Dear Mr. Echelbarger,
This letter responds to review comments contained in the April 7, 2015, Correction
Notice from the City of Edmonds, regarding the building plan set submitted for the
proposed construction. Specific geotechnical responses to the Correction Notice are
summarized below, with the numbering corresponding to that of the Correction Notice:
Geotechnical
1. Geotechnical Report
In response to the reviewer's request, PanGEO has prepared the attached
geotechnical report for the proposed Pavilion Building dated April 27, 2015,
which, as discussed below, addresses the requests for information by the City's
reviewer.
a) Seismic Lateral Earth Pressures
The proposed building does not include a basement. Hence, there are no
incremental seismic pressures acting on basement walls.

b) Potential for Liquefaction
The site is underlain by compressible peat as well as loose to medium dense sand
layers within the peat. The sand layers have a moderate susceptibility to
liquefaction.
c) Consequences of Liquefaction
Static settlement of the peat as well as potential liquefaction induced settlement of
the loose sand seams within the peat may result in several inches of differential
settlement to structures supported on the ground surface. Consequently, pile
foundations were recommended in the geotechnical report for the support of the
building shell and associated interior and exterior floor slabs.
d) Discussion of mitigation measures
See response to c) above.
e) IBC Section 1803.6
The April 27, 2015, geotechnical report addresses items identified in section
1803.6 of the IBC.
f) Faults
Although not mentioned by the reviewer, there are no known mapped faults
located within 5 km of the site (see attached report).
2. Plan Review
a) Plan Review
We reviewed the January 30, 2015, structural plan set for the project and found
that the drawings conform to the analysis and recommendations contained in
PanGEO's report dated April 27, 2015.
b) Summary Letter of Review
See item 2 a) above.
