Dear Applicant:
You have submitted an application for a the Architectural Design Board (ADB) to review you sign package for the
property at 9803 Edmonds Way, which is located in the Neighborhood Business (BN) zone (PCC Natural Markets).
As a follow-up to our conversation earlier this week, I am the planner assigned to your project. After reviewing our
calendars, I would like to let you know that I have scheduled a public hearing for your request at the time and place
listed below:

Please be aware that your presence at the hearing is highly advisable. If an applicant or his representative is not
present, the item may be moved to the end of the agenda. Items not reached by the end of the hearing will be

present a PowerPoint presentation so that I can ensure that the computer is set up and ready to go.
Please provide the following additional information at your convenience to support your case:
1.Land Use Application:
Please complete the Land Use Application form that you submitted on March 14, 2008.
Half of it was left blank, including property owner information (name, address, phone, fax, email), property
information (tax account #, section/township/range), and the signature of the property owner (whoever is
authorized to sign for the property owner).

2.Criteria Statement:
Please submit a criteria statement in support of your proposal, pursuant to ECDC
20.60.015.B, below. Please provide a narrative addressing how you feel your project meets each of the four
criteria required for the proposed modification request.
ECDC 20.60.015.B
Review by Architectural Design Board. The architectural design board shall review those signs
listed below and any sign permit referred by the planning manager pursuant to subsection (A)(1) of this section. The
architectural design board shall approve, conditionally approve or deny such sign permit applications in accordance
with the policies of ECDC 20.10.000, the criteria set forth in ECDC 20.10.070, and the standards and requirements
of this chapter. The decision of the architectural design board on any sign permit application may be appealed to the
city council pursuant to the procedure established in ECDC 20.10.080 for appeal of architectural design board
decisions.
1. Any sign permit application that requests a modification to any of the standards prescribed by this chapter.
The ADB shall only approve modification requests that meet all of the following criteria:
a. The request is for signage on a site that has a unique configuration, such as frontage on more than
two streets or has an unusual geometric shape;
b. The subject property, building, or business has site conditions that do not afford it the opportunity
to provide signage consistent with or similar to other properties in the vicinity;
c. The design of the proposed signage must be compatible in its use of materials, colors, design and
proportions with development throughout the site;
d. In no event shall the modification result in signage which exceeds the maximum normally allowed
by more than 50 percent.

3.Sight DistancePlease review the enclosed memo from the Engineering Division related to sight-distance
requirements. Please contact Jeanie McConnell at 425.771.0220 if you have any questions.
4.Reader Boards:
Please be advised that reader boards of any kind are not permitted for retail use. Because they
are not permitted, staff cannot recommend approval of this element to the ADB. See our sign code, ECDC
20.60.020.L for details.
5.Pole Sign:
Please be advised that pole signs are not permitted in this area. The existing pole sign is
nonconforming, and therefore cannot be expanded. You may propose re-facing the pole sign, but the
nonconformity cannot be expanded pursuant to ECDC 17.40.040, ECDC 20.60.020.L. As proposed, staff
cannot recommend approval of this element to the ADB.
