Dear Mr. Nelson:
You have submitted an application for Administrative Design Review for a 28-space parking lot

at 7512 221 Place SW. The site is zoned General Commercial (CG2). Your application was
determined to be complete on submittal on October 8, 2007. However, there are several issues
that need to be addressed before review can continue.
Preliminary storm drainage plan.
1) A storm detention system will be required with the
redevelopment of this property. Please refer to public handout #E72 (Stormwater
Management) for more information.
Traffic Impact Analysis.
2) Please provide a traffic impact analysis worksheet and
determine impact fees based on Edmonds Community Development Code Section 18.82.
Please refer to public handout #E82 (Traffic Impact Analysis Requirements) for more
information.
Site Plan.
3) Several pieces of information are missing from the submitted site plan. Please
refer to public handout #B57 (enclosed) for a detailed list of requirements. Specifically,
there are three areas that need to be clarified:
a) The site plan must show site improvements in relation to the City right-of-way on

221 Place SW.
b) There are two fences shown on the site plan. Are they existing or proposed? If
proposed, please indicate the height and material of the fencing.
c) Please clearly indicate all trees that are proposed to be removed during the
redevelopment of the site. The site plan indicates that there are several trees proposed
to be removed on the eastern portion of the lot but those are not shown on the
accompanying landscape plan.
d) A north arrow is needed on the site plan.
Using the existing and added information provided, I will review this project as an
Administrative Staff Decision under Edmonds Community Development Code (ECDC) Chapters
20.12 and 20.95. The City of Edmonds Community Development Code and the referenced
