Dear Mr. Phillips & Mr. Stensland: Thank you for submitting an application for design review through the Architectural Design th Board (ADB Major) for the property located at 301 4 Avenue North in the Multiple Residential (RM-1.5) zone. City staff has finished the check for completeness on your application, and it is INCOMPLETE determined that your application is until the following materials are submitted: 1.Preliminary Drainage Plan: Please submit a preliminary drainage plan for the Engineering Division to review. Also, after reviewing the Traffic Impact Analysis worksheet submitted, it was determined that the Traffic Impact fee will be $230.77 (not due at this time). Please contact Engineering Program Manager Lyle Chrisman at 425.771.0220 if you have any questions. 2.SEPA Environmental Checklist: a.Question #B.1.e asks the applicant to estimate the approximate grading involved with this project. Please submit an estimate, which should cover the underground parking proposed. If you plan to grade close to 500 cubic yards, please let me know so I can make sure that the Environmental Checklist will cover the future building permit as well as this land use application. b.Question #B.1.g asks the applicant to estimate the amount of impervious surface involved with this project. The maximum lot coverage (for all buildings/structures) is 45% in multi- family zones. I noticed that the figure you provided for the building footprint is 6421 square feet, while the lot is 13,200 square feet – this is 48.6% coverage. Please verify lot coverage calculations. 3.Landscape Plan: Please provide a landscape plan (sheet L-1?) for the ADB to review. Please make sure it is compliant with Edmonds Community Development Code chapter 20.12. Refer to enclosed handout on the ADB Landscape Policy Statement. 4.Lighting Plan: Please provide an exterior lighting plan for the ADB to review. Please see page 5 of handout #P6 (ADB Major Projects), enclosed, for more information. 5.Garbage/Recycling Unit Screening: Will the Garbage/Recycling unit be screened? How so? What is the proposed height of the unit? What will it look like? Please show a detail of this, and contact Recycling Coordinator Steve Fisher at 425.275.4801 and refer to the enclosed handout for details. 6.Height Calculations: The maximum height in the RM-1.5 zone is 25 feet, however the “roof only may extend five feet above the stated height limit if all portions of the roof above the stated height limit have a slope of four inches in 12 inches or greater,” pursuant to ECDC 16.30.030.A. Please show on the elevations how you plan to meet this code requirement. Height is measured from average original grade, and is measured to the highest point of the building. Parapet walls need to remain under the current height limit. Please also show the height calculations on the site plan. Refer to the handout enclosed. 7.Downtown Zoning (“BD-5”): As you are likely aware, the City Council is looking at proposed changes to the downtown zoning. The most recent map indicates that this site is what they’re considering calling the new “BD-5” zone. Without a “complete” building permit application and also a “complete” ADB application, this project is not vested under the current RM-1.5 zoning designation. This could mean changes to setbacks and height, among other things. If you would like me to put your application “on hold” until the new downtown zoning becomes effective, please let me know in writing and I’d be happy to do so. Also, please let me know if you would like me to explain this further. I’ve enclosed the draft BD- Downtown Business zoning and associated map for you to review and weigh your options. 8.Parking Requirements: ECDC chapter 17.50.020.A.1.b shows the following table for multi- family parking requirements, which is based on the number of Required bedrooms in each dwelling unit. The land use application states Type of multiple parking spaces dwelling unit per dwelling that there are 8 units in the proposed new building. However, unit sheet A-3 shows the parking calculations for 7 units. Please Studio 1.2 also check the bedroom labels on sheets A-6 and A-10. Please 1 bedroom 1.5 make these items consistent. I need to know how many 2 bedrooms 1.8 bedrooms in each dwelling unit (some bedroom labels may be 3 or more bedrooms 2.0 off?) to verify that enough parking is being provided. 9.Signage: The site plan (sheet A-2) shows a freestanding identity sign. Please know that new signage requires a building permit. Also, please know that if the proposed new sign is over three feet in height, it will need to meet setbacks. If you have a preliminary sign design at this time, I’d be happy to include it with the ADB application. Otherwise, we can certainly address it with the building permit review. 10.Retaining Wall Height: It looks like there may be a retaining wall shown on the site plan (sheet A-2). Is this wall or rockery existing or proposed? If it is proposed, what is the height? Height is measured from the top of the wall to original grade, and it may not be over three feet in height if it is within the setback area. 11.Awning/Trellis: It looks like you’re proposing decorative trellises/awnings on the Edmonds Street and South elevations. I just wanted to make sure that these meet setbacks, because they don’t appear on the site plan. Do they project out further than the exterior wall of the building? Do they meet setbacks? If not, how far do they project? 12.APO List: Thank you for providing an Adjacent Property Owner’s list. However, this is supposed to include both the property owners and also current tenants within 300 feet of the site. I noticed that there is an apartment building within 300 feet of the site (on the corner of rd 3 and Edmonds Street), and the residents are not on the APO list. Please submit the residents list – the Snohomish County Assessor’s Office can provide this information to you, in mailing label format – they just need to do a different query on their database for you. See attached APO list handout (item 5a) for details. Please respond at your earliest convenience so that your application may be processed in an expedient manner.
