SUBJECT: ACCESSORY DWELLING UNIT APPLICATION (CU-2007-25).
Dear Applicant:
You have submitted an application for an Accessory Dwelling Unit (ADU) Conditional Use Permit for the property

at 15701 75 Place West, which is located in the Single-Family Residential (RS-20) zone.
Pursuant to ECDC 20.90.010.D.4:
Applicants whose applications have been determined to be incomplete shall submit the specified information within
six months after the city deposits a written statement detailing the reasons that the application is incomplete in the
U.S. mail, postage paid. A determination of incompleteness is a staff decision appealable under Chapter 20.105
ECDC. If the specified information is not submitted within the six-month period, than the application shall be
rejected for incompleteness. Following the initial notification of the applicant in writing that his or her application is
incomplete, the applicant shall receive one, and only one, six-month opportunity to correct the application; no
further notice shall be required and the six-month correction period shall not be extended. After rejection for
incompleteness, an application shall not be revived, but the applicant may submit a new application under the
provisions of this chapter.
INCOMPLETE
On April 19, 2007, City staff determined that the application was . This is another courtesy letter to
remind you to please submit the following item so we can continue to review your application. Please submit the
specified information by OCTOBER 19, 2007 – If we do not receive this information, then the application will be
rejected for incompleness according to ECDC 20.90.010.D.4 (above). The following item is necessary for
“completeness.” In addition to the following item, I have also requested some additional information to help you
better support your proposal. Please turn in these items as well.
Please provide the following item in order to submit a “complete” application:
1.Criteria Statement: Please submit the required Criteria Statement so that we can review your proposal to ensure
that it meets the ADU code requirements. I’ve enclosed the handout on ADUs and I’ve highlighted some areas
that you’ve left out of your application so that you can review them and address them in your response. You are
going to need to prove that you meet all of these criteria in order to receive ADU approval.
Please provide the following additional information to better support your proposal:
1.Contact Information: The land use application submitted states that the applicant is “Jeff Sellentin” – if this
is the case, please sign the land use application (available in the Planning Division) under the signature
block for the Applicant/Agent. The property owner, “Van Caryl” has signed in both places. Is Van the
contact person for this project (“Applicant/Agent”)? Please clarify and/or revise the land use application.
2.ADU Covenant: Please review the enclosed “ADU Covenant” and sign it before a notary of public. This
will be recorded after you receive approval for an ADU and prior to occupancy. The fee to record legal-
sized documents at the County is $32, and we would be happy to have this recorded for you (but we charge
an additional $15 service fee to do so). Please do not record the covenant at this time, please just review
the language and be prepared to turn this in for recording at a later date (around the time of ADU approval).
3.Building Permit: Please review the enclosed letter by Plans Examiner Jenny Readwin. This site is located
within the North Edmonds Earth Subsidence and Landslide Hazard Area, which requires not only building
permit approval but also must comply with the development requirements of Ordinance 3632. Please
contact the Building Division at 425.771.0220 if you have any questions about building permits for sites in
this specific area.
4.
Site Plan/Floor Plan: Several important items were missing from the site plan and floor plans which are
critical to my review of the proposal.
a.Parking: How are you providing the required three parking spaces on site? Please show the
dimensions on the site plan so that the Engineering Division can review it under their parking
requirements.
b.Size: The ADU appears to take up the whole downstairs, which exceeds the 800 square foot size
threshold (it appears to be well over 1,500 square feet in area). Please review the size criteria shown
on the ADU handout enclosed. Please show how you meet the size requirements for an ADU in your
Criteria Statement and on the floor plans.
5.Grading: Please provide me with an estimate on the amount of grading that will be necessary for the
eventual building permit application. The State Environmental Policy Act (SEPA) requires that the City
make an environmental determination on projects which exceed 500 cubic yards of grading.
