger problems we saw was runoff, silt and debris from the roads and edges of the undeveloped sites
which is overwhelming the catch basins at the end of the access roads, especially on the Cheeks property. There were
socks in the basins, we had a big rain event Saturday, and they have a lot of exposed soils on the site. Deep rills from the
end of the Cheeks road bringing a large amount of silt and debris down in to the overflow rip rap area. So much that in
some areas it was impossible to see the rip rap. Our recommendations are to clean up the roads, stabilized the area
between the roads, and place wattles along the edges of the lots to help keep the silt and debris from leaving the
sites. Hopefully, this should significantly reduce the contributing areas. I am concerned with the curbing installation
however. To meet that requirement they formed a rounded asphalt during the installation of the roads, given we are
definitely going to have rain events similar to Saturday often, I am not sure that the curbs installed will meet the need
especially at the end of the roads. There is no indication of the height or material for the curbing though the asphalt
thickened edge standard detail is included in the plan set. At the moment, when the two catch basins overflowed the
excess runoff caused significant rills down to the rip rap pad with a significant amount of silt filling the area. Again, while
I know there were temporary factors contributing to this particular incident, there are going to bigger storm events,
leaves etc. that reduce the ability of the structure to accept runoff and the fact that the large oil/water may restrict the
ability of debris to fall down into the catch. I believe that some guidance provided to the contractor at this point would
help the facility working and cause less issues for the homeowners in the future.
I have attached a few photos we took of the site yesterday. Unfortunately we did not get any pictures of the rills and
the rip rap area.
In order for the City to give final approval, we will require a letter from the engineer or geotech of record to confirm that
a field inspection was performed for both sites and the storm system and road improvements will function as designed
to meet the storm event required for the short plat.
