Dear Mr. Malone:
As requested, Associated Earth Sciences, Inc. (AESI) has reviewed the comments provided in
a "Plan Review Comments for Plan Check BLD20171106 and BLD20171107" letter, prepared by
the City of Edmonds and dated October 3, 2017. We previously prepared a "Subsurface
Exploration, Geologic Hazard, and Geotechnical Engineering Report — Waltz Residence," dated
November 17, 2016, for the proposed residence at the subject site. Review Comment Number 1,
as outlined in the City of Edmonds letter, with AESI's response, is as follows.
Comment 1
Geotechnical Report: The geotechnical report submitted with the building permit application
does not address the requirements of ECDC 23.80.060 or ECDC 23.80.070. Please submit
a geotechnical report addendum that specifically addresses the required findings in ECDC
23.80.060.A and ECDC 23.80.070.
Our 2016 geotechnical report included our opinion regarding the stability of the site slopes,
under both static and seismic conditions. Our opinion regarding the feasibility of the proposed
project, relative to the applicable design standards in ECDC 23.80.060 and ECDC 23.80.070, is
presented below.

ECDC 23.80.060 limits alterations of geologically hazardous areas to activities that mitigate
the hazard and will not adversely impact adjacent properties or other critical areas. For our
review in preparing this letter, we were provided with the following plans:

through S1.3, and S2.1 through S2.4, dated December 22, 2017.

Based on our review of the provided plans, it is our opinion that: a) the proposed project
will not increase the threat of the geological hazard to adjacent properties beyond
predevelopment conditions; b) will not adversely impact other critical areas; and c) is
designed so that the hazard to the project is mitigated to a level equal to less than
predevelopment conditions.
ECDC 23.80.070 includes design standards for projects in landslide hazard areas, including
for alterations. Our review of the project plans indicates that much of the steeply sloping
ground at the subject site will not be altered as part of the proposed project. Also, storm
water from new impervious surfaces will be collected and discharged to the existing storm
water system. Therefore, it is our opinion that, in accordance with ECDC 23.80.070(A)(3),
the proposed alteration will: a) not increase surface water discharge or sedimentation to
adjacent properties beyond predevelopment conditions, b) not decrease slope stability on
adjacent properties, and c) not adversely impact other critical areas.
