To summarize your letters, you intend to submit a new permit application, including plans for the exact same structures and site design as was previously submitted and reviewed for expired permit application BLD20070210 using the same architect, civil, geotechnical and structural engineers. These plans/calculations will be updated to meet the 2006 edition of the building codes. The project design professionals are: • Architect: John Martin, AIA #7999 • Structural Engineer for wood frame design: Norm R. Navarro, PE #35682 • Structural Engineer for the pipe pile design: Greg Guillen, PE #25385 • Geotechnical Engineer: Erik Andersen, PE #36468 • Civil Engineer: Scott Peterson, PE #38814 You are also requesting a reduction in plan review and peer review fees since the plan review and peer review was. complete for the expired permit application and you will be submitting plans of the exact same structure and site design. First, you will need to purchase the current ESLHA Packet which can be obtained at the permit counter. Please ask for Theresa Umbaugh, Senior Permit Coordinator for your project. Please read the entire packet so you are aware of the permit and construction requirements for projects within the designated Earth Subsidence Landslide Hazard Area. You are correct that since the previous permit application expired, new plans and calculations must be submitted meeting the current 2006 edition of the building codes. These plans and calculations must be stamped and signed by the appropriate design professionals with a letter from each that they have reviewed the plans to the current 2006 editions of the building codes and noting the specific changes made to the plans/calculations. Please note that all stamped and signed drawings, reports, documents, letters, etc. shall have one copy of each wet -signed by the appropriate design professional. Plans and calculations noted in your letter dated May 14, 2009 were not accepted at the permit counter since a complete application could not be made. Additionally, the following must also be submitted with the permit application reflecting the change in ownership and acknowledgement of these ELSHA ordinance requirements as new property owners: • Lead Design Professional Designation and Statement — received 5/21/09 • Applicant/Owner Liability and Landslide Acknowledgment (Item 11 of ESLHA Checklist) • Geotechnical Hazard Identification/Declaration & Mitigation Statement of Risk Form Geotechnical Engineer and Civil Engineer of Record (Item 12 of ESLHA Checklist) • Structural Engineer Declaration (Item 13 of ESLHA Checklist) • Applicant/Owner Covenant to Notify and Hold Harmless (Item 14 of ESLHA Checklist) • Site Posting Notice (Item 15 of ESLHA Checklist) New permit and plan check fees were adopted by the City Council effective January 1, 2009 and will be applicable to the new permit application. With the understanding that the plans/calculations for the exact same structures and site design will be submitted with only minor changes reflecting 2006 code updates, the revised plans/calculations and permit application will be reviewed by City pian reviewers with fees charged on an hourly basis, with a minimum of 1 hour per reviewing division (rather than full plan review, administrative, and peer review fees saving you approximately $9,200.00). It will be determined during review if further peer review is required and you will be responsible for additional peer review fees. If the changes are not minor in nature and/or the floor area has increased, the City reserves the right to charge full plan review fees, administrative fees, and require new peer review at your expense. At the time of permit application, the following fees must be paid: • $365 (difference of plan review fee previously paid and new plan review fee based on current adopted fee schedule) • $50.00 (outstanding storm drainage review fee) • $639.25 (outstanding peer review fee) $1054.25 The following is an estimate of fees that must be paid prior to permit issuance: • Hourly plan review fee from each reviewing division (to be determined as noted above • Building Permit Fee $3980.00 • Permit Surcharge Fee $15.00 • Grading Permit Fee $340.00 • Plumbing Permit Fee $416.00 • Mechanical Permit Fee $230.00 Fritschen/Stewart May 29, 2009 Page 2 of 3 • Retaining Wall Permit Fee $150.00 • Engineering Inspection Fee $420.00 • Storm System Development Fee $428.00 • Recording Fee $59.00 • State Building Code Surcharge Fee $4.50 • Traffic Impact Fee $840.72 • Right-of-way Permit Fee (to be determined) Side Sewer, Sewer Connection, Water Connection, and Water Meter Fees (to be determined) Estimated Total: $6941.13 plus noted fees to be determined A new Special Inspection Agreement must also be signed by all parties, and will be provided to you for signatures after the Building Division has reviewed the revised plans. Please refer to the information in the ESLHA Packet for all other project requirements, including but not limited to bonding and General Contractor Public Liability Insurance. Also, please be aware that in the Earth Subsidence Landslide Hazard Area, site work is limited to the drier season between May 1" and September 30''.
