SUBJECT: ARCHITECTURAL DESIGN BOARD (ADB) APPLICATION (ADB -2007-60).
Dear Applicant:
You have submitted an application for design review by the Architectural Design. Board (ADB) for the property at
8629 238" Street SW, which is located in the Multiple Residential (RM -1.5) zone.
Today, City staff determined that the application was INCOMPLETE. Please submit the following items so we
can continue to review your application. The following items are necessary for "completeness." In addition to the
following items, I have also requested some additional information to help you better support your proposal. Please
respond to these items as well.
Please provide the following item in order to submit a "complete" apalication:
I. Notarized APO Declaration: Please submit the required notarized Adjacent Property Owner (APO) List
Declaration, which certifies that the names and addresses provided represent all properties located within 300
feet of the subject property. I've enclosed another copy for your convenience.
2. Engineering Memo: I've enclosed a memo from the Engineering Division (Engineering Program Manager
Jeanie McConnell). Please submit a response to her questions, through me, at your earliest convenience. I've
enclosed the Traffic Impact Analysis handout she's referenced, for your convenience.
Please provide the following additional information to better support your proposal:
1. Land Use Application:
a. Who has signed for the owner/applicant? Please confirm that this is Troy Renneke.
L Do you have a preferred name for this project? This line was lett blank, but I'll use "TNT Duplex &
Triplex" unless I hear otherwise.
2. Elevations: Height is not shown on the elevations. Although it is not required at this point in review, please
know that the maximum height in the RM -L5 zone is 25 feet (with an exception for a 5 foot bonus if all of
the roof between 25-30 feet is at a4/1[2 pitch or greater). Height is always measured from average original
grade. If you have already completed your height calculations, please submit them so the ADB can be
assured that your project is planned to remain under the height limit. Or, please submit a statement on the
project's estimated height. I'd be happy to explain this further.
3. SEPA Checklist: The SEPA Checklist indicates 900 cubic yards of material to be removed. How much fill
is proposed, if any?

4. Site Plan:
a. Is the fence to remain or to be removed? Please note.
b. Is the shed to remain or to be removed? Please note.
c. There are two monument signs shown — are they existing or proposed? If they are proposed, what is
the estimated height? Do you have a preliminary design for the ADB to review? If they are existing,
are they to remain?
d. The site plan shows many existing large mature evergreens — which are to remain and which are to be
removed? Please coordinate this information with the Landscape Plan.
5. Landscape Plan:
a. Are any of the existing trees to remain? Which ones? Please note.
b. Do you have a report by an ISA certified arborist that would justify the removal of large mature
evergreens around the perimeter of the site? It is not a requirement, but if you have one it may help the
ADB understand why you wish to remove these trees (if that is indeed what you propose).
6. Townhouse Subdivision: Do you intend to further subdivide the property through the "Townhouse
Subdivision" process? If so, it's handy to know this up front so that I can put you in touch with the
appropriate people in City Hall. Please note the following definition of Townhouse to ensure that your
project would qualify for this process:
ECDC 21.100.040 Townhouse.
Townhouse means a multiple dwelling unit meeting the following criteria:
A. No dwelling unit overlapping another vertically;
B. Common side walls joining units;
C. Not more than six dwelling units in one structure;
D. Coverage shall not exceed the aggregate coverage ofthe individual structures as defined in the zoning code,
E. Lot area per unit for purposes of subdivision may be as small as the coverage of the individual unit, so long as the overall
density meets the zoning on the site. Portions of the site not subdivided for individual units shall be held in common by the owners of
the individual units.
7. Fire Department Memo: I've enclosed a memo from the Fire Department (Fire Marshal John Westfali).
Please submit a response to his questions, through me, at your earliest convenience.
If staff finds that additional information is needed; we will notify you in writing that additional information is
needed. While this information -request is pending, the 120 -day clock for processing the application will stop
running. When the additional information is submitted, staff will review it to insure that it responds fully to the
information request. When the request for additional information has been satisfied, the 120 -day clock will start
running again.

Engineering has reviewed the subject application and provides the following comments.
Please provide a traffic impact analysis worksheet and determine impact fees based on
Edmonds Community Development Code 18.82. Please refer to public handout 4E82 Traffic
Impact Analysis Requirements available on the City website at www.ci.edmonds.wa.us
The Traffic Impact Analysis will be reviewed by Bertrand Hauss, Traffic Engineer upon
resubmittal.
The storm drainage system for this development will need to be designed and stamped by a
licensed engineer as the imperious surface area exceeds 5000 square feet. The stormwater
management memorandum submitted with this application accounts for a "credit" of existing
impervious areas. With the redevelopment of this property there will not be a credit given for
any existing impervious areas. Storm system design and calcs will be reviewed at the time of
building permit submittal.

The following plans have been evaluated under the 2003 International Codes
and Edmonds Community Development Code.
Architectural information is limited on the project submittal for affirmative review.
Accommodating fire access and fire protection requirements may impact final
site design for Architectural Design Board review.
1 } Site plan indicates RS -8 zoning yet (current) COE zoning 616107 map
indicates RM1.5. Clarify and indicate correct zoning.
2) A single fire hydrant is indicated across 238th. Fire hydrants require
300' spacing in RM zones; 600' in RS zones. Clearly show available
hydrants on site plan with correct hydrant spacing.
3) Townhouse dwellings as defined by International Residential Code
(IRC) are treated as separate dwellings. Three-plexes constructed as
specified by International Building Code (IBC) shall be fire sprinklered
and may impact site design. Clearly indicate townhouse construction in
accordance with IRC that is consistent with water services indicated on
C3.1.
