Please redline plans or submit three (3) sets of revised plans/documents with a written response to each of the items below to Marie Harrison. City of Edmonds handouts and standard details can be referenced on the City website under Development Services Department, Engineering Division. Review 1 – July 23, 2008 Review 2 – September 9, 2008 Review 3 – October 6, 2008 GENERAL 10/6/08 – Thank you for submitting a cost estimate. Please revise the cost estimate as 1. follows: Please quantify the estimate for asphalt cutting. How many lineal feet are going to be cut? Call out sewer pipe size and lineal footage of pipe. Cleanouts shall also be included in the cost estimate. Please include the 18’ of 8” pipe that is to be installed between the oil/water separator and CB#4. Include curb removal (on private property) Include parking striping Include the trash enclosure Include the water service line Include traffic control and erosion control costs under the right-of-way improvements. Please provide cost estimate for all on-site improvements as well as for storm connection and curb, gutter & sidewalk replacement in the City right-of-way. 7/23/08 - Please provide an itemized cost estimate for both on-site and off-site (right-of-way) improvements, including traffic control. A bond is required to be placed for all right-of-way improvements. The amount of the bond o will be based on 120% of the City approved estimate for all right-of-way improvements. The City will inform you of the appropriate bond amount after review of the cost estimate. Bond forms can be obtained from Marie Harrison, Permit Coordinator – 425-771-0220 or Harrison@ci.edmonds.wa.us Inspection fees for this project will be calculated at 2.2% of the 120% City approved o estimate for all improvements. 10/6/08 – A traffic control plan has not been submitted. Traffic control notes were added 2. to Sheet 1 of 2, but an actual plan showing appropriate construction signage and placement, sign and cone spacing, lane closure, if needed (a minimum 12’ lane width needs to be maintained), and the limits of disruption/area of work. 9/9/08 – Due to the installation of storm pipe between CB #1 and CB #4, replacement of curb, gutter and sidewalk will be required. Please provide a traffic control plan for this work. 7/23/08 - Please submit a traffic control and haul route plan for review and approval. It doesn’t appear as though any work will take place in the City right-of-way and if this is accurate then a traffic control plan will not be required. Please confirm. ok 3. 10/6/08 – The response letter states the selected plumber contractor will provide OVWSD 4. plans for approval and that it is a deferred submittal. Deferred submittals for civil site work, such as water and sewer utility systems, will not be allowed. Please provide a water & sewer plan to OVWSD for review and approval. Submit 3 copies of the approved plan to the City prior to building permit issuance. 9/9/08 – Response letter states utility coordination will be made. 7/23/08 - The subject property is located within the Olympic View Water and Sewer District (OVWSD). Please provide a copy of the water and sewer plan to OVWSD for their review and approval. The plans do not show proposed changes to the water & sewer system, but please confirm with OVWSD that modifications to the existing utility systems are not required. Submit 3 copies of the plan approved by OVWSD to the City. STORM DRAINAGE TECHNICAL INFORMATION REPORT 10/6/08 – Maintenance standards were provided with the response letter. The standards state the conditions under which maintenance is required, but do not state how the maintenance will be performed. Please add an operations and maintenance section to the Storm Drainage Technical report and call out a specific maintenance schedule and acceptable method for cleaning and disposal of debris/sediment. 9/9/08 – The comments below were provided on 7/23/08, but were not addressed with this submittal. Please callout maintenance provisions on plans or in technical report. 1.ok Page 2 of 3 2.Maintenance provisions are required to ensure adequate maintenance of the oil/water separator. If the system is not maintained regularly it is not an acceptable method for providing water quality. C-1 - STORM DRAINAGE & UTILITY PLAN ok 1. ok 2. ok 3. ok 4. 10/6/08 – Thank you for provided copies of a sewer easement and gas easement. It still 5. appears as though the telephone service is supplied to this property through an adjacent property, which would require an easement from the neighboring property. It also appears as though a water service may run across the subject property and serve the property to the north. There is also a storm drain line that crosses the subject property from the property to the north. Are there easements in place for these utilities? 9/9/08 – Response letter states easements will be provided prior to permit issuance. 7/23/08 - Please provide copies of all easement documents for easements located on the subject property in benefit of adjacent parcels and vice versa. The plans show several utility lines crossing property lines onto adjacent parcels. 10/6/08 – The plans have been revised to show the sewer location on the TESC plan. Sheet 6. C-1 is actually the utility plan sheet and the sewer location should be shown on this sheet. Please revise the utility plans to show the new sanitary sewer as well as invert elevations at cleanouts. 9/9/08 – Response letter states sanitary side sewer location noted, however I am unable to find the location on the plans. The TESC plan shows a cleanout on the property to the west, but no sewer line. Please revise plans accordingly. 7/23/08 - Show the location of the sanitary side sewer from the sewer main to the building. 7.10/6/08 – The grease interceptor location has been added to sheet A1.0, but the sewer pipe into and out of the interceptor has not been shown. Please show the GI and utility pipe on the civil utility plan. Provide invert elevations at cleanouts.
