Regarding FH, I didn't make the requirement for FH for a couple reasons: the existing building is decades old, so there's no new fireflow demand than when it stood empty. Also they have a residential fire sprinkler system installed which reduces the fireflow of the existing building as it is. From my perspective, this TI is not an appropriate means to create impact to warrant hydrant. Fire will be looking for more new construction in this area to make that improvement.
