Engineering has reviewed the preliminary short plat application for the Govier property at

23326 & 23402 75 Ave W. The information provided indicates that although the lot 23402
th
75 Ave W does not meet Edmonds Community Development Code requirements of a legal
lot, it has been functioning as a single family lot long before the area was annexed into the
City in 1961. Utility connections and driveway access points currently serve each of the
existing “lots”. There are no improvements or construction elements required on or off site to
comply with Title 18 Edmonds Community Development Code. The Engineering Division
subsequently will not require a civil construction plan review. The attached Engineering
Requirements note two specific items that will have to be addressed with building permit if
the property is redeveloped.
