Info request_SEPA question.pdf October 15, 2007 Rick Klemm PO Box 340 Edmonds, WA 98020 RE: DESIGN REVIEW OF 620/622 GLEN STREET Dear Mr. Klemm: You have submitted an application for Administrative Design Review for a 4-unit condominium at 620/622 Glen Street. The site is zoned Multiple Residential (RM-1.5). Your application was determined to be complete on submittal on September 21, 2007. The Engineering Division did have some compliance comments regarding stormwater (enclosed) that need to be addressed. Using the information provided, I will review this project as an Administrative Staff Decision under Edmonds Community Development Code (ECDC) Sections 20.11 and 20.95. However, if you believe there is a possibility that this project could require more than 500 cubic yards of grading, please contact me as this will change the way the project is reviewed. If the project triggers SEPA, it will be reclassified as an “ADB Major” project which must go before the Architectural Design Board for a public hearing. The following information would also be required: 1) An Environmental Checklist (SEPA); 2) Adjacent Property Owner (APO) list and notarized declaration; 3) $420 SEPA Review fee; 4) $2200 ADB Review fee (we would credit the $415 that you already paid for the Administrative Design Review); 5) Additional copies of the development drawings and elevations. Based on our experience with similar projects, particularly multiple-unit projects with parking on the lower level, grading often exceeds 500 cubic yards. That said, it is also possible to wait to do SEPA at the building permit phase if it is applicable. However, that may unnecessarily delay what is otherwise a ministerial permit at that point. ADB review and SEPA review can be done at the same time thereby streamlining the overall review process.
