Dear Mr. and Mrs. Honeycutt,
The City has received a complaint that a fence has been built within 10 feet of a right-of-way (ROW) without a permit
at the subject property. The Public Works Department is also concerned that the fence partially covers the water meter
box. If the fence is located in the ROW, where most, but not all meters are located, an encroachment permit is also
required. In any case, access to the meter can not be obstructed.
Please find enclosed the City of Edmonds handout on fences. The following extracted code sections in the Edmonds
Community Development Code (ECDC) would apply to the fence (bold added):
ECDC 17.30.000 General.
A. A fence permit shall be required for any fence over three feet in heightwhich is also within 10 feet of any
street right-of-way
or access easement or within 30 feet of any corner. Height shall be measured from the top of the
fence to the lowest original grade.
B. A fence permit shall be required for any fence within a critical area or its buffer.
C. Unless a variance is first obtained, no fence shall be more than six feet in height as measured from the top of the
fence to the lowest original grade.
17.30.035 Trellises and arbors.
B. For the purposes of regulation under the Edmonds Community Development Code trellises shall be considered to be
trellises shall be subject to the same height limitations as fences and permits

A trellis which has a horizontal element

Corrective options:
Please make a complete application for a fence permit at your earliest convenience by August 31, 2009. If

the fence is located in the ROW, please apply for an encroachment permit concurrently. The fence may need
to be altered in that process to maintain unobstructed access to the meter.
Please ensure that access to the meter is maintained as unobstructed.
