Dear Mr. Harding,
The City of Edmonds has reviewed the January 20, 2015 resubmittal for the new playfields at
former Woodway High School (PLN20140065, PLN20140066 and PLN20140067) and the
February 6, 2015 application for playfield lighting (PLN20150008 and PLN20150009) at 23200
100th Ave. S. Pursuant to Edmonds Community Development Code (ECDC) Section 20.02.002,
the applications have been determined to meet the procedural submission requirements and
therefore are complete; please accept this letter as the City's completeness notice in
accordance with ECDC 20.02.003. While the applications are technically complete, the City may
request additional information during review of the project with which to make a decision.
The City will proceed with the public notice portion of the project as required by Chapter 20.03

Subject: Letter of Incomplete Application and SEPA Comments
Former Woodway High School Multipurpose Sports Fields
Files: PLN20140065, PLN20140066 &.PLN20140067
Dear Mr. Harding:
The City of Edmonds has reviewed the application for design review (PLN20140065), a variance
(PLN20140066), and a conditional use permit (PLN20140067), -in relation to the proposal to
update the play fields and related facilities at the Former Woodway High School. Pursuant to
Edmonds Community Development Code (ECDC) Section 20.02.002, the application has been
determined to be incomplete. The following information must be submitted in order to make
the application complete:
1) Revised cover letter. Please clarify the scope of the variance and the conditional use
permit. In speaking with Matt Finch, the intent is to obtain all land use permits at
this time but that was not clearly described. No additional permits or fees are
required; however, please indicate how the variance being sought is not only for the
catch fence height in the RS -8 zoned portion of the site but also for the height of the
light poles in that zone. Likewise, describe how the conditional use permit is
intended not only for the fencing in the OS -zoned portion of the site but also for the
light poles.
In addition, per ECDC 20.02.002.E, describe how.the proposal satisfies the applicable
standards, requirements and criteria in the development regulations. Include here a
discussion of the underlying zoning requirements as well as noise (Chapter 5.30 of
the Edmonds City Code) and property performance standards (Chapter 17.60 ECDC).
2) Design review materials. Because design review is required, appropriate materials
must be provided for the Architectural Design Board and Hearing Examiner to
review. Please refer to page 7 of the Design Review handout (139), which is available
on the City's website. In addition, please submit the following information:
a. Before/after comparison. Photographs of the existing site taken from the
parking lot towards the edges of the site compared with photosimulations of the
same views with the project elements superimposed.
b. Photometric drawing showing proposed light intensities at the edges of the,site
after the lights are installed.
c. Color renderings of any elevation drawings. This must at least include the
proposed field house/concession stand as well as the dugout and back stop
areas.
d. Materials. `Submit spec sheets, photographs or similar for the materials used
throughout the project— bleachers, field house/concession stand, dugouts,
fence and ball control netting, light poles and lights, etc.
3) Access and parking plana Fire Marshall John Westfall has requested an access and
parking plan: "Provide vehicle access plan to existing and new functional areas
including parking allotments. Show gates and turnarounds provided. Callout fire lane
for existing school functions`as well as interface with emergency response capability
to new functional areas." Explain how the project will comply with the parking
requirements in Chapter 17.50 ECDC.
Please keep in mind that a complete response to this information request must be received
within 90 days or the application will lapse for lack of information (ECDC 20.02.003.13).
SEPA Comments
It is understood that the Edmonds School District will be acting as the lead agency for the
environmental review of this project. The following comments are in response to the
project Environmental Checklist dated November 11, 2014:
1. Section 1, #8. A City of Edmonds critical area checklist is on file for the site =
CRA19930154.
2. Section 1, #10. Other required permits include a City of Edmonds variance.
3. Section 2, #8(e). Eastern two-thirds of the project site is zoned Single Family Residential
(RS -8) while the western one-third is zoned Open Space (OS).
4. Section 2, #8(f). Eastern two-thirds of the project site is designated Singe Family —
Urban 1. Western one-third is designated Open Space. Entire site is within the 'Old
Edmonds Woodway High' overlay area.
Section 2, #8(h). There are critical areas present including erosion and landslide areas
around the perimeter of the site. The perimeter forested buffer areas on the school
grounds are also identified as a Fish & Wildlife Habitat Conservation Area.

NOTICE OF APPLICATION
PROJECT DESCRIPTION: Edmonds School District, in cooperation with Verdant Healthcare and the City of
Edmonds, is proposing a phased -project to upgrade the existing sports fields at the
former Woodway High School. This phase involves installing two new illuminated
synthetic turf multiuse fields along with associated catch fencing, backstops and
dugouts. A rubberized jogging track and walking paths will surround the project. This
consolidated project requires a design review recommendation by the Architectural
Design Board. The final decision on the project's design as well as conditional use
permits and variances for the height of the back stops, fencing and lights will be made
by the Hearing Examiner. If future funding is available, a second set of fields,
backstops, fencing and lights will be installed along with a field house/concession
stand; separate land use and building permits would be required for that work.

I. PROJECT PROPOSAL
The Edmonds School District, in cooperation with Verdant Healthcare and the City of Edmonds,
is proposing to upgrade the existing athletic fields at the former Woodway High School
(Attachment 1). The first phase of this three-phase project involves installing two new
synthetic turf fields together with catch fencing, backstops, bleachers, dugouts and lights
(Attachment 2). A rubberized walking path will surround the fields (Attachment 3, Sheet F-1.0).
The School District has applied for a building permit to make the field improvements
(BLD20141182); the light poles are not included but could be added to that permit or be
permitted separately.
If future funding is available, a second set of fields, backstops, fencing and lights will be
installed along with a field house/concession stand; separate land use and building permits
would be required for that work. The existing school buildings, parking areas and vehicular
circulation patterns will remain unchanged (Attachment 3, Sheet F-0.0).
Because part of the field upgrade will occur in the Open Space zone (Attachments 4 & 5), the
Architectural Design Board must review the design of the proposed improvements ["...each
public use will undergo extensive review by the ADB in light of its relationship to its surrounding
neighbors..." ECDC 16.80.030]. There are few specific design standards for a redevelopment
project like this but the Comprehensive Plan and Edmonds Community Development Code do
contain design guidance applicable to certain elements such as lighting and landscaping.
This design review is being consolidated with two conditional use permits and two variances
(PLN20140066, PLN20140067, PLN20150008, and PLN20150009). The CUPS and variances are

required because the site is split -zoned [Open Space (OS) and Residential Single Family (RS -8)]
and because the height of the proposed fencing and light poles exceeds that which is regularly
allowed in the OS and RS -8 zones. Fence height will range in height between 8' and 30'
(Attachment 3, Sheets F-1.5, F-2.5 and F-2.6) while the light poles will be from 60' to 90' tall
(Attachment 8, Sheets E-1.0 & E-2.0).
Because this is a consolidated review, the ADB will make a recommendation about the
project's design to the Hearing Examiner who will then hold a public hearing and issue the final
decision on the design of this phase of the project as well as the four associated land use
permits.

A "Notice of Application and Public Meeting" was published in the Herald Newspaper, posted
at the subject site, as well as the Public Safety Complex, Community Development Department,
and the Library on February 18, 2015 (Attachment 6). Notices were also mailed to property
owners within 300 feet of the site. No public comments have been received as of the date of
this report. Public comment will be requested as part of the public hearing process before the
Hearing Examiner at a future date.
This application was reviewed and evaluated by Fire District #1 as well as the Building and
Engineering Divisions (Attachment 7). Each group, in addition to Planning, Public Works and
others, will review the associated building permit for compliance with all applicable codes.
1. Topography: The bulk of the site where the school and fields are located is level. Steeper
slopes fall away from the level area on the east, south and west.
2. Soils: According to the Soil Survey of Snohomish County Area, Washington, the level
portion of the site is underlain by "Urban land" soils. The east slope is underlain by soils
identified as "Alderwood Urban Land Complex, 2 - 8% slopes"" while the south and west
slopes are composed of "Everett gravelly sand loam, 15 — 25% slopes".
3. Critical Areas: A critical area determination in 1993 (CRA19930154) identified the site as a
conditional waiver. When the critical areas code was updated in 2005, the site was
reclassified to contain areas of possible erosion and landslide hazards as well as a 'School
Grounds' habitat conservation area for the forest buffer around the school and fields.
4. Wildlife: Wildlife associated with the property is typical of an urban environment including
song birds and small mammals.
5. Vegetation: The site has typical school landscaping with large areas of grass while the
whole site is surrounded by the forest buffer noted above.
6. Shoreline: The subject property is not located within shoreline jurisdiction.
The school site is surrounded by single family neighborhoods. The Westgate commercial area
is to the northeast of the site (Attachments 4 & 5).

The recently updated Parks, Recreation and Open Space (PROS) Plan, adopted by City Council
in February 2014 and referenced in the Comprehensive Plan, identified the development of a
sports field complex at the Former Woodway High School as a "big idea" (page 3-2) and a
provided a specific objective for the Parks and Open Space goal:

"2.E Implement previous community process to work with the Edmonds School District
to redevelop the Former Woodway High School site into a regional sports and
recreation asset with adult soccer/multi-sports turf fields, providing for year-round
recreation options and serving a growing community. Involve the community in design
development." [Chapter 4: Action Plan, page 4-4]
The Comprehensive Plan designation for this site is split between "Open Space" and "Single
Family Urban 1"; as a result, the proposal is subject to the design guidance found in the
Comprehensive Plan's Urban Design Element. As noted previously, the larger site will remain
unchanged including the school buildings, vehicular access and parking. The following analysis
relates the field upgrade project to the applicable goals and objectives for site design as
identified in the Urban Design Element (pages 92-98).
C.7. Design Objectives for Open Space.
C. 7. a. To create green spaces to enhance the visual attributes of the
development and encourage outdoor interaction.
C.7.b. To provide places for residents and visitors to meet and to interact.
C.7.c. To provide an area for play, seating and other residential activities.
Comments: The field upgrade project supports this objective. Use of the new playfields will be
scheduled by the City of Edmonds Park Department and will provide day and evening
opportunities for recreation and interaction year-round.
C.10. Design Objectives for Lighting.
C.10.a. Provide adequate illumination in all areas used by automobiles,
bicycles and pedestrians, including building entries, walkways,
parking areas, circulation areas and other open spaces to ensure a
feeling of security.
C.10.b. Minimize potential for light to reflect or spill off-site.
C.10.c. Create a sense of welcome and activity.
C.10.d. Provide adequate lighting for signage panels.
Comments: The proposed lighting will be directed toward the playfields and shielded to
minimize spill off-site (Attachment 8, Sheets E-1.0, E-2.0 and SPL -1.0). The lighting spill plan
(Sheet SPL -1.0 of Attachment 8) shows that the use of cut-off directional lights, in combination
with the existing forested buffer at the site boundaries, will result in minimal light spill off of
the site.

Comments: The existing forested buffer and steep slopes surrounding the site will not be
disturbed. Typical erosion and sediment control best management practices will be required
during construction.
With conditions, staff feels that the proposal satisfies the referenced goals, policies and
objectives of the Comprehensive Plan.
1. ECDC 20.11 General Design Review
ECDC 20.11.030 lists the criteria for Site Treatment that must be met.
A. ECDC 20.11.030.8. Site Treatment. The existing character of the site and the nearby
area should be the starting point for the design of the building and all site treatment.
The following are elements of site treatment:
1. Grading, vegetation removal and other changes to the site shall be minimized where
natural beauty exists. Large cut and fill and impervious surfaces should be avoided.
Comments: The existing athletic fields were cleared and graded level when
Woodway High School was originally developed. As a result, minimal additional
grading will be required with this project and the forested buffer will remain
(Attachment 3, Sheets F-1.2 & F-1.3).

2. Landscape treatment shall be provided to enhance the building design and other site
improvements.
Comments: The existing expanse of turf grass will be replaced with artificial turf,
pervious and impervious paths, as well as turf grass in some locations (Attachment
3, Sheet F-1.1).
3. Landscape treatment shall be provided to buffer the development from surrounding
property where conflict may result, such as parking facilities near yard spaces,
streets or residential units, and different building heights, design or color.
Comments: No change to the forested buffer is proposed. A row of trees is
proposed along the entrance drive adjacent to the fields (Attachment 9). The
species and the size of the trees were not identified.
4. Landscaping that could be damaged by pedestrians or vehicles should be protected
by curbing or similar devices.
Comments: The proposed trees between the entry drive and the updated fields will
be protected by curbing.
5. Service yards, and other areas where trash or litter may accumulate, shall be
screened with planting or fences or walls which are compatible with natural
materials.
Comments: No service yards are proposed.
6. All screening should be effective in the winter as well as the summer.
Comments: The existing forested buffer around the site contains a mix of evergreen
and deciduous trees and shrubs that provide year-round screening and interest.
7. Materials such as wood, brick, stone and gravel (as opposed to asphalt or concrete)
may be substituted for planting in areas unsuitable for plant growth.
Comments: No such areas are proposed.
8. Exterior lighting shall be the minimum necessary for safety and security. Excessive
brightness shall be avoided. All lighting shall be low-rise and directed downward onto
the site. Lighting standards and patterns shall be compatible with the overall design
theme.
Comments: The proposed light locations and patterns are compatible with the
redesign of the athletic fields and light spill is kept to a minimum as a result
(Attachment 8, Sheets E-1.0 & SPL -1.0).
Staff feels the proposal is consistent with design criteria contained within ECDC
20.11.030.B.
2. ECDC 20.13 Landscaping Requirements
ECDC 20.13 contains specific landscaping requirements for new developments, which the
ADB may alter in accordance with the design review chapter. Because this project involves

redevelopment of existing grass playfields into artificial turf fields, few landscaping changes
are proposed. The main change is the addition of a row of trees in a planting strip between
the access drive and the fields (Attachment 9). The types and sizes of the trees are not
shown on the plan - the ADB could recommend a tree species or could leave it to the
applicant to work out with staff during building permit review.
Staff feels with the proposed recommendations that the proposed landscaping generally
consistent with the requirements of ECDC 20.13.

CONSOLIDATED PERMIT APPLICATIONS (No Public Participation):
File Number PLN 20140065: Former Woodway High School Field Improvements. Edmonds School District, in
cooperation with Verdant Healthcare and the City of Edmonds, is proposing a phased -project to upgrade the
existing sports fields at the former Woodway High School. This phase involves installing two new illuminated
synthetic turf multi -use fields along with associated catch fencing, backstops and dugouts. The consolidated
project requires a design review recommendation by the Architectural Design Board (ADB). The final decision
on the project's design, as well as conditional use permits and variances for the height of the backstops, fencing
and lights, will be made by the Hearing Examiner.
Mr. Clugston presented the Staff Report, and Edward Peters, Capital Facilities Director, Edmonds School District; Nate
Finch, Design and Construction Manager, Edmonds School District; and Bob Harding, Principal, D.A. Hogan and
Associates, were present to represent the applicant.

DESCRIPTION OF PROPOSAL: The proposal is the construction of a multi-purpose athletic field complex that is to occur
in three phases. Phase 1 consists of one large multi-purpose synthetic turf athletic field with subsurface drainage to replace an
existing natural turf multi-purpose field. This field currently accommodates little league baseball, softball and soccer uses.
This field will be large enough to accommodate 2 full size soccer fields that can also accommodate lacrosse and two full little
league baseball/softball fields with associated backstops, dugouts, ball control fencing and netting as well as pedestrian
improvements. A pedestrian walking path will be constructed around the field with accommodation for connection in future
phase. Depending on funding, a community garden area may be developed, including wood chip pathways and raised garden
bed areas. To minimize potential future disturbance, the conduit and foundation system for future lighting associated with the
Phase 1 field will be installed.
Phases 2 and 3 will be constructed at a future date depending upon funding availability and will include an identical
multipurpose synthetic turf field to the North which will connect the pedestrian pathway system to the southern field
constructed in Phase 1. To minimize potential future disturbance, the conduit and foundation system for future lighting
associated with Phase 2 field will be installed and connected to the infrastructure installed within the Phase 1 improvements.
Phase 3 includes a one story restroom and concession building, minor pedestrian paving improvements and sports field lighting
for all fields. Impacts of all three phases were considered in the SEPA Environmental Checklist.
The proposed action will require approval of grading, fill and excavation, building permits, height variance approval as well as a
Conditional Use Permit from the City of Edmonds. It will also require a Washington State Department of Ecology Construction
Stormwater Permit.

LEAD AGENCY: Edmonds School District No. 15
The lead agency for this proposal has determined that the proposal does not have a probable significant adverse impact on the
environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This determination
assumes compliance with State law and City of Edmonds ordinances related to general environmental protection including, but
not limited to: demolition and utilities. This decision was made after review of a completed environmental checklist and other
information on file with the lead agency. This information is available to the public upon request.
Note: Issuance of this threshold determination does not constitute approval of the permit. This proposal will be reviewed for
compliance with all applicable City of Edmonds, which regulate development activities.
It is the policy of the District that, when undertaking an action involving the exercise of substantive SEPA authority, the District

for Phase 1 is approximately 298,000 SF, or approximately 6.84 acres.
Phases 2 and 3 will be constructed at a future date depending upon funding availability and will include an
identical multipurpose synthetic turf field to the North which will connect the pedestrian pathway system
to the southern field constructed in Phase 1. To minimize potential future disturbance, the conduit and
foundation system for future lighting associated with Phase 2 field will be installed and connected to the
infrastructure installed within the Phase 1 improvements.

horizontal to 1 vertical (50%), typically sloping away from the project area. These forested areas are
outside the project limits and will not be disturbed as part of the proposed improvements.
c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If
you know the classification of agricultural soils, specify them and note any agricultural land of
long-term commercial significance and whether the proposal results in removing any of these
soils.
Based upon the Natural Resources Conservation Service Web Soil Survey, the underlying soils within
the project area are classified as Urban Land (fill). A Geotechnical Engineering Report has been
prepared for this project by Associated Earth Sciences Inc., dated June 4, 2014. The subsurface soils
observed with the exploration borings were consistent with the NRC Web Soil Survey, which found
existing fill ranging in depths from 4 to 11 feet below the existing ground surface elevation.
Are there surface indications or history of unstable soils in the immediate vicinity? If so,

Localized surface erosion may occur as a result of clearing and grading operations, however due to the
flat slopes on site and the location of the limit of site disturbance proposed this is expected to be
minor as the project site is composed primarily of slopes under 2%. Minor localized erosion may occur
as a result of construction activities, however will not extend outside the project limits. Use of on-site
erosion control measures including silt fences, construction entrances, catch basin protection,
interceptor swales, and other standard construction erosion control practices and Best Management
Practices, and seasonal limitations of construction will control potential on-site erosion.
g. About what percent of the site will be covered with impervious surfaces after project
construction (for example, asphalt or buildings)?
The project proposes the synthetic turf surface field area and surrounding track surfacing to be
vertically draining (technically pervious), which have not been included in determining impervious
surface coverage for the project area. The proposed hardscape surfaces for Phase 1 includes the
concrete walkways/plaza areas to the north and east sides of the field area totaling 22,651 square
feet. A portion of the pedestrian areas will be developed with pervious concrete paving. Within the
disturbance area, the proposed hardscape surfacing equates to approximately 10.3% coverage after
Phase 1 of the project construction.
Phases 2 and 3 of the project will be nearly identical to Phase 1 in terms of the use of synthetic turf
and rubberized surfacing and proposed hardscape surfaces. Future phases are anticipated to add
approximately 11,100 sf of hardscape/impervious surfacing including a concessions building (Phase
3). The combined hardscape equates to approximately 4% coverage after these Phases are
completed but the exact extent will not be known until those phases are designed.
Proposed measures to reduce or control erosion, or other impacts to the earth, if any:
To the extent possible the disturbed area of the project site will be limited to minimize erosion
potential. To reduce erosion, some or all of the following vegetative cover practices may be
implemented as site conditions dictate: seeding, mulching and matting, and/or clear plastic covering.
Structural practices to control erosion include a stabilized construction entrance, filter fabric fence for
perimeter siltation control, temporary interceptor trenches, check dams and a sediment settling tank.
All catch basins in the vicinity of the work will have erosion protection throughout the construction
period.
All work will be performed in compliance with local and state code and permitting requirements.
2. Air
a. What types of emissions to the air would result from the proposal during construction,
operation, and maintenance when the project is completed? If any, generally describe and give

Emissions to the air would result from the movement of earth, and exhaust from construction

Ground water will not be permanently withdrawn as part of this project; it is possible that a limited
amount of ground water will be removed on a temporary basis during construction if perched
groundwater is encountered in utility trenching. In the finished condition, the stormwater within
the vertically draining field section will be collected via a subsurface drainage system and routed
into the existing storm water collection system on site. Before it reaches the subsurface drainage
system, as the water is moving through the base crushed rock and sand materials, some water could
enter the ground water system via infiltration. It is expected that stormwater infiltration into the
subgrade will be relatively limited; however the quantity of infiltration is not known.
2) Describe waste material that will be discharged into the ground from septic tanks or other
sources, if any (for example: Domestic sewage; industrial, containing the following
chemicals... ; agricultural; etc.). Describe the general size of the system, the number of
such systems, the number of houses to be served (if applicable), or the number of animals
or humans the system(s) are expected to serve.
No waste materials will be discharged into the ground due to this project. Not Applicable.
c. Water runoff (including stormwater):
1) Describe the source of runoff (including storm water) and method of collection and disposal,
if any (include quantities, if known). Where will this water flow? Will this water flow into
other waters? If so, describe.
The primary source of storm water runoff will be rainfall. Rainfall landing upon the pervious field
surface will percolate vertically through the engineered permeable aggregate base profile.
Stormwater will be collected in a subsurface drainage system and routed via underground piping
through an engineered flow control device. The discharge from the flow control device will connect
to the existing storm drainage system for the school campus.
2) Could waste materials enter ground or surface waters? If so, generally describe.
It is not anticipated that waste materials would enter surface or ground waters. None of the
proposed impervious surfaces will be subject to pollutant generators. No fertilizers will be used on
the synthetic turf field. The field drainage section has a permeable aggregate layer below the
synthetic turf. Runoff from the field will infiltrate through this aggregate layer prior to collection in
the subsurface drainage system.
2) Does the proposal alter or otherwise affect drainage patterns in the vicinity of the site? If so, describe.
All drainage improvements will be limited to within the property limits. There will be no affect to drainage
patterns in the vicinity of the site or offsite.
Proposed measures to reduce or control surface, ground, and runoff water, and drainage
pattern impacts, if any:
To ensure that peak flow rates from the effective impervious surfaces are comparable or less than
predeveloped/historical peak flow rates from the site, flow control will be added at the stormwater
discharge point from the field area. The flow control will take advantage of the available storage
within the permeable aggregate base in the field, as well as the subsurface drainage lateral trenches
and central collector drain line. It is anticipated that with the proposed flow control structure in
place, for most rain events there will be a reduction in runoff rates from the project area as a result of
this project. In addition to the flow control structure, the field section that includes imported crushed
aggregate will help attenuate the discharge and provide natural storage within the field base material.
This is expected to result in a reduction in peak runoff rates from the project area. Due to the

relatively flat gradients, the travel velocities as water percolates laterally through the base gravel are
slow and the void spaces, in effect, function as temporary storage — the void spaces in the imported
aggregate become saturated during storm events between the subsurface drainage trenches.

lighting, the restroom and concession building, occasional power requirements from exterior
mounted duplex outlets.

c. What kinds of energy conservation features are included in the plans of this proposal? List other
proposed measures to reduce or control energy impacts, if any:
Projects of this nature (replacing grass athletic surfaces with artificial) are generally understood to
produce a measureable reduction in the use of gasoline or diesel powered maintenance equipment,
water, and chemical additives in the form of pesticides and herbicides. Regardless of when field
lighting improvements are installed, whether in Phase 1 or in future Phase 3, floodlights with dimming
capabilities will be used to reduce electrical energy use. Fully programmable lighting controls will be
used to limit energy use by ensuring the lights are turned off when the field is not in use. The project
does not propose to quantify these savings for any particular purpose.
7. Environmental health
a. Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire
and explosion, spill, or hazardous waste, that could occur as a result of this proposal? If so,
describe.

Existing noise includes traffic and user noise generated through use of the school site. Use will
remain as currently exists on the site, with outdoor recreational activities.

short-term or a long-term basis (for example: traffic, construction, operation, other)?
Indicate what hours noise would come from the site.
There would be short-term noise impacts from construction activities such as clearing, grading and
other field construction actions. Initially, noise would be created by heavy equipment such as
backhoes, graders and trucks. Once the base is in place, noise would be created primarily from
pneumatic power tools, saws, hand tools and occasional trucks delivering building materials.
In the long term, noise levels would be consistent with existing levels. There may be a level of
noise such as cheering associated with each of the fields during active use; however that is the
current existing use. There is no PA system or amplified music or noise systems associated with
this project. (Noise associated with maintenance activities such as mowing equipment is
significantly reduced as the synthetic turf maintenance requirements represent a significant
reduction from that associated with natural turf.
3) Proposed measures to reduce or control noise impacts, if any:
Construction hours will be limited to times posted by the City of Edmonds. Once
complete, the District will limit the use of the field to comply with local noise ordinance.
The field will continue to be used only consistent with existing uses. Scheduling and
maintenance of the field will be completed by City of Edmonds, Department of Parks
and Recreation staff.

The project specific area surrounded by the school site (School building and additional fields to the
North and East and Residential surrounding the entire school property).

8). The Western one-third of the site is designated Open Space (OS). Within the area of the
Phase 1 Improvements, there is approximately 24,000 SF within the RS -8 zone and 264,000
SF in the Open Space zone.
In Phases 2 and 3, there is approximately 170,800 SF within the Open Space Zone, and the
same 24,000 SF within the RS -8 Zone that will be disturbed.

The Eastern two-thirds of the project site is designated Single Family — Urban 1. Western one-
third is designated Open Space. Entire site is within the "Old Edmonds Woodway High"
overlay area.

Depending upon funding availability, field lighting improvements may be included in Phase 1 or Phase
3. There are no lighting improvements planned in Phase 2.
Lights will be used after sunsetuntil-approximately 10:00 PM,- or earlierestablished-in
cooperation with the City of Edmonds. The lighting provided will consist of cutoff style floodlights
utilizing Metal Halide or Light Emitting Diode (LED) lamps which will be mounted on poles surrounding
the fields. The lights will be aimed to the playing field that it is intended to illuminate. The type of
light that will be produced consists of direct glare, reflected glare, light trespass and sky glow.
b. Could light or glare from the finished project be a safety hazard or interfere with views?

c. What existing off-site sources of light or glare may affect your proposal?

Proposed measures to reduce or control light and glare impacts, if any:
Regardless of whether installed in Phase 1 or in Phase 3, the new athletic field lighting system will
utilize floodlights with the best available technology in shielding and reflector design to reduce the
lighting impacts off of the field and into the night sky. External visors, internal devices and high
efficiency reflectors will be utilized to minimize lighting impacts. Electrical equipment that allows for
reduced wattage operation of the floodlights will be incorporated to minimize the amount of lighting
initially needed to light the fields.
12. Recreation
a. What designated and informal recreational opportunities are in the immediate vicinity?
The project site is within an existing school site. The project site includes an existing baseball/softball
and soccer field, with adjacent running track and football/soccer field.

A minor disruption to existing owner controlled recreational uses will occur during Phase 1 during
Spring/Summer 2015.

The project is entirely educational (physical education) and recreational in nature, and improves an
existing educational and recreational resource. The project will expand the use of the fields through

With the proposed development, there is not an anticipated increase in peak number of vehicle trips
generated. Scheduling of the field use outside the school day will be the responsibility of the City of
Edmonds Parks and Recreation Department, and close coordination will be completed with School

facility during wet weather may result in more use from the community which would occur on a
weekend or during the evening, outside of typical use periods by students.

Dear Mr. Harding,
The City of Edmonds has reviewed the March 6, 2015 submittal for a variance for the -height of
light poles in the Open Space (OS) zone at the former Woodway High School at 23200 1001h
Ave. S. The height of these light poles was originally to be reviewed by the Hearing Examiner
through a conditional use permit (PLN20150008) in a consolidated review but that permit was
withdrawn when it was realized the height of the poles in question were taller than what the
code allowed through a conditional use permit.
Pursuant to Edmonds Community Development Code (ECDC) Section 20.02.002, the application
has been determined to meet the procedural submission requirements and therefore is
complete; please accept this letter as the City's completeness notice in accordance with ECDC
20.02.003. While the application is technically complete, the City may request additional
information during review of the project with which to make a decision.
The City will proceed with the public notice portion of the project as required by Chapter 20.03

PROJECT DESCRIPTION: Edmonds School District, in cooperation with Verdant Healthcare and the City of
Edmonds, is proposing a phased -project to upgrade the existing sports fields at the
former Woodway High School. This phase involves installing two new illuminated
synthetic turf multiuse fields along with associated catch, fencing, backstops and
dugouts.
The School District requests a variance from the maximum allowed height for structures
in the Open Space zone for light poles associated with the field upgrade project. These
light poles were originally to be reviewed by the Hearing Examiner through a conditional
use permit (PLN20150008) but that permit was withdrawn when staff realized the
height of the poles in question were taller than what the code allowed through a
conditional use permit. The proposed poles will range from 70' to 90' in height.

NOTICE OF PUBLIC HEARING
PROJECT DESCRIPTION: Edmonds School District, in cooperation with Verdant Healthcare and the City of Edmonds, is

School. This phase involves installing two new illuminated synthetic turf multiuse fields along with
associated catch fencing, backstops and dugouts. The project site is split -zoned between Open
Space (OS) and Single -Family Residential (RS -8).
This consolidated project first required a design review recommendation by the Architectural
Design Board. The ADB recommended approval of the design of the project, with conditions, on
March 4, 2015. It should be noted that the original conditional use permit for light pole height in
the OS zone (PLN20150008) was then withdrawn by the School District when staff realized the
height of the proposed poles in question was taller than what the code allowed through a
conditional use permit. The School District subsequently applied for a variance for light pole height
in the OS zone (PLN20150013). The design of the project and lights has not changed from what
was recommended for approval by the Architectural Design Board, only the type of permit that the
Hearing Examiner reviews. The final decision on the project's design as well as the conditional use
permit and variances for the height of the back stops, fencing and light poles are made by the
Hearing Examiner.

PROJECT DESCRIPTION: Edmonds School District, in
cooperation with Verdant Healthcare and the City of Edmonds, is
proposing a phased -project to upgrade the existing sports fields
at the former Woodway High School. This phase Involves
installing two new Illuminated synthetic turf multiuse fields along
with associated catch fencing, backstops and dugouts. The
project site is split -zoned between Open Space (OS) and Single -

This consolidated project first required a design review
recommendation by the Architectural Design Board. The ADB
recommended approval of the design of the project, with
conditions, on March 4, 2015. It should be noted that the original
conditional use permit for 11 ht pole height In the OS zone
(PLN20150008) was then withdrawn by the School District when
staff realized the height of the proposed poles in question was
taller than what the code allowed through a conditional use
permit. The School District subsequentlyy applied for a variance

of the project and lights has not changed from what was

Dear Hearing Examiner Olbrechts,
Thank you for your attention to Edmonds School District's (the "School District's") consolidated
application for a variance, architectural design review, and conditional use permit ("CUP") for
the athletic fields renovations (the "Project") at the former Woodway High School site located at
23200100 th Avenue West (the "Application"). The Project is to update the existing athletic -
fields at the former high school site and convert the existing softball field into a synthetic turf
multipurpose field. Following construction, the field will be maintained and scheduled by the
City of Edmonds Parks Department.
These permit applications were consolidated for review under Edmonds Community
Development Code (``ECDC") 20.01.002. Pursuant to ECDC 17.00.030, the Hearing Examiner
has authority to review and provide a recommendation to the Edmonds City Council regarding
this application for a variance for a public structure and use. According to ECDC 20,01.002(C),
the Edmonds City Council shall hear the permits collectively.
The Project continues to satisfy the current zoning for the property as a Permitted Primary Use in
the Open Space zone (majority of the site) and, for the 24,600 square foot portion at the
southeast corner of the site, the RS -8 Zone. Two proposed design elements, however, require
variance from the Code. These are:

Backstop/Fencing5. ' Height Variance ECDC 16.20.030, 16.65.010 and 16.80.030 set a
maximum height of 25 feet in the Open Space and RS -8 zones. The variance would
provide a 5 -foot variance to height for the backstop/fencing structures, which are
designed at 30 feet for safety and effectiveness.
2. Light Pole Height. The height of light poles at the site will range from 60 feet to 90 feet.
Given the height of these structures, the playfield lighting requires a conditional use
permit, variance and architectural design review (ECDC 16.65.010 and 16.80.010(C)).
The criteria for approving such a CUP and variance are set forth in ECDC 16.65.010,
16.80.020 and 20.05.010.
The Project is a. partnership between the School District, the City of Edmonds and Verdant
Health Commission. It has been in development for many years but just recently received full
funding. The School District has been seeking public comment on the Project this month in
response to concerns that were recently raised by community members. These comments have
focused on issues regarding the proposed synthetic turf materials,and questions about whether
those materials present environmental and/or health hazards.
These topics regarding the choice of turf material fall outside the scope of the issues presented in
and the criteria for approval of the Application. The School District can replace the existing turf
material for the existing fields without any conditional use permit or variance. The School
District, in connection with the larger project and its role as lead agency under the State
Environmental Policy Act, Chapter 43.210 RCW ("SEPA") for its project (WAC 197-11-926),
is in the process of holding public meetings to accept information regarding these issues. Public
meetings are being held this afternoon at the Former Woodway High School library and
tomorrow evening (March 18t') at the Former Woodway High School gymnasium. The School
District will evaluate these matters and determine if there is substantial evidence of probable,
significant, adverse environmental impacts that were not previously addressed in the SEPA
Checklist, SEPA analysis, or threshold determination for the Project.
Again, although these turf material issues are outside the scope of the Application, the School
District wants to inform the City of the concerns and the School. District's review processes. The
School District will provide an update of any further action it takes pursuant to SEPA. If you

Dear Mr. Clugston,
As a continuation of the Former Woodway High School Multipurpose Sports Field project
previously submitted for land use approval, we have applied for a variance related to height of
backstop, fencing and netting. Unfortunately there is not a "standard" or minimum height for
backstop improvements.
The current maximum 25' height of structures within the land use zone is not ideal to protect
the adjacent public and pedestrian areas from impacts of batted, foul and thrown balls. At the
recreation level of play anticipated, including all age groups, a typical backstop will range from
30'-40' above adjacent finish grade and we have included this height for most backstops on
recreational fields in other communities including fields in Redmond, Sammamish, Shoreline,
Seattle, Bellevue and Issaquah. For this project, and due to the adjacency of school buildings as
well as walkways associated with school activities as well as recreational activities, we are
recommending 30' ht. A 25' ht. backstop will "catch" fewer errant balls and there will be a
resultant an increase of foul or batted balls; overthrown balls; and errant kicks entering the
public circulation and spectator areas. Often the public areas have pedestrians that are not
focused on activities on the field, therefore unaware of the potential for balls (soccer, lacrosse,
softball, and baseballs) entering a shared space. This incremental increase to 30' ht. will not
materially impact the visual image of the facility, and will add needed protection to the public.
By way of comparison, the City of Sammamish has a shared facility for multi-purpose fields at
Eastlake High School. The current 8' perimeter fence adjacent to a grandstand/bleacher area
has proven to be inadequate, and the city will be increasing the height of that fence and netting
system up to 30' ht. to protect adjacent users, and to keep balls out of other facilities.

Along with my family, I am a strong supporter of the proposed Former Woodway High School Athletic Field
Improvements. We support the improvements both as neighbors to the fields and as parents of children who play
sports at these fields. We need these facilities for the safety of our kids and we fully support the development of these
fields. The current state of the fields is quite dismal. The soccer field clearly has drainage issues, with large puddles of
water throughout the field. The baseball diamond is completely rundown. Having turf fields will provide the year round
ability for kids to be outside and playing. Providing safe places for our children to play sports should be a priority to the
Edmonds School District and the City of Edmonds. It offers not only our kids, but other members of the community, a
chance to be outside and active.

Dear Mr. Finch, Mr. Clugston and Mr. Kosovich,
Thank you for all of your efforts to remodel the fields at the former Edmonds/Woodway High School. I can imagine it's a
great deal of effort and I appreciate your hard work.
I support the project but write with a few concerns and suggestions. First, I was told (perhaps incorrectly?) that the new
field turf would utilize the rubber scraps that have recently been shown to contain carcinogenic chemicals. I understand
that several other cities have substituted a slightly more expensive (but safer) rubber material in their new fields since
these studies have come out. I think all children playing on the field deserve the safest possible rubber material.
Secondly, even though I don't live near the field, I am opposed to lighting it at night. While outdoor recreational activity
is always positive, it never seems to be quite as safe at night, and I can certainly sympathize with the neighbors who
don't want nighttime activity and light pollution to be an everyday occurrence. Additionally, the light posts themselves
on soccer fields pose hazards; many kids crash into them and get injured, even though no one thinks about that
possibility when they are constructed. They also inhibit certain sports and activities by getting in the way of balls or
participants, or even some activities like radio control plane flying and model rocket shooting (both activities are very
common on that field right now and would be substantially diminished). In fact, a new group has just been established,
the Edmonds RC Flyers, who would likely prefer to keep the field exactly the way it is right now. But we also understand
that improvements are generally good for everybody — we just want to minimize unintended negative consequences.
Finally, I believe that I read that the project will proceed in 3 stages, with the first part being work on the southern
portion of the field. If that is correct, you could have a tremendously positive impact on the community if you could
keep the northern half of the field open for use while construction proceeds on the south this spring and
summer. Already, my son's flag football team has been forced to move away from this field to a greatly inferior location
due to imminent construction. If you could find a way to keep the northern part of the field open this spring and
summer while the south is worked on, that would be an awesome boon to the citizens of our community.

Old Edmonds Woodway Turf Fields
I am an Edmonds resident and homeowner since 1991. My wife and I chose this lovely community to raise our kids and
put them through the public school system from K to 12. My oldest daughter is now a freshmen in college and received
an academic scholarship (thank you, ESD!), and my youngest is a sophomore at Meadowdale. I volunteered at school
when work allowed, and volunteered as a coach for two soccer teams connected to Sno-King Youth Club and FC
Edmonds. I also served a short stint on the Edmonds Economic Development Commission, a volunteer body of dedicated
citizens working to improve the economic opportunities for Edmonds. I love this community I call home, and am excited
to see more people spending time downtown.
The part of Edmonds that has always bothered my was the lack of development to support the health of our kids. As a
coach for eleven years it was hard to bring kids on to fields that were hard dirt, uneven and pockmarked grass that
caused joint injuries, and muddy in the spring due to lack of maintenance in the fall or time to rest. What made it
especially hard was going to away games and playing on properly maintained grass and turf fields.
About six years ago the Old Edmonds Woodway High School fields began to open up. They seemed like paradise
compared to other available fields. However, in short time and due to such extreme pressure (before lacrosse), the
upper field would get played on every season, and spring soccer turned them to semi-permanent mud. The lower field
has great grass, but it is the drain field for the upper field (water travels downhill) and the southern end was always
soggy. Then budget cuts to maintenance meant grass cutting was cut back dramatically and turned the blessing of good
growing conditions in to a jungle of really long grass or big clumps of grass clippings. Both conditions dramatically
impacted ability to practice and play. To provide a finer point, long grass means you have to kick the ball harder to get it
to move. This proved to be a disadvantage when we would play away games on turf fields where that hard kick we had
to learn in practice would send the ball careening past the target and either out of bounds or to the opponent's feet.

I pursued numerous attempts to have the city and school pay attention to these unhealthy conditions, including joining
the Economic Development Commission to show how good fields can draw visitors to our town. Soccer and other sports
tournaments have proven across the country to provide economic boosts to the host city.
I can tell you with envy that it was hard to see Shoreline build so many turf fields, more than they actually needed for
the soccer tournament they did develop. How did they get the backing to build so many fields? Because they invested in
the health of their kids.
Which is why I am celebrating now over the fact that the city and school, with the help of Verdant, are now seeking to
invest in our kid's health. The project to turf the OEW fields is a dream come true. While my kids may not directly
benefit, others will. It is exciting to see the stars align and create the opportunity to make a dream of many become
reality. I wholeheartedly support this project, and am willing to volunteer more time and donate what I can to ensure it's
success.
I know from previous discussions that there are those who are against such efforts. I am confused why such a positive
step is seen as a bad move. I know the direct neighbors may have concerns over extended noise and light pollution.
When I have heard these comments I have said that lights turn off at Spm at other facilities, and noise already happens
there. After all it was a high school. If I heard safety concerns due to increased traffic, I reminded them that 1) there is a
dedicated light to that entrance, something missing at both Edmonds Woodway and Meadowdale High Schools, and 2)
parent drivers are generally safer than teen high school drivers. In the end it seems like many concerns I heard were
more from the impact on a few direct neighbors, rather than the positives for the whole community. If I heard any
concerns about the environmental problems of turf, I am able to say I am a long term, and dedicated environmentalist
who has worked with that non-profit sector on various boards for over 25 years; and while I see that putting plastics
down where grass should be seems wrong, the cumulative net impact of turf vs grass in this wet region seems to be a
wash.
Thanks for investing in the future of our kid's health and finally giving our children a home field advantage.

Hello! I am a parent of two daughters that attend Edmonds Heights, located on the campus of the former Edmonds-
Woodway high school. On Friday, they became aware of the plans to re -do the fields and put in artificial turf, and our
family and Edmonds friends are very concerned about this. My daughters have written letters to you (below). We are
truly grateful for the proposed improvements to encourage physical health for the residents and visitors to Edmonds —
please do not erase all this work by exposing everyone, including city workers, to the harmful effects of crumb rubber
fields. You may already be aware that there is much controversy surrounding using artificial turf, because of the health
dangers from being exposed to and playing on this type of field. You may also know that there are several lawsuits
pending in California, and other states have actually halted using crumb rubber fields until more long-term tests are
done. We urge you to re -consider the material used for the re -doing of the field, there are other options out there that
have less adverse health effects than crumb rubber. Also, if there is a way to keep the grass field at all, that would be

I am writing to voice my overwhelming support for the proposed athletic field project at The old Edmonds Woodway
Site. It will be an excellent asset to the community, give us a first class facility to be proud of, and provide some much
needed fields to the area.
As a father of two boys - ages 10 and 12- who each play multiple sports, I know first hand how few quality fields there
are in the area. Ever since hearing about the project my family has been very excited about the possibly of playing on
fields of this high quality right here in our own "back yard". We typically have needed to commute over a half hour each
way to their soccer practices so that their team can play on field turf and not muddy sod. The entire team is excited
about the prospects of playing these new fields.
I also have been coaching in the Edmonds School District for over 20 years, so I know how heavily the current high
schools fields are being used. This facility would allow some of the teams that double, triple and even quadruple book
the fields to spread out. At Lynnwood and Meadowdale there sometimes are youth soccer leagues practicing without
goals because there are two/three teams sharing each field.
Finally, as a teacher, I want to see the district facilities benefitting the community as much as possible. I feel like the
Edmonds Heights property could be so much better utilized. In looked at the drawings I thrilled to see the plan moving
forward and really becoming a gathering spot for many years to come

I am a resident of the 102nd Place West neighborhood and live adjacent to the northeast corner of the
playfield. I have a couple of concerns that I would like you to consider before finalizing this project.
1) The parking is very limited at this location. If the field is to be used by select sports teams as well as adult
teams, as originally stated in the planning meetings years ago, there won't be sufficient parking for even two
fields, let alone all four. We have seen events at the school where parking spills out of the parking lot onto the
school road and also on the north side of the gate that cuts off 102nd Place West from the school property. I
fear that the remedy to this situation will be to eliminate the gate and this will GREATLY impact our
street. We lived here before the gate was installed and the traffic from the school became dangerous. Students
used the street as a 1/4 mile racetrack hitting speeds of 50+ by the time they reached the top of the hill that
drops down onto Highway 104. I believe that was the reason why the gate was installed in the first place.
Our street would become an overflow parking lot with cars lining both sides of the street. Add to that the
increased traffic of people accessing and leaving the playfields and we have a potential traffic nightmare.
2) I am also concerned about the drainage plan. I'm not confident that the existing drainage plan is all that
good considering the constant sogginess in the northeast corner of the grassy field area. I know that the
Architectural Design Board passed the plan that will tie in the new drainage piping to the existing
system. While I don't think it will make the sogginess worse, I can't see this improving it either.
I appreciate your taking the time to read my concerns and hope you will seriously consider them before forging
ahead with this playfield project.

FORMER WOODWAY HIGH ATHLETIC FIELD IMPROVEMENTS
General Comments:
Equipment Storage Capacity: Confirm that the proposed field house has sufficient storage
space for all field equipment including, but not limited to, soccer nets, lacrosse nets, field
hockey nets, baseball bases, pitcher mounds,l and outfield fencing.
Seating Capacity: My initial impression was that the seating capacity may not be sufficient if
the District expects that the fields will eventually host regional `playoffs' (e.g., District 1
Little League tournaments, HS District or State playoffs, etc.). My opinion is that any
additional seating should not be added now, but that the general layout and configuration
should be designed to accommodate additional seating (temporary or permanent) in the
future.
Scoreboards/Scorer booths: I did not see any scoreboards referenced in the plan. If
scoreboards are planned, then scorer booths, with appropriate underground or wireless
connections to the scoreboards, should be included.
Health Risks of Crumb Rubber: Given the recent published reports on the health risks
posed by some crumb rubber used as ballast for artificial turf fields, the District should be
prepared to address those issues not only now, but also after the field improvements are made.
A sign on the field house explaining what steps the District took to address health concerns
might be one means of addressing the issue.
Comments Regarding Use of Fields for High School Baseball:
Field Orientation — Direction of Afternoon Sun: When possible, a baseball field should be
orientated to avoid a batter facing the afternoon or late -afternoon sun. The principal reason is
the safety of the batter, and to a lesser extent the umpire and catcher. Looking into the sun
while high velocity pitches at being thrown creates a risk that the batter cannot move out of
the way quickly enough to avoid a pitch that might hit the batter.
So, the ideal orientation is for a batter standing at home plate to be looking generally to the
northeast. The proposed layout of the north field — with the batter facing northwest — is the
second best option. The proposed layout of the south field — with the batter facing southwest
— is the worst possible option.
Presumably the current proposed location of home plate area was adopted to provide the most
convenience in accessing the field house/concession stand. While this is perfectly
understandable, perhaps greater weight should be given to the pros and cons of players and
coaches using the fields during play.
Field Orientation — Foul Balls: The second issue that will arise with the home plates being
in such close proximity to each other is that foul balls from one field will regularly land in the

playing area of the other field, disrupting play and creating a potential safety issue when both
fields are being used simultaneously.
Possible Solution: One alternative configuration is to locate the home plate of the south field
in the southeast corner of the field. Granted, spectators will have to walk a bit from the field
house/concessions stand to the south field bleachers, and granted, the `running track' around
the south field would need some slight reconfiguration, but, in my opinion, the overall benefit
to players using the south field as a baseball diamond outweigh that inconvenience. This
configuration will also avoid the problems created by foul balls. Such a configuration also
will ease the congestion a bit around the field house area when two games are starting or
ending at about the same time.
Bullpens and/or Batting Cages: I did not see any area designated for use as bullpens or
batting cages. It appears some areas north of the north field, and south of the south field,
might be suitable for these facilities.

plans were being made, I WOULD HAVE NEVER PURCHASED THIS HOME. My biggest concern of the whole
debacle is the impact to 102nd PI W, a "NO OUTLET" road. Imagine the people who will avoid the main access
to Edmonds/Woodway by using "the back way"- going up the 102nd PI W hill - idling cars for drop-off and
pick-up, parking "by the gate" to gain closer access to the fields ... the sudden influx of traffic would be
devastating to the calm and serene street it is now. It makes me sick to my stomach. The project will ruin our
customary and quiet way of life.
Please consider us. Our quiet little street would become a joke.

I am writing you about my concerns with the proposed playfield. I attended the Architectural Design
Committee meeting last week. I am concerned that I did not hear the environmental impact study
results for this site. Groundwater and run off can be potentially effected by the chemical and
metallic vapors and dust leeching from finely shredded recycled rubber on the artificial turf fields. Our
neighborhood air quality would also be at risk because of proximity and longevity to the field. Many of
us have houses that are much closer to these fields than other sports fields at the High Schools.
This is to say nothing of the risks that exist to the players' health concerns. There have been many
studies that have linked the above concerns for exposure to toxicants from the vapors and dust as
well as increased injury risk. The UW Women's Soccer Coach Amy Griffin has been in the news
recently because she compiled data on the number of athletes who have developed Non Hodgkin
Lymphoma. She is questioning whether there is a link to the toxic chemicals in "tire crumb" used as
"in -fill" in the artificial turf fields and the dozens of cancer cases.
The research I studied today makes a definite case for erring on the side of environmental and health
caution. Let our city take the necessary precautions for our children and our community. Let us not
just rubber stamp this because the school districts may have.
Please keep us posted as to when the next meeting will be concerning this!

have a shortage of good baseball fields in Edmonds. Players with Pacific Little League practice on local school
fields which often have the same uneven ground, holes and drainage problems as Edmonds Heights playfields.
Establishing a high-quality field complex in Edmonds would be a huge draw for kids participating in sports.

I am the president of Pacific Fury Fastpitch, a local nonprofit organization that currently has over 100 girls, ages 8-17 on
select fastpitch softball teams. Most all of the players in the organization live in the south Snohomish county area with a
large amount of them from the Edmonds, Mukilteo, and Everett school Districts.
I have also been involved with Richmond and Pacific Little League in both the boys and girls programs for numerous
years.
It has come to my attention that the "old Woodway" fields are in the process of having field turf installed for a multi-
purpose use. This is one of the best uses of this property I can imagine. The only thing that would make this a better idea
would be that the fields are arranged to support all levels of activities. This would include the formation of 60' diamonds
that would include softball and little league play.
I fully support and encourage all involved decision makers to consider this property for the use of all levels of youth
activities. Currently there are not enough quality fields available and even more fields are becoming unavailable or being
leveled for buildings and homes.
Please carefully consider our youth and do what is necessary to support and be responsible stewards of our future..

I am writing this letter to comment on the proposed modifications to the sports fields and
associated environs of the Former Edmonds - Woodway High School (FEWHS),
23200 100th Avenue West, Edmonds WA 98020, summer, 2015, (Permit PLN20140067)
The FEWHS campus is located on what is essentially a flattened mountaintop accessed by a
narrow, steep, curving road. There is a cluster of buildings with parking lot, a dirt baseball
diamond, and a few acres of grassy fields, all of which has a margin of forest around the
outermost edges.
For the recent many years, this small, repurposed, multi -use campus has served the needs of
hundreds of people through the numerous specific programs housed on the campus, and by the
grassy fields which are enjoyed by residents of the local neighborhood, weekend recreationalists,
local bird watchers and more. It is a surprisingly well -used campus.
When I go to the campus, it feels like a brief getaway to the country. The green grassy fields are
a welcome contrast to concrete. The surrounding vista of magnificent, grand trees is beautiful to
admire. The rustle of leaves in the wind is deliciously refreshing. When I walk near the trees, I
see small birds leaping from branch to branch in the delightful pursuit of each other. Traffic
hums in what feels like a distant place. This is an enchanting place for many. Joggers, mothers
pushing baby strollers, small groups of adolescents engaged in healthy outdoor activities, are
commonplace in the daytime. Dog -walkers appear in the evening. At night, stars can be seen in
the sky and owls call from the trees. Ultimate Frisbee players and remote -control airplane
enthusiasts frequent the campus on weekends.
This peaceful, quiet place already provides multiple health benefits: emotional respite from busy
lives, demanding jobs, and brief escape from the hectic city. The serenity gives a boost to the
spiritual and mental health of all comers. For those who desire a brisk walk or jog, opportunities
for a quiet run and cardiovascular activity are everywhere. The campus is special because it feels
grand, unstructured, and loaded with natural beauty. It is a little slice of heaven, a small oasis, in
our otherwise busy city.
I write this letter from many perspectives: as a nearby property owner; as the mother of a child
who attends school on this campus; as an environmental biologist; a board-certified family
practice health professional (ARNP, RN) and as a former board-certified oncology nurse with
five years' experience in caring for adults undergoing inpatient treatment for cancer. Perhaps
most importantly, I write this letter because I am simply an individual who cares deeply about
people, the natural world, and about the future for all of us.
Proposed changes to this campus include resurfacing the existing baseball diamond and soccer -
fields with AstroTurf and adding lighting to illuminate the fields. I loudly protest the planned
use of AstroTurf (and any other synthetic petrochemical material) on the fields. Lesser
protestations go to the future noise and light pollution, and attendant increased traffic and safety
issues. Ultimately, I profoundly believe that the current and future users of this multipurpose
campus, the surrounding neighborhood, the Edmonds School District and the City of Edmonds,
would all be better served by a different master plan addressing other potential uses of this park-
like acreage.
Astroturf:
All of my concerns about AstroTurf relate to human and environmental health impacts posed by
the shredded rubberized material which comprises AstroTurf. Actual and potential human health
impacts would involve both the users of AstroTurf playfields and their families; the employees,
staff, children and families who work, attend school, or participate in other campus programs;
and the residents who live in the nearby area. Furthermore, I am deeply concerned about the
impact of AstroTurf on the local and migratory bird populations and other wildlife that depend
on this area for shelter, nesting, food and water.

Astroturf is comprised of tiny pieces of shredded tires. These "crumbs" get into the socks, shoes,
clothing, hair, nose, mouth and abrasions of people who play on the field: greater physical
contact with the field, such as happens with soccer goal -keepers, results in higher exposure to the
rubber particles. Along with soccer enthusiasts, sports and oncology medical professionals, and
environmental health advocates, I am concerned by the high rates of cancer (notably lymphoma)
recently identified among soccer goalies (Rappleye, H.). Although the investigation into
AstroTurf as a potential human carcinogen is ongoing, I think it's imprudent and, in fact,
somewhat rash, to create further exposure to any material that has been identified or flagged as a
potential human carcinogen (Engle, M.; O'Donnel, L.). It would be far wiser for city and school
district planners to err on the safe side: use an alternative product to resurface the sports fields
such as coconut coir, cork, or just old-fashioned dirt.
From a cost perspective, AstroTurf may initially appear attractive, but the human cost of cancer
is far too great to even risk a single life. "The price of cancer drugs has doubled in the past
decade, with the average brand-name cancer drug in the U.S. costing $10, 000 for a month's
supply... according to a new report by IMS Institute for Healthcare Informatics, a health
information, services and technology company.... And those are just average prices; some drugs
may cost as much as $30, 000 a month " (Rabin, R.) Clearly, in financial terms alone, the medical
and pharmaceutical costs for a chemotherapy patient are enormous, but obviously, the cost in
emotional distress and suffering to the patient and family, and to other relationships, costs in lost
earnings, lost education days, and the almost innumerable additional costs, are far greater
(American Cancer Society.)
As a health professional, I have had about five years' experience caring for inpatients undergoing
cancer treatment with chemotherapy, radiation, biological modifiers, surgery, or stem cell
transplants. As a health professional, I have personally assisted hundreds of cancer patients, and
their families, through the dying process. The vast majority of my patients had no identifiable
cause of their cancers. Many cancer patients do not even have a single risk factor for their
disease. Based on my experience, I would readily assert that many people who develop cancer
are, in fact, model citizens in terms of their health choices: they eat nutritiously, live physically
active lives, don't drink, don't smoke, love their families, and are good to their neighbors. One of
the most common reflections made by me, and the several dozen oncology nurses with whom I
worked, was "Cancer patients are the nicest people in the world. " I believed that then, and I
believe that now. In regards to the disease of cancer and its treatment, I have heard hundreds of
cancer patients say something along the lines of "I wouldn't wish this on my worst enemy. "
None of us is safe from the risk of cancer. Cancer does not just happen "to other people."
Exposing anyone to potential carcinogens- especially when it can be avoided- is a moral
imperative.
Volatile Organic Compounds:
In addition to the hazard posed specifically by the shredded rubber particles, AstroTurf also
emits gases known as volatile organic compounds (VOC's) such as benzene, toluene and
acetone, among others. These toxic gases arise/offgas from AstroTurf, to small or large degree,
all the time. These gases are well-established carcinogens. Some writers have likened AstroTurf
vapors as being similar in effect to that of a small refinery, especially during summer, when use
of the fields is greatest. Soccer players readily speak of "head space vapors." My four nephews
and two nieces, ranging in age from high school to college, are avid soccer players: each and
every one of them is very familiar with the term "head space vapors." Players and fans may only
be exposed to these vapors for hours at a time, but citizens who live downwind of the playfield,
and those who regularly use the campus or its grounds, will have significantly increased
exposure to these toxic vapors.
Many claims about the benefits of AstroTurf are controversial or untrue. The claim that
AstroTurf minimizes injuries is controversial. Significant evidence supports dirt and grass as far
safer for players, to minimize injury. The claim that AstroTurf does not require water is untrue:
synthetic fields have to be cleaned, sanitized and cooled; each of these processes requires
thousands of gallons of water.
Environmental impacts of AstroTurf include the health of the soil, the health of plants grown in
the soil, the health of locally exposed birds/wildlife, and probable remote effects caused by
runoff or wind dispersion. Soil contaminated with shredded rubber material will, in practical
terms, be polluted forever. I ask you: once these tiny particles of rubber are applied to the fields,
how will they be reclaimed from the soil if proven carcinogenic? What if future users simply
want to farm there, or use it for another purpose? They won't be able to remove the rubber
debris from the soil. Birds feed from the tainted soil and coincidentally ingest the shredded

For the above-mentioned reasons, several American cities have declared a moratorium on the use
of AstroTurf. I strongly urge that no AstroTurf be used anywhere on this campus.
Illumination of Sports fields:
I strongly object to the planned installation of sports field illumination. The huge lights which
illuminate sports fields in order to extend field use into the evening hours are extremely
disruptive to the neighborhood. Light blaring into bedrooms and living rooms is invasive. In
recognition of the unpleasant effects of light pollution, the recent trend in "dark sky" lighting

technology, and city and neighborhood rules regarding dark sky compliance, are intended
specifically to mitigate the effects of light pollution.
In terms of environmental impact, night-time sports field illumination is known to be disruptive
to birds, bats, nocturnal creatures and neighboring residents. Again, (GoldenGate) Audubon
Society takes the position that "Night lighting can cause birds to become confused and
disoriented because birds that migrate at night navigate using the moon and stars. Night lighting
will negatively impact birds that roost and nest in this part of the [proposedjpark"
Noise pollution:
Another concern about the proposed plan is the noise pollution from athletic fields: it is
extremely unpleasant to the nearby neighborhood. I know this firsthand because I have lived
about 300+ yards from Pop Keeney Stadium in Bothell WA for many years and I have come to
hate the noise. The noise from the loudspeakers, umpires, referees, cheering crowds, marching
bands, pep rallies, boom boxes and others is extremely unpleasant. Any sense of "peace and
quiet" at home is destroyed. Even when inside my Bothell home with all the doors and windows
closed, I need to be in the basement in order to obtain virtually quiet surroundings. When this
noise persists all day and well into the evening of each and every day in summer, of weekends
year-round, and of school days, this irksome noise becomes frankly cacophonic, grossly
unpleasant, and greatly diminishes any sense of relaxation at home.
When sports noise is short-term or contained to normal daylight hours, the sounds are tolerable.
The sounds of healthy people doing healthy things is, actually, not so bad, in my opinion. For
about seven years, I lived in a rented home along the Burke Gilman Trail in Seattle: my living
room was literally about 15 feet from the trail. Human voices, whizzing bikes, the occasional
dog bark- these sounds were heard almost constantly all day, but there were no loud speakers, no
amplifying system. The noise wasn't so bad: at dusk and in the evening, those of us who lived
along the Burke Gilman Trail got a reprieve from the otherwise almost constant sounds.
In closing:
I emphasize my deep satisfaction that a partnership has formed between the school district, the
city, and a local health care corporation. As a nurse practitioner, it gives me great pleasure to
learn that these three very important community organizations are collaborating on a project with
the intent of better serving the health needs of youth and families. I deeply thank Verdant
Healthcare for investing in a healthy benefit to the community. I thank both the city and the
school district for similarly investing in the health of its citizens. However, there are specific
aspects of the current proposal which I strongly discourage.

I applaud minor updating to the sports courts, but I cannot overstate my objections to the planned
AstroTurf and night lighting, and I vehemently object to any sound amplification devices or
systems. These changes to the sports fields clearly pose a potential (and perhaps actual) health
threat to many people. They would ruin the quality of life for the nearby residents. And they pose
significant risk to the birds and other wildlife that live or migrate through this campus. The
actual and potential human health effects, and the direct and indirect environmental effects, are
just too substantial
In terms of the first phase of the proposed plan, I suggest: use ONLY grass and dirt to create a
nice baseball diamond and ONE nice soccer field in the south part of the campus where a
pre-existing dirt baseball diamond is located. No night lighting. No sound amplification.
Leave the rest of the campus in as natural, peaceful, quiet a state as possible.
The city and school district of Edmonds already have plenty of other sports fields. Seattle Parks
and Recreation have many ball fields and soccer fields, almost all of which are grassy fields, not
synthetic. I offer to you Gilman Park, 923 NW 54th Street, in the east Ballard neighborhood of
Seattle, as a superb example of a park that has recently been modified with beautiful grassy
fields, and is intensively used for multiple purposes. It is an absolutely beautiful park that uses no

I encourage the involved parties to consider something completely different, something that
retains the unique natural charm that the campus already provides, and which preserves the
emotional, spiritual and mental health -promoting qualities of this quiet peaceful mountaintop.
Installing a walking path, perhaps a fountain or tree garden would appeal to a wider demographic
and encourage citizens of all ages to become more physically active.
There are so many alternatives to the proposed plan that would be far better for the current and
future users of the campus, that would have wonderful health -promoting benefits, and which
wouldn't negatively impact the quality of life for those who live in the nearby neighborhood.
I deeply hope that other uses will be identified and come to fruition.

I am unable to attend the meetings on the planned implementation of the new turf fields/community athletic
complex at the site of the former Woodway HS but wanted to send a message of support. As a resident of
Edmonds since I was five, I have grown up appreciating the importance of community here and the
commitment to safety and opportunity for our kids. As a parent of two girls in our public school system (ages
11 and 9) and a part-time coach, I have been appalled at the lack of quality athletic facilities available to the
residents in this area. As a city that thrives off the idea of supporting multiple facets of life's happiness from art
programs to traditional community events to parks and recreation, I do not understand how we have gone this
long being so far behind other local municipalities and regions when it comes to providing a space for our kids
to get out and play. It is quite frankly 'ridiculous. This turf complex is a long -overdue add to our area's
collective embrace of the importance of sport for our children and it really is imperative to support this
progress.

As a parent of 2 youth athletes and a former coach for 10 years in the community, I am writing to
endorse the proposed multi -function facility at Old Woodway. The Edmonds community drastically
needs more adequate fields for youth sports. The site at Old Woodway is ideal for such a
facility. The community would benefit greatly from this facility. As a former coach, I realize the
importance of facilities to practice. There is great competition among the various youth programs in
the surrounding area which results in a shortage of fields. As we all know, weather in the Pacific NW
makes it difficult to practice on many of the fields. The addition of the proposed turf facility, including

As an Edmonds resident I was very pleased to hear of your plans for improvements in the athletic complex at the former
Woodway HS. I would, however, like to know if any consideration has been given to maintaining or integrating spaces
for walking and jogging in this beautiful community facility. The design by DA Hogan which I found on the web doesn't
appear to integrate a track or even an exercise trail for walking. The renovated spaces for team sports will be great but
we shouldn't forget the many community members who don't participate in team sports yet need safe, accessible
outdoor spaces for aerobic exercise. I would love to see a design which supported a wider range of fitness activities for
people of all ages.

Subject: Edmonds Heights Sports Field Plans
Hello,
As neighbors of Edmonds Heights whose students also attend school there, I would like to express my sadness
and concern about the plans to move forward with turf play fields. This natural setting has been almost a daily
part of our family's recreation and we will miss it greatly. My favorite days there are when the ground is wet
and birds are feeding on the fields. I dislike living in a community that replaces these natural places that are
healthy for people and animals with synthetic substances.
My first and foremost concern is the recent news articles that have brought into question the safety of the SBR
crumb rubber infill material. It sounds like other communities in our area have gone so far as to remove
artificial fields they have installed, for the safety of their children. I would like to see Edmonds not fall into the
same trap. I find it ironic that this project seems centered on the health of our community, when in reality we
could be jeopardizing our health by choosing questionable products.
I feel so helpless, knowing that plans are underway. I do wish, with all my heart, that this project could be re-
thought.

Hello,
We are neighbors of Edmonds Heights and our kids attend school there as well. We are hoping that plans to
install the turf fields can be altered in response to community concerns.
This is a place we enjoy every day for its natural beauty. It saddens me tremendously to think of the fields
where birds feed, and people can enjoy a natural setting, will be covered with synthetic, environmentally
unfriendly products. It also surprised me to read that these fields only last 5-10 years. What happens to the
materials at that point? Our family is so careful with what we throw away. We hope our city is too.
I know you have probably read studies both for an against. The studies against turf are strong enough that New
York City and Los Angeles have blocked them being installed in their cities. Obviously, it's not just a small
group of anxious people generating unwarranted concern.

Turf Field Plans - additional considerations
Hello,
I have written a previous email, but was unable to attend the meeting yesterday at Edmonds Heights.
In talking with meeting attendees, I realized other important points were brought up. One of the big ones is the
limited parking available and how the field use will impinge on school activities. This campus is not a no -
longer -in -operation school campus. It houses several vibrant schools that call the campus their home.
Also, this space will be completely taken over by organized sports. Not all of us, nor our children, play
organized sports. These fields are used by many many families in our community for recreation, throughout the
weekends, afternoon, and evenings. Sadly, we will all be pushed out by scheduled events. Our community
does not have a lot of open space (especially in comparison to neighboring cities), and this is an important part
of what our community offers.
This project saddens and frustrates me. I hope a middle ground can be found, perhaps only converting part of
the property to turf and leaving some as open -use space. Please consider the many voices that care about these
issues.

Are there any plans to have any kind of buffer such as trees between the fields and the

I just wanted to pass on my full support for the complete phase land 2 of the sports complex at the Old Woodway HS.
I've coached youth soccer in this area for nine years and Edmonds lags behind all other surrounding areas in providing
nice safe playing fields for our kids. There is so much to gain for our community for kids health and fitness. And overall
playing 35 years of soccer on horrible surfaces, this will save on our children's bodies. Thanks so much to all who are

To Whom it May Concern,
My name is Amelie Whitesell and I am in 6t" grade at Edmonds Heights K-12. I heard that you
are going to replace the grass fields with crumb rubber artificial turf. I am concerned about the health
and well-being of the animals and people that use those fields. There is a likely link between crumb
rubber fields and cancer. The ground up, oil covered tires will release carcinogens, heavy metals,
toxic vapors, and unpleasant smells into the air, which will get inhaled by all the humans and animals
that use those fields.
If you turn these fields into AstroTurf, then nothing will be able to grow, and all the animals that
eat the small plants that grow on the fields might eat the fake grass and die. If you care at all about
the well-being of the animals and humans that use these fields, then please, I beg you, don't put in
these horrible crumb rubber artificial fields.
