The following statement addresses how the project meets each of the criteria listed in the Edmonds
Community Development Code 20.05.010.
The proposed project site is located at 23200100th Ave W., and currently lies within the Park/Open Space
and Single Family— Urban 1 Comprehensive Plan Designation. The Site is a former high school site with
existing athletic fields. As part of this project, the use will remain the same. The existing softball field will
be converted into a synthetic turf multipurpose field. The field is currently used, on occasion by the general
public but is underutilized due to its current condition. Following construction, the field will be maintained
and scheduled by the City of Edmonds Park Department.
The project is a partnership between the Edmonds School District, the City of Edmonds and Verdant
Healthcare. The project will maintain this as a park site with multiple uses including but not limited to
soccer, softball, running/walking, community gardens, as well as many other outdoor activities. Future
phases of the project include additional fields, a public restroom and storage facility and field lighting. The
entire project will not only help the overall economic health ofthe.City of Edmonds, but also increase
physical well being of its citizens by promoting outdoor activities and providing gathering space. With the
proposed addition of athletic field lighting, the site will also become a safer place for families during
evening hours.
The proposed improvements will continue to satisfy the current zoning ordinance for this property. The
majority of the site is designed as OS (Open Space) with a small portion of it in the RS -8 (Single Family,
8,000 sf lots). According to the ECDC, the proposed improvements are still considered a "Permitted
Primary Use" as it is a local neighborhood/community park that will service the entire community.
This Conditional Use Permit shall be personal to the present owner (the Edmonds School District) and non-
transferable.

DEVELOPMENT SERVICES
The following is intended as a brief but reasonably complete description of the proposed work as it is understood at
the time of this writing. There are many supporting documents in development at this time, which are expected to
be available by the time this Narrative is distributed. These documents will provide exceptional detail to the
summary below. An index of these documents, as well as a "snap shot" of selected project facts, is appended to the
end of the Narrative.
Phase 1 Description:
® Construct a new synthetic turf field generally in the location of the natural turf existing multi-
purpose field. The field will include little league baseball / softball and two multi-purpose
rectangular fields that may include soccer and lacrosse to be located in the common outfield of
the baseball / softball fields. Field improvements will include subsurface drainage, permeable
aggregate, perimeter anchors/nailers and the synthetic turf potentially including an elastic layer
pad with markings for soccer, lacrosse and other sports to be determined. We are approaching
this as a permeable base, so that storm water detention can be incorporated within the aggregate
section, helping to mitigate storm drainage issues anticipated to be required as part of the project
permitting. Field surface is anticipated to be approximately 160,000 SF.
® Ancillary perimeter/adjacent improvements including wash water irrigation system at field, field
equipment such as goals, nets, bases, etc.
® Rubberized walking pathway / warning track at the project perimeter that may also be used as a
measured running surface for physical education purposes. Warning track is approximately
15,000 SF.
® Miscellaneous adjacent pedestrian and vehicular access.
• Field perimeter fencing.
• Development of sports field lighting and other associated electrical improvements. Design of
electrical improvements is intended to establish future pole locations, infrastructure
improvements suitable for permitting, and installation of infrastructure including conduits and
pole foundations will be included, however the actual lighting system will.be deferred to a future
phase.
• Portable spectator seating
• Depending upon funding, construction of Community Garden area consisting of wood chip
pathways and either at grade or raised topsoil planting beds.
The entire project site for Phase 1 totals approximately 6.84 acres.
Subsequent Phases of Site Improvements will be constructed at a future date depending upon funding
availability and are anticipated to include the following:
Phase 2 Description:
Construct an identical multipurpose synthetic turf field on the northern portion of the site,
generally in the location of the existing cinder running track and soccer/football field.
The field will include little league baseball / softball and two multi-purpose rectangular fields that
may include soccer and lacrosse to be located in the common outfield of the baseball / softball
fields. Field improvements will include subsurface drainage, permeable aggregate, perimeter
anchors/nailers and the synthetic turf potentially including an elastic layer pad with markings for
soccer, lacrosse and other sports to be determined.; We are approaching this as a permeable
base, so that storm water detention can be incorporated within the aggregate section, helping to
mitigate storm drainage issues anticipated to be required as part of the project permitting. Field
surface is anticipated to be approximately 160,000 SF.

• Pedestrian and spectator improvements. The northern field is generally 6-8 ft. lower than the
Phase 1 fields. The site plan will take advantage of the elevation change, allowing.for spectator
areas raise/elevated above the field for superior viewing. The pathway system will be modified to
accommodate an ADA path of travel at the field perimeter, and connect the pedestrian pathway
system to the southern field constructed in Phase -1.
• To minimize potential future disturbance, the conduit and foundation system for future lighting
associated with Phase 2 field will be installed and connected to the infrastructure installed within
the Phase 1 improvements.
• If not constructed as part of Phase 1 improvements, a Community Garden area consisting of wood
chip pathways and either at grade or raised topsoil planting beds will be constructed at the
northern perimeter of the field, providing a separation / buffer from residential properties to the
north, and taking advantage of the best solar exposure on the site.
Phase 3 Description:
Phase 3 Improvements are anticipated to complete the athletic facility improvements and will include:
• A one story restroom and concession building.
• Pedestrian paving improvements to complete connections and accessibility to the
restroom/concession building
Sports field lighting including light poles, luminaires, and lighting controls for all fields. Lighting
will consist of poles ranging from 60 ft. to 85 ft. height, with multiple metal halide or LED shielded
floodlight fixtures mounted to the tops of the poles.
The overall site area, including all phases of work is approximately 468,800 SF, or approximately 10.76
acres.

Per your letter of December 15, 2014, please see the attached documents offered in response
and in support of the Edmonds School District and City of Edmonds Parks application for
improvements at the Former Woodway High School site. I have provided the following:
1. A revised cover letter, edited to include the work only under the subject application,
including the Phase 1 improvements. We have identified the applicable code references
and how the application satisfies the existing development criteria.
2. We have provided photographic support of various improvements planned for the
Phase 1 improvements including synthetic turf, fencing, backstops and paving. These
represent the anticipated materials to be used on the project site:
a. Before/after photo comparison
b. We have included a photometric drawing of light intensities, however this should
be considered as information only, as we are not seeking approval of lighting as
part of this Phase 1 application.
c. We have provided plan and elevations of the anticipated building for reference;
however we do not have color renderings of the proposed restroom/concession
building as that is part, of a future application. The dugout and backstop areas
include black chain link fence, and these are depicted in the. before and after
photos. The exact color of the dugout roof has not yet been selected, but the
photographic examples of similar improvements can be used as potential
examples.
d. We have provided photographs of other typical improvements depicting the
various anticipated improvements.
3. An access and parking plan is included. This indicates the anticipated accessible path of
travel to each of the facilities, the existing parking and emergency vehicle access, and

The following statement addresses how the project meets each of the criteria listed in the Edmonds
Community Development Code 20.05.010. In addition to these criteria, this letter will address the items
indicated in the letter received from the City of Edmonds dated December 15, 2014.
The proposed project site is located at 23200 100th Ave W., and currently lies within the Park/Open Space
and Single Family— Urban 1 Comprehensive Plan Designation. The Site is a former high school site with
existing athletic fields. As part of this project, the use will remain the same. In Phase 1 of the project, the
existing softball field will be converted into a synthetic turf multipurpose field. Phase 2 will be nearly
identical, but will replace the existing track and field with a synthetic turf multipurpose field. Both fields
are currently used on occasion by the general public but are underutilized due to their current condition.
Following construction, the field will be maintained and scheduled by the City of Edmonds Park
Department. Phase 3 of the project includes the construction of a new, 1 -story restroom and concession
building and will add a field lighting system to all multipurpose fields.
The project is a partnership between the Edmonds School District, the City of Edmonds and Verdant

SE corner of the Phase 1 improvements located in the RS -8 (Single Family, 8,000 sf lots). According to the
ECDC, the proposed improvements are still considered a "Permitted Primary Use" as it is a local
neighborhood/community facility (school/park) that will service the entire community.
While the project is included as a "Permitted Use", several proposed design elements will require a
variance. Within the allowable uses indicated in ECD 16.80.030, there is a maximum height of 25'. The
variance would apply to the 30' ht. backstop/fencing height (a variance of 5'). Further, the table listed in
ECD 16.20.030 indicates the maximum height as 25' within the RS -8 zone. The variance would apply to the
30' backstop fencing height (a variance of 5').

Future variances will be requested for improvements in both zones, as anticipated height of light poles will
range from 60' to 90'. The light pole heights are provided for information only, as these elements will not
be constructed until a future date and will be subject to a future conditional use and permitting process.
The project will take into account and minimize to every extent possible, the exposure of citizens to
excessive noise. The site's existing noise consists of traffic and user noise through the use of the school
site. Use will remain as it currently exists on the site. There will, however, be short term noise impacts
during construction activities, with noise generated from trucks, graders, and other construction
equipment. This will be mitigated by limiting construction hours as dictated by the City of Edmonds. Once
the project is complete, long term noise impacts would be consistent with the existing levels. These noises
currently consist of cheering associated with practices and games when the fields are in use. There is no
Public Address system or amplified music systems included in any phase of this project. The District will
limit the use of the field in order to comply with the local noise ordinance.
Although not a part of the current Phase 1 Improvements, another important element that will be
addressed is the effect of the field lighting system (proposed for Phase 3) on the surrounding residential
neighborhood. As indicated above, the fields will be scheduled by the District and will comply with local
ordinances. This includes limiting field hours and scheduling lights to be shut off before the 10:15pm
curfew indicated in the ECDC. The new field lighting system will utilize floodlights with the technology to
shield and reflect the light to reduce impacts off the field and into the night sky. External visors, internal
devices and high efficiency reflectors will be utilized to minimize lighting impacts. Additional ways the
project conforms with the City of Edmonds Property Performance standards is discussed in detail within the
SEPA report.
Only Phase 1 Improvements are submitted for review under the conditional use permit. For information
only, potential future elements are provided for Phase 2 and 3 improvements including information related
to the restroom/concession building, future field improvements and future lighting improvements.

transferable.

As a follow up to your conversation today with Matt Finch regarding the Former Woodway High
School Project, it is our intent to include sports field lighting as part of the Phase 1 project, if
funding allows. It is our intent to add those improvements to our existing permit applications.
A separate variance for the height of light poles as an allowed use in each land use zone (RS -8
and OS) will be applied for as part of the land use permitting package. In addition, the
community gardens project will be deleted from the Phase 1 improvements and become a
development project for the City of Edmonds Parks Department under a separate agreement
and review process.
I look forward to your continued review of our proposed improvements, and the subsequent
next steps in the City of Edmonds Review Process.

Dear Mr. Clugston,
As a continuation of the Former Woodway High School Multipurpose Sports Field project
previously submitted for land use approval, we are applying for a separate variance for the
sports field lighting improvements. A previous variance was requested (PLN20150009) for the
light poles located in the RS -8 zone of the project, but this did not include the light poles on the
site in the OS zone.
The five (5) light poles for the project are located within the Open Space land use zone. We are
requesting a variance for the construction of these poles ranging in height from 60'— 90' overall
within this zone. See Electrical Site Plans (F-1.0, E-1.1, E-2.1, E-2.2) for light pole locations and
heights.
It is important to note the field lighting system has been designed to minimize light spill to
every extent possible. The new field lighting system will utilize floodlights with the technology
to shield and reflect the light to reduce impacts off the field and into the night sky. External
visors, internal devices and high efficiency reflectors will be utilized to minimize lighting
impacts. The fields will be scheduled by the District and will comply with local ordinances. This
includes limiting field hours and scheduling lights to be shut off before the 10:15pm curfew
indicated in the ECDC.

Project Scope

The following is intended as a brief but reasonably complete description of the proposed work as it is understood at
the time of this writing. There are many supporting documents in development at this time, which are expected to
be available by the time this Narrative is distributed. These documents will provide exceptional detail to the
summary below. An index of these documents, as well as a "snap shot" of selected project facts, is appended to the
end of the Narrative.
Phase 1 Description:
® Construct a new synthetic turf field generally in the location of the natural turf existing multi-
purpose field. The field will include little league baseball / softball and two multi-purpose
rectangular fields that may include soccer and lacrosse to be located in the common outfield of
the baseball / softball fields. Field improvements will include subsurface drainage, permeable
aggregate, perimeter anchors/nailers and the synthetic turf potentially including an elastic layer
pad with markings for soccer, lacrosse and other sports to be determined. We are approaching
this as a permeable base, so that storm water detention can be incorporated within the aggregate
section, helping to mitigate storm drainage issues anticipated to be required as part of the project
permitting. Field surface is anticipated to be approximately 160,000 SF.
® Ancillary perimeter/adjacent improvements including wash water irrigation system at field, field
equipment such as goals, nets, bases, etc.
® Rubberized walking pathway / warning track at the project perimeter that may also be used as a
measured running surface for physical education purposes. Warning track is approximately
15,000 SF.
® Miscellaneous adjacent pedestrian and vehicular access.
® Field perimeter fencing.
® Development of sports field lighting and other associated electrical improvements. Design of
electrical improvements is intended to establish future pole locations, infrastructure
improvements suitable for permitting, and installation of infrastructure including conduits and
pole foundations will be included, however the actual lighting system will be deferred to a future
phase.
® Portable spectator seating
® Depending upon funding, construction of Community Garden area consisting of wood chip
pathways and either at grade or raised topsoil planting beds.
The entire project site for Phase 1 totals approximately 6.84 acres.
Subsequent Phases of Site Improvements will be constructed at a future date depending upon funding
availability and are anticipated to include the following:
Phase 2 Description:
® Construct an identical multipurpose synthetic turf field on the northern portion of the site,
generally in the location of the existing cinder running track and soccer/football field.
® The field will include little league baseball / softball and two multi-purpose rectangular fields that
may include soccer and lacrosse to be located in the common outfield of the baseball / softball
fields. Field improvements will include subsurface drainage, permeable aggregate, perimeter
anchors/nailers and the synthetic turf potentially including an elastic layer pad with markings for
soccer, lacrosse and other sports to be determined. We are approaching this as a permeable
base, so that storm water detention can be incorporated within the aggregate section, helping to
mitigate storm drainage issues anticipated to be required as part of the project permitting. Field
surface is anticipated to be approximately 160,000 SF.

® Pedestrian and spectator improvements. The northern field is generally 6-8 ft. lower than the
Phase 1 fields. The site plan will take advantage of the elevation change, allowing for spectator
areas raise/elevated above the field for superior viewing. The pathway system will be modified to
accommodate an ADA path of travel at the field perimeter, and connect the pedestrian pathway
system to the southern field constructed in Phase 1.
® To minimize potential future disturbance, the conduit and foundation system for future lighting
associated with Phase 2 field will be installed and connected to the infrastructure installed within
the Phase 1 improvements.
® If not constructed as part of Phase 1 improvements, a Community Garden area consisting of wood
chip pathways and either at grade or raised topsoil planting beds will be constructed at the
northern perimeter of the field, providing a separation / buffer from residential properties to the
north, and taking advantage of the best solar exposure on the site.
Phase 3 Description:
Phase 3 Improvements are anticipated to complete the athletic facility improvements and will include:
® A one story restroom and concession building.
® Pedestrian paving improvements to complete connections and accessibility to the
restroom/concession building
Sports field lighting including light poles, luminaires, and lighting controls for all fields. Lighting
will consist of poles ranging from 60 ft. to 85 ft. height, with multiple metal halide or LED shielded
floodlight fixtures mounted to the tops of the poles.
The overall site area, including all phases of work is approximately 468,800 SF, or approximately 10.76
acres.
