Scott Selby a certified arborist with Arborwell has provided tree risk assessment forms, along with maps and photos documenting the two hazard trees located on the property (Attachment 1). ISA Tree Risk Assessment forms, prepared by Scott Selby (PN-1775B) were submitted with the request to remove two trees with an overall risk rating of "high." According to the report and photos provided tree #1, the Western Redcedar is showing evidence of root/trunk rot with a crown density 30% of normal and a buried root crown. The Douglas fir tree (tree #3) is currently dead. The subject site is located within the Multi -Family Residential, RM-1.5 zone, as such replacement landscaping is required for removal of the two trees (Western Redcedar and Douglas fir). The applicant will be replacing the trees with Thuja Plicata "excelsa" or "watnong" which are small western redcedar trees. The replacement trees will be planted as close as possible to the removed trees. An exemption for tree cutting is granted with the following conditions: 1. Only the identified Western Redcedar (tree #1) and Douglas fir (Tree #3) trees may be cut. (Attachment 2) 2. One replacement tree (Thuja Plicata "excelsa" or "watnong or similar) a minimum of six feet in height shall be planted within the general vicinity of the removed Western Redcedar and Douglas Fir tree. The replacement tree should be planted within one year of the date of this report. 3. Trees shall be fell onto private property. 4. Contractor/owner is responsible for locating all on -site utilities and any utilities on neighboring properties that could be impacted by the tree removal. The replacement trees would be planted as close as possible to the removed trees — depending on how much of the area is impacted by stump and roots from the original trees. The reason for utilizing a smaller version of Western redcedar is because the now -mature landscape presents minimal open space. Let me know if you need anything else ... and thanks! The hazard tree replacement will need to be replanted like for like so if the replacement tree is planted elsewhere then a landscape modification will need to applied for and reviewed. Tree #1 and #3 as provided on the site plan and in the documentation dated December 17, 2018 shows that the two trees are hazard trees and thus may be removed at this time. The markers were a reference for my creating an annual tree maintenance plan for 2019. We will plan to plant two dwarf Thuja plicata to replace the removed trees.
