Findings:
1. The Board must make the finding that the subject proposal is consistent with the
Comprehensive Plan and other adopted City policies.

DISCUSSION
Jeff Wiper, Kiewett Construction, 17000 - 76th Ave. W., applicant, was present.
- Board member Bylsma inquired if the Engineering Department made any comment regarding
the use of sand material to surface the site. Ms. Francis replied negatively. Mr.
Wiper said the parking lot located near the horse corral has approximately 1/4" of
sand which will absorb any runoff.
Board member Birch inquired if the site will be used as a horse corral again when the
project is completed. Ms. Francis replied negatively. She said the property is owned
by the Post Office, and they intend to build on that site. Board member Birch
inquired if it is presently used as a horse corral. Mr. Wiper replied negatively. He
said their lease expired last July.

Final Approval
The Applicants propose to demolish an existing service station and construct a
self -serve carwash and an oil change building.
A. Site
1. Nature of Site - A vacant service station building currently occupies the
site. At its longest and widest points, the site measures 200 x 195 feet. A
note on the site plan states that the lot size is 22,885 sq. ft. As the
property is fully developed and paved at present, topography is flat.
2. Surrounding Land Use and Zoning - A 7 -Eleven store is to the north, single
family is to the east, a Dairy Queen restaurant is to the south, and a
service station is to the west, across 76th Ave. W.
Zoning surrounding the site is BN, Neighborhood Business.
3. Access - A curb cut at the south property line along 212th will be
e—Tim ated, and access to the site from 212th will be via a driveway further
to the east. The site plan indicates a 25 -foot wide driveway. The
Engineering Division has requested that this driveway be increased to 30
feet. A second 30 -foot driveway will serve the property from 76th Ave. W.
near the north property line.
4. Off -Street Parking - The Engineering Division has reviewed the plans and

uests that the 20' driveway between the two buildings be increased to
24.- The remainder of the parking lot meets Code standards.

2. A utility development plan with appropriate pollution control devices must
be submitted prior to issuance of a building permit.
3. The traffic impact mitigation fee shall be negotiated.

5. Increase the curb cut at 212th Ave. 3N to 30'. Increase the driveway
between the buildings to 24'.

DISCUSSION
Merrick Lentz, 15446 Bel -Rod Rd,, Redmond, representative, and Rick Carlyle, 13401
Bel -Red Rd., #D-4, Bellevue, applicant, were present.
� Mr. Carlyle said a majority of the customers will live between three and five miles
� from the business. He said the nil change facility will properly disposeuf the oil,
which means that 5,000 gallons of nil per year will not be deposited into landfills.
He said approximately 600 cars will use the car wash over a week's period. He noted
that 5 cubic feet of soapy -residue will he treated and disposed of properly. Mr.
Carlyle pointed out that the facility will help tot t environment.

Board member Birch inquired if the heig of the Grease Monkey building
and car wash are at the same elevation. Mr./Lentz replied affJ,rJna,ti,veJy,., Board
member Birch inquired if a blue accent trim*�o match the'cavopy on the oil��h�
building could be provided on the buildings to tie them together. Mr. Lentz said the
colors that are proposed are a corporate design, but a blue color could be used to
accent the building. Board member Birch said the Board discourages the use of light'
- fixtures under a uanopy.
Board member Birch inquired if fencing is proposed along the east elevation as it
abuts the single family residence. Mr. Carlyle said that property is buffered by
additional property in the BN zone.

is the same width as the columns. He submitted a drawing to staff which illustrated
this.
Board member Robertson recommended: 1) plant narrow trees adjacent to the building
along 76th to screen the building sizes; 2) plant an evergreen tree, i.e., Scotch
pine, adjacent to the parking area rather than a mugo pine.
Mr. Lentz said Traffic Coordinator Gordy Hyde was concerned that vehicular traffic may
drive through the business to circumvent the traffic signal. Mr. Lentz inquired if
widening of the driveway between the two businesses would encourage that traffic. He
thought a narrower driveway would help to control traffic speed. Ms. Francis said
that issue would have to be resolved by the Engineering Department. Board member
Birch suggested that installation of a speed bump be considered to slow traffic.
Board member Robertson suggested that the street trees next to the oil change facility
be changed to interior trees; enhance the landscape plan with more mid-sized shrubs,
especially adjacent to the parking area; plant groundcover throughout the site; plant
a tree adjacent to the dumpster; rhodendrons are to be 18" spread minimum; and
relocate the street tree to an interior location.
Mr. Lentz explained that lighting is proposed so that customers will feel safe when
they are using the facility after dusk. He said the backlit awning will glow but not
radiate light so that it invites people to that area.
Discussion ensued with respect to lighting. Ms. Francis cited sections of the Code
regarding lighting for the Board's benefit.

WITH THE FOLLOWING REVISIONS: 1) THE CANOPY FOR THE CAR WASH BE MADE OF OPAQUE FABRIC
SO THAT THE LIGHT UNDERNEATH DOES NOT TRANSMIT THROUGH THE FABRIC; 2) INCLUDE THE
LANDSCAPING RECOMMENDATIONS AS STATED (SEE ABOVE DISCUSSION); 3) BLUE TRIM TO MATCH
