Requirement #8:
General description of the property as it now exists including its physical
characteristics and improvements and structures:
The Existing Senior Center building, at 220 Railroad Ave, is a two-story building, built
in three phases. The first portion was constructed in 1935 with subsequent portions
built in 1962 and 1977. The parking lot associated with the building occupies the
remainder of the parcel and extends out onto the beach on an existing bulkhead,
supported by creosote treated timber piles. The eastern edge of this property is
defined by a sidewalk which runs along Railroad Ave. and is adjacent to BNSF Right -
of -Way. The northwest corner of the site connects to the existing Edmonds Marine
Walkway, which travel along the waterside edge of this property and terminates at the
southwest corner. This portion of the Marine Walkway was developed approximately
15 years ago. The easement, between the shoreline and the private plaza for the Ebb
Tide Condominiums is currently undeveloped beach. The overall site is generally flat
with large existing parking lot trees and some perimeter landscape plantings along the
western and northern edges. There are no recent improvements or structures.

General description of the vicinity of the proposed project including identification of
adjacent uses, structures and improvements, intensity of development and physical
characteristics.
The vicinity of the project is a mixture of waterfront open space, transit hub facilities,
commercial buildings, apartments and condominiums. To the west of the project is all
natural beach and Puget Sound. The property to the north is a three-story commercial
office building (144 Railroad Ave.) and the property to the south is a 19-unit, five -story
residential condominium building (Ebb Tide Condominiums). The eastern edge is
abuts Railroad Avenue with train tracks and the Edmonds Sound Transit station.
Other local amenities, which are nearby and also along Railroad Ave. (listed from north
to south) include the Edmonds Underwater Park, Brackett's Brackett's Landing North,
the Edmonds Ferry Terminal, Brackett's Landing South, Underwater Sports, the Reef
Apartments, Olympic Beach Park, and the Edmonds Fishing Pier. Development in this
part of Edmonds is moderate with the most recent improvements being Right -of -Way
utility and pavement upgrades and renovations to building which houses the Cascadia
Art Museum.
