I am the planner assigned to your project. Your application is still INCOMPLETE considered as it is missing a key component required for review. st None of the following information requested on October 21 has been received. Therefore, I was unable to provide public notice and the public hearing cannot be scheduled until the information is received (item #1, below). Please submit the following item directly to me at your earliest convenience so that I may begin working on your proposed land use project. Please provide the required Adjacent Property Owner (APO) list in mail label format that 1. also includes properties on the other side of the King/Snohomish County line. The list you submitted is in database format (so, you could easily mail-merge it into a sheet of mailing labels) but it also needs to include properties in the City of Shoreline that are within 300 feet of the border of the parcel. I’m enclosing handout “P2” which will explain the requirements. Please turn in the labels at your earliest convenience so that I may provide notice of your land use application as required by ECDC 20.03 (Public Notice). Please review these comments and respond in writing at your earliest convenience: Design review is required for any exterior change to a commercial building or site. In this 2. case, proposed changes include parking, landscaping, and the addition of an outdoor seating area. This review is conducted by staff as an administrative “Type I” staff decision. To expedite the review of all associated permits, it is recommended that the design review be conducted concurrently with the conditional use permit. The fee is $115. Please indicate if you would like design review done at this time or later down the road with the building permit (the fee is the same either way). The item noted above is relatively minor, although necessary for a complete application and 3. necessary for noticing requirements. Public Hearings are conducted across the street in the Council Chambers of the Public Safety Complex located at th 250 5 Avenue North. Public Hearings begin promptly at 3:00 PM and this will be your opportunity to make a presentation on both the design and the conditional use permit requested (please let me know in advance if you wish to use our overhead or computer for a PowerPoint presentation). If you are unable to attend, it is suggested that you send someone on behalf of the project to answer any questions by staff, members of the public, or the Hearing Examiner. You will receive my staff report on both the design and use via mail approximately one week prior to the meeting. Please review attached building permit comments for BLD20100657 and respond through 4. your permit coordinator, Theresa Umbaugh, at your convenience. If anything changes (such as landscaping and the configuration of the parking lot), please copy me on your resubmittal to the building division so that I may update your land use file for the staff report to the Hearing Examiner. Please be aware of ECDC 20.02.003.D (code regulations regarding incomplete applications): 5. 1. Whenever the applicant receives a determination from the city pursuant to subsection (A)(2) of this section that the development project permit application is incomplete, the applicant shall have 90 days to submit the necessary information. Within 14 days after an applicant has submitted the requested additional information, the director shall make a determination of completeness and notify the applicant in the manner provided in subsection (A) of this section. 2. Whenever the applicant receives a notice that the contents of the application, which had been previously determined under subsection (A)(1) of this section to be complete, is insufficient, ambiguous, undecipherable, or otherwise unresponsive of the information being sought, the applicant shall have 90 days to submit the necessary information. 3. If the applicant does not submit the additional information requested within the 90-day period for the development project permit, the director shall make findings and issue a decision, according to the Type I procedure, that the application has lapsed for lack of information necessary to complete the review. The decision shall state that no further action will be taken on the applications, and that if the applicant does not make arrangements to pick up the application materials from the planning and/or public works/engineering departments within 30 days from the date of the decision, the application materials will be destroyed.
