Dear Mr. Roland:
The Planning and Engineering Divisions have reviewed the above draft recording documents (received on
September 26, 2016), and it was found that the following information, corrections, or clarifications will need to be
addressed before review can continue:
Please see the attached marked up drawings for specific comments from the Engineering and Planning
Divisions. Note that these marked up drawings are intended to assist your engineer and surveyor in
making the necessary updates. It is suggested that your engineer and surveyor work together to make sure
that all necessary easement language is appropriately indicated on the recording documents and that the
documents comply with the Snohomish County Auditor's recording requirements including indicating all
required information.
2. Ensure that all distances and bearings are shown for the new lots and for all new easements.
3. As stated in staffs 9/14/16 comments, it appears an access easement has been added to Lot 4 of the
Cheeks short plat that was not shown on the preliminary approvals. The access easement has not been
subtracted from Lot 4 for the net area. It appears that subtracting this easement would drop the net area of
Lot 4 below the minimum required 8.000 square feet. Please explain this easement and remove if
unnecessary.
4. As stated in staffs 9/14/16 comments, monuments shall be set as required by ECDC 20.75.135.C. Not all
required monuments, however, have been added to Sheet 2 of both the Cheeks and Burleigh short plats.
Please revise as necessary.
5. It appears that a new easement from Olympic View Water Sewer District was created for the Burleigh
short plat after the title reports were issued since it does not show up in the Burleigh title report. Please
provided updated title reports for both short plats in order to document all existing encumbrances on both
properties. All existing easements must be indicated on the recording documents.
6. Please obtain all required inspections associated with the demolition permit that was obtained for the
Burleigh site (BLD20161029). This demolition permit must be finaled before the recording documents
can be approved since the demolition of all existing structures was required as a condition of preliminary
approval.
7. Provide sufficient documentation that the individual who will be signing the recording documents is
authorized to sign the recording documents on behalf of Highpoint Investments LLC.
8. Final inspections of the subdivision improvements and approved as-builts will be required prior to final
approval.

9. Note that all signatures on the final documents must be made in black ink. It is suggested, however, that
you submit the revised recording documents to staff for a second review prior to obtaining all required
signatures.
10. All pages of the final recording documents must comply with the Snohomish County Auditor's recording
requirements, which are available for your reference via the following link:
http://wwwl.co.snohomish.wa.us/Departments/Auditor/Divisions/Recording//. It appears that the draft
recording documents may not meet all of the recording requirements. It is the applicant's responsibility
to ensure compliance with the Auditor's recording requirements in order to avoid issues at the time of
recording.
11. Note that Snohomish County requires that all of the taxes for the subject site be paid prior to recording.
Please make the above changes and submit your updated recording documents to the Planning Division. Our
office hours are Mondays, Tuesdays, Thursdays, and Fridays between 8:00 am and 4:30 pm or on Wednesdays
between 8:30 am and 12:00.
