All groundwork, including grading and drainage installation must be completed by September 30`t' and the site be winterized. If work of this nature is not complete and will overlap into the month of October or beyond, the City requires a letter stamped and signed from your geotechnical engineer of record confirming that the site is stable and work may continue past the ordinance deadline of September 30"'. If such an extension is requested it must include a detailed schedule of work that establishes a completion date. If the City does not receive such notice from your Geotechnical Engineer of record it is understood that groundwork, as defined by ordinance, shall be stayed until May 15`, 2015. Regardless of whether work commences or is stayed until May lsr, 2015, the geotechnical engineer of record does need to make winterization recommendations in an addendum or field report and provide a copy to the City for approval. Winterization measures typically include protection of exposed slopes with visqueen or hydro seeding, installation and maintenance of temporary erosion control measures and other site stabilization work. Weekly monitoring reports from the geotechnical engineer or designated erosion sedimentation control supervisor are stilt required to be submitted to the City inspector upon request. In the case that the groundwork is stayed, it is possible to recommence the groundwork prior to May lir, 2015 provided an evaluation by the geotechnical engineer confirms the site conditions are stable and work may start without creating erosion or stability problems. These would, of course, need to be submitted for approval prior to recommencing work. If you have any questions please feel free to contact me at 425-771-0220 during City business hours.
