Thank you for the review of the GRE Edmonds, LLC permit submittal. We have received the
review comments, dated September 3, 2019, and have revised the submittal documents
accordingly. Please see our responses to your comments as indicated below.
GENERAL
1. 9/9/19 Worksheet comments: Plastic Covering. This is required for stockpiles. Please
add estimated quantities. See detail Sheet C2.20
Response: There will be no room for stockpiled materials on site so no quantities shown in
the spreadsheet. Detail removed from C2.20.
2. TESC Supervisor. This project is over 1 acre so this is required by DOE. Add quantity.
Response: TESC supervisor added.
3. Temporary Settling Tank. There still is no monetary value entered. Add value or
remove.
Response: Temporary settling tank value added.
4. 9/9/19 Please remove all clouding from the civil plans.

SHEET C5.00 GRADING AND DRAINAGE
9/11 /19 The sidewalk that becomes the curb ramp is shown as 4 ft in width. All
sidewalk is required to be a minimum of 5 ft in width. If it helps, the section of sidewalk
that continues up 234th St can be reduced to 5 ft in width.
Response: Sidewalk ramp and sidewalk adjacent to the ramp revised to 5 feet.
2. Please provide a detail of the corner at 234th St. Show power pole, landscape area,
sidewalk, ramp, etc. Add dimensions, call -outs.
Response: The detail is shown on C5.00.
TRANSPORTATION ENGINEER REVIEW
9/11 /19 Responses were not received for these comments or the comments reclined
on the plan sheets attached to the last comment letter.
Response: Comments have been submitted to the City with each round of revisions.
SHEET C4.00
9/3/19 Curb ramp and approaching sidewalk shall be a minimum of 5' in width,
currently shown as 4' in width.
a. Curb ramp configuration: the landing of the proposed curb ramp places the ped
estrians virtually in the BAT SB lane (safety concern due to proximity / with high
speeds). Curb ramp should be pushed back away from Hwy. 99 (single direction
al curb ramp configuration / https://www.wsdot.wa.gov/publications/fulltext/Stan
dards/engl ish/PDF/f40.16-03_e.pdf).
Response: The sidewalk width has been revised to 5 feet and the configuration shown
attempts to optimize the spacing from Highway 99 and where grade becomes steep on 234tn
Street SW.
2. 9/11 /19 No response.
a. 36' bus pad ... is this all based on direction from Community Transit? Will truncate
d domes be provided along entire bus pad?
Response: The bus pad has been coordinated with Tony Smith at Community Transit. No
truncated domes are required.
3. 9/11 /19 No response.
a. Based on WSDOT clear zone requirements (see Attachment #4), the clear zone r
equirements along this principal arterial is 16' (with 45 mph speed limit). For exa
mple, the fire hydrant is within the clear zone distance... will all items within this c
lear zone distance have a breakaway feature?

Response: The fire hydrants on Highway 99 have been in these locations for many years and
are not being changed. The hydrants also have a breakaway feature per Olympic View Water
and Sewer District.
4. 9/11 /19 Partially done. This note was added but limited to CB lids, please add "and
other utilities"
a. All CB / power vault lids should have skid resistant lids when located within
the sidewalk.
Response: Note revised to apply to all vault lids in the sidewalk.
5. 9/11 /19 No response.
a. Retaining wall (east of driveway): what is the page of the structural details for
that wall? In order to guarantee that the proper sight distance provided for
vehicle attempting to access 234th St. SW from the private driveway.
Response: The exact structural sheet and detail number are now provided. The wall is flush
with grade along the east driveway.
6. C4.00 Key note #9, add reference to the location of wall details in structurals.

Electric Work Under Sidewalk Area Traffic Control Plan
F. 9/11 /19 New Comment: Remove "Night work" from plan. No work outside of the
following hours is approved with this permit. Please add the following to replace
current language in Note #7. "Sound/Noise originating from temporary construction
sites as a result of construction activity are exempt from the noise limits of ECC Chapter
5.30 only during the hours of 7:00am to 6:00pm on weekdays and 10:00am and
6:00pm on Saturdays, excluding Sundays and Federal Holidays. At all other times the
noise originating from construction sites/activities must comply with the noise limits of
Chapter 5.30, unless a variance has been granted pursuant to ECC 5.30.120."
