Dear Ms. Sadberry,
In researching the original house permit at 9215 18314 Place SW, I have found that the home was constructed
under the 1973 edition of the Uniform Building Code (UBC) and Uniform Mechanical Code (UMC) I have attached
all referenced code sections.
1. Regarding the furnace please note UMC Chapter 7 Section 704 states, warm -air furnaces shall not be installed
as follows and then please refer to item 8 which states, 'in any room used, or designed to be used, as a bedroom,
bathroom, closet or in any confined space... the exception is fuel -burning heating equipment with sealed
combustion systems or enclosed furnaces, and electrical heating appliances.' This is a valid correction that must
be addressed with your current project.
2. Regarding the requirement to have a fire wall between the garage and dwelling please refer to Table 5-A which
defines I uses (Dwellings) and J uses (garages) and then refer to Table 5-B which indicates the requirement for a
one hour fire wall then refer to Section 503d Exception #4 which allows a reduction on the dwelling side only.
Which means 518" Type X sheetrock is required (at minimum) on the garage side separating the garage from
habitable space. This is a valid correction that must be addressed with your current project. As Building Official
for the City of Edmonds I will allow you to use current (IRC 2006) fire wall requirements which is 1/2" sheetrock on
the walls but 518" Type sheetrock is still required on the garage ceiling.
3. Regarding the window size in the basement sleeping room please refer to Section 1404 which states, `windows
with a net clear openable area of not less than 5 square feet with no dimension less than 22 inches... provided the
sill heights are not over 48 inches above the floor'. The building code allows the continued use and occupancy of
any legal structure provided no changes are made. You are assuming that the basement bedroom was original
construction. If the basement bedroom is original construction the use may remain provided no changes are
made. The inspector believed that increasing the bedroom closet size constituted a change and that is why the
window was called out as a correction. However, it is my determination as Building Official for the City of
Edmonds that since the bedroom size did not change the existing window may be continued provided—the
window (size, sill) is compliant to the 1973 window provisions as well as other 1973 provisions for habitable space
(for example, the room has fixed heat, the room size is at least 7 feet in any dimension, and ceiling height is at
least T6"). Window size and sill height and habitable space provisions for this room shall be subject to field
check. If any of these items are deficient that is an indication that the original basement was not constructed as
habitable space but rather as basement and compliance to current code shall be required of all habitable spaces.
4. Regarding the smoke detector requirement in the basement bedroom as we discussed if you removed ceiling
sheetrock in the bedroom or in the outside hallway ceiling, you are required to hard wire smoke detectors. If no
other ceilings are removed in any other of the existing bedrooms/hallways there is no requirement to interconnect;
however, if any other bedroom ceiling or hallway ceiling are removed in each area all smoke detectors must be
hardwired and interconnected.

(d) Fire Ratings for Occupancy Separations. Occupancy separa-
tions shall be provided between the various Groups and Divisions of
Occupancies as set forth in Table No. 5-B.
EXCEPTIONS: 1. Where an approved spray booth, constructed in
accordance with the Fire Code is installed, such booth need not be
separated from other Group E Occupancies or from Groups F and G
Occupancies.
2. In Groups A, C and D Occupancies a three-hour occupancy sepa-
ration is permitted from a Group F, Division i Occupancy used only as
a garage for the parking of passenger motor vehicles having a capacity
of not more than nine persons per vehicle and provided no repair or
fueling is done.
3. In Group H Occupancies, a one-hour occupancy separation is per-
mitted from a Group F, Division I Occupancy used only as a garage for
the parking of passenger motor vehicles having a capacity of not more
than nine persons per vehicle and provided no repair or fueling is done
and the area does not exceed 3000 square feet in a building.
4. In the one-hour occupancy separation between a Group I and f
Occupancy, the separation may be limited to the installation of materials
approved for one-hour fire -resistive construction on the garage side and
a self-closing, tight -fitting solid wood door I% inches in thickness will be
permitted in lieu of a one-hour fire assembly. Fire dampers shall not be
required in ducts piercing this separation for ducts constructed of not less
than No. 26 gauge galvanized steel.
S. The following occupancies need not be separated from the uses to
which they are accessory: assembly rooms having a floor area of not over
750 square feet; administrative and clerical offices and similar rooms
which in the aggregate do not exceed 25 percent of the floor area of the
major use when not related to Group E, Division i and Group E, Division
2 Occupancies.
Location on Property
Sec. 504. (a) General. Buildings shall adjoin or have access to a
public space, yard, or street on not less than one side. required yards
shall be permanently maintained.
For the purpose of this Section, the center line of an adjoining street
or alley shall be considered an adjacent property line.
Eaves over required windows shall be not less than 30 inches from
the side and rear property lines. For eaves, see Section 1710.
(b) Fire Resistance of Walls. Exterior walls shall have fire resistance
and opening protection as set forth in Table No. 5-A, Part 111, and in
accordance with such additional provisions as are set forth in Part IV,
Part V and Part VIII. Distance shall be measured at right angles from
the property line. The above provisions shall not apply to walls at right
angles to the property line.
Projections beyond the exterior wall shall not extend beyond:
1. A point one-third the distance to the property line from an ex-
terior wall; or
2. A point one-third the distance from an assumed vertical plane
located where fire -resistive protection of openings is first re -
