As you know, property owner Monte Clouston is willing to perform a selective seismic upgrade the circa 1985 multifamily bldg to increase occupant/public safety & property resale value. However Monte indicated it is too costly & impractical, to fully comply with IBC 2003 design, detailing & inspection requirements. Therefore, he is seeking City of Edmonds Bldg Official review/approval of an alternative design criteria, as allowed in IBC 2003 Section 104.10 (Modifications) & Section 104.11 (Alterations). The Owner proposes a limited scope, voluntary, seismic assessment & seismic rehab based on a combination of UBC/ASCE 31-03 (Tier 1) seismic assessment criteria, and 1982 UBC/IBC 2003 seismic design criteria, though the alterations would (most likely) also meet all (6) exception criteria of IBC 1614.3 (Alterations, Exception). To elaborate, the Owner proposes the engineer (Mark Heinzig, PE) to: • perform a limited scope, non-invasive structural condition survey of the building, Evaluate the existing building's lateral force system design against the historic 1982 UBC criteria, a ASCE 31-01 (Tier 1 screening criteria) & engineering judgment. Afterwards, those portions of the building's existing lateral force resisting system which the PE observes (or suspects) to be a historic structural design omission or as -built deficiency which the PE believes might pose either a life safety concern under either a 1982 UBC or IBC 2003 prescribed seismic (or wind loading) event shall be mitigated (to meet the greater of the 1982 or IBC 2003 seismic strength design criteria). However, due to the building's age, construction type, in-place architectural features, current occupancy & projected rehab cost, the owner indicated he cannot fully meet the IBC 2003 seismic drift limits, nor all associated detailing, special inspection & testing requirements required of new wood framed construction under the IBC 2003. To require such would be an economic hardship & result in no voluntary upgrade at all. We believe the proposed "alternative design & method of construction" outlined on the following pages either meet the design intent of the IBC 2003, or at least is equivalent in terms of quality, strength, effectiveness, fire resistance, durability & safety. Please note, the outline below seeks to address not only proposed alternative design criteria, but also includes a proposed construction submittal & inspection program, and a proposed mechanisms for addressing construction phase issues that may come up. Owner Requests Bldg Dept provide a determination on these items related to Inspection: • Owner requests Bldg Dept Official to allow E.O.R (Mark Heinzig, PE) rather than 3`d party inspection agency to perform all periodic & continuous structural special inspection summarized in Section IX, item b (next page), except for those (SI) inspections to be performed by the Geo -Engineer. This is prudent & economical, since Mark is the E.O.R., and will be infield for periodic structural observation on behalf of Owner. • Owner requests Bldg Dept Official to not designate Type 2 & 3 shear -walls as high-strength shear -wall, as would be otherwise be required if IBC 2003 Section 1707.3 were applied to this project. This would avoid triggering costly (continuous or periodic) special inspection requirements for install of a majority of the shearwalls upgrades. • Owner requests Bldg Dept Official E.O.R. (Mark Heinzig, PE) to perform periodic special inspection of high strength shear -walls Type 4, 4b & Type 5 shearwalls, rather than continuous special inspection. E.O.R. is comfortable with this, + Owner requests Bldg Dept Official to arrange for daily (3 pm) City. of Edmonds Inspector review of all existing insulation, fire stopping, now fire caulking (around exposed wiring & plumbing) and other non-structural items (left in place in perimeter wall cavity atter shearwall rehab). But, if the City Inspector doesn't arrive by 3 pm, the Owner wants the Dept Official Official to allow E.O.R. (Mark Heinzig, PE) to perform this task as aperiodic special inspection. This would allow the Contractor to reinstall exterior sheathing after E.O.R. performs special inspection. This is prudent, since the E.O.R. will only allow concurrent upgraded of (2) staggered shearwalls on each building's exterior elevation, at each floor level, to avoid building structural vulnerability. If instead, the Citywere to demand City inspection of the cavity area of each disturbed (existing) shearwall being upgraded (prior to new PW sheathing install), it would require the City inspector make several visits each day to the site, and require the Contractor to wait for inspection to move forward, several times during the day. This would be a very time.consuming & costly hardship to all patties involved, including the City. BIdg Dept Official to allow Owner to reinstall existing (disturbed) insulation instead of requiring `replacement insulation. FYI, the Owner doesn't want to `interrupt' or damage the existing `vapor' barrier on the heated. side of those perimeter shearwalls (Type 1, 2, 3) where the existing gypsum surface won't be disturbed or replaced. But, if the City of Edmonds deems it necessary (to add add'I insulation at the disturbed sbearwalls), the Owner is willing to install %" rigid insulation (R 3.3) in the cavity of the upgraded perimeter shearwalls (adjacent to the unheated side). However, the Owner would also requests that the E.O.R be allowed to perform a periodic inspection of these assemblies (with supporting photos) and subsequent install of the PW shearwall panels if the City Inspector doesn't arrive at the site at 3 pm (for inspection purposes). (Please not, the E.O.R. would also confirm the proper install of existing/new fire stopping, new fire caulking (around exposed wiring & plumbing) and other non-structural items (left in place in perimeter wall cavity after shearwall rehab) at this time, if the City Inspector didn't arrive by 3 pm.) b. (Mark Heinzig, PE) may provide design & PE stamp (minor) engineered field repair details (to match as -built conditions) for contractor use, without waiting for City .of Edmonds review & approval. F.O.R. shall document & photograph all changes in weekly engineering reports, and provide copies of the PE stamped engineered details, (& supporting talcs, if necessary). ii. However, if the City requires all `minor' field changes to be incorporated into PE stamped revised plans, special inspection reports, and structural observation reports, and submitted to the City for review/approval nrivr to construction use, the delay would be a hardship on the Owner. This situation of `waiting' for City approval on `field repair details' would become problematic for upgrade of existing perimeter shearwalls of an occupied building, as previously discussed in Section V, Part N, item 4. e. Proposed Method for E.O.R. handling post permit field repairs: i. Engineer review/evaluate of Contractor substitutions. ii. Engineer PE stamped detail of approved substitution, and Contract install. iii. Field repairs documented and photo in weekly observation reports iv. E.O.R. shall document & photograph all changes in weekly engineering reports, and provide copies of the PE stamped engineered repair details or `as-builts', (& supporting tales, if necessary), post construction. XI. Proposed City of Edmonds Inspections a.. Structural inspection for Seismic Rehab i. Grade bm Foundation reinforcement at Grid 6, 7 ii. Strip Footing at Grid N iii. Owner Requests Bldg Dept Official determination on these additional (mise.) items: • Owner requests Bldg Dept Official assistance in finding an AC308 compliant, post installed adhesive anchor which is ICC ESR listed (for use in cracked concrete and/or for resisting TBC 2003 seismic forces) as per Jerry Barbera's redline plan review submittal requirements or waiver of that requirement. FYI, Owner/Engineer spent (4+) hrs looking for such a product on Internet, but found none. The closest product (Hilti_Hy-500-SD) is reputed to be a post -installed adhesive anchor meeting AC308 compliance, but it will not be available from Hilti until Spring of 2007. Owner therefore recommends `waiver' of this submittal requirement, and requests Bldg Dept authorization for install of a Simpson SET post installed adhesive anchor (Simpson SET epoxy system or Hilti HIT HY-150) which is AC58 compliant, and ICC ESR listed (for use in cracked concrete and/or for resisting IBC 2000 seismic forces, though not IBC 2003 seismic forces). • Owner requests Bldg Dept Official allow E.O.R. (Mark Heinzig, PE) to perform periodic special inspection of adhesive anchors, rather than continuous special inspection. FYI, this is allowed for post installed adhesive anchors meeting ICC evaluation AC308 criteria (based on test data submitted in accordance with Section 11.24 of AC308). And, although we can't find any anchor meeting those criteria, we'd propose periodic special inspection be allowed for post installed adhesive anchors meeting AC58, noted above. X111. Supporting Exhibis: While the engineering condition surrey report, engineering assessment & calculations for the proposed seismic rehab of the Calais Building (to this `Alternative Design" criteria) have already been incorporated in the PE stamped engineering drawings and tales under City of Edmonds permit review, we have included some of these materials and engineering elaboration in the Appendix of this submittal for your consideration.
